【摘要】：隨著我國(guó)老齡化進(jìn)程的加快,我國(guó)也將進(jìn)入老齡化社會(huì)。我國(guó)是世界上人口最多的國(guó)家,同時(shí)我國(guó)也是世界上農(nóng)民人口最多的國(guó)家。解決我國(guó)農(nóng)民的養(yǎng)老問題,實(shí)現(xiàn)農(nóng)民的"老有所養(yǎng)",是解決我國(guó)社會(huì)養(yǎng)老問題的核心內(nèi)容。巢湖市位于安徽省中部,近幾年一直在積極的開展新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)工作,是安徽省在養(yǎng)老問題方面取得較好成績(jī)的縣級(jí)市之一,但在具體實(shí)踐中仍存在一些問題,需要進(jìn)一步完善適應(yīng)巢湖市實(shí)際情況的養(yǎng)老制度。作為當(dāng)前農(nóng)村問題的研究熱點(diǎn),探索一條適應(yīng)區(qū)域農(nóng)村經(jīng)濟(jì)社會(huì)的養(yǎng)老保險(xiǎn)制度的研究,是國(guó)內(nèi)學(xué)者較為重視的社會(huì)保障研究?jī)?nèi)容之一,這對(duì)研究農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的試點(diǎn)和實(shí)施提供了大量的、有實(shí)踐意義的政策建議本文結(jié)合當(dāng)前巢湖市農(nóng)村養(yǎng)老保險(xiǎn)實(shí)施現(xiàn)狀,對(duì)巢湖市農(nóng)村養(yǎng)老保險(xiǎn)實(shí)踐進(jìn)行探討研究。在具體研究過程中,注重實(shí)踐調(diào)查和規(guī)范研究相結(jié)合,在此基礎(chǔ)上,分析了巢湖市農(nóng)村養(yǎng)老保險(xiǎn)實(shí)施的概況,通過自己的調(diào)查研究與歸納總結(jié),進(jìn)一步發(fā)現(xiàn)巢湖市農(nóng)村養(yǎng)老保險(xiǎn)中存在的問題,并結(jié)合巢湖市的實(shí)際情況,提出相關(guān)的政策建議。本文研究的主要內(nèi)容及采用的主要方法如下:問卷調(diào)查:用于分析巢湖市農(nóng)民參加農(nóng)村養(yǎng)老保險(xiǎn)的基本狀況、認(rèn)知、實(shí)施效果及存在的問題,選擇的具體標(biāo)準(zhǔn)是:農(nóng)村養(yǎng)老保險(xiǎn)政策已經(jīng)開展實(shí)施。問卷中的封閉型問題由受訪農(nóng)戶按照實(shí)際情況從現(xiàn)有選項(xiàng)中選擇,開放型問題則填入受訪農(nóng)戶自身對(duì)問題的看法。訪談法:本文在研究中堅(jiān)持理論與實(shí)踐相結(jié)合,通過對(duì)巢湖市的幾個(gè)鄉(xiāng)鎮(zhèn)農(nóng)戶的問卷調(diào)查和實(shí)地交談,獲得有用可靠的信息,為本文的寫作研究提供支持。文獻(xiàn)研究法:本文通過各種手段查找相關(guān)文獻(xiàn),包括一些相關(guān)政策法規(guī),查詢巢湖市經(jīng)濟(jì)統(tǒng)計(jì)年鑒、農(nóng)村保障統(tǒng)計(jì)年鑒,以及部分學(xué)者的一些理論觀點(diǎn),通過整理閱讀,獲取相關(guān)信息。本文通過以上研究得出以下結(jié)論:巢湖市農(nóng)村養(yǎng)老保險(xiǎn)實(shí)施的效果明顯,取得了一定的成效,但是因?yàn)檗r(nóng)村地區(qū)經(jīng)濟(jì)發(fā)展相對(duì)滯后、農(nóng)民傳統(tǒng)思想、政府對(duì)農(nóng)村養(yǎng)老保險(xiǎn)認(rèn)識(shí)不足及養(yǎng)老基金缺乏科學(xué)運(yùn)營(yíng)等原因,也存在著實(shí)際繳費(fèi)檔次單一,籌資能力不足,基金保值增值困難等問題。為完善巢湖市農(nóng)村養(yǎng)老保險(xiǎn),今后要在農(nóng)村經(jīng)濟(jì)發(fā)展上、農(nóng)民收入、養(yǎng)老保險(xiǎn)宣傳上及基金的保值增值能力上做足工作。
[Abstract]:With the acceleration of China's aging process, China will also enter an aging society. China is the most populous country in the world, and our country is also the most populous country in the world. It is the core content of solving the problem of pension in our country. It is the core content to solve the problem of old age for the aged in our country. It is the core content of solving the problem of pension in our country. Chaohu is located in an Anne. In the middle of Huizhou Province, the new rural social endowment insurance has been actively carried out in recent years. It is one of the county-level cities in Anhui province which has achieved good results in the old-age problem. However, there are still some problems in the concrete practice. It needs to further improve the old-age system to adapt to the actual situation in Chaohu. As a research hotspot in the current rural problems. The study of an old-age insurance system that adapts to the rural economic and social society is one of the contents of the social security research which the domestic scholars pay more attention to. This provides a large amount of research on the pilot and implementation of the rural social endowment insurance. Chaohu rural old-age insurance practice is discussed. In the process of specific research, it pays attention to the combination of practical investigation and normative research. On this basis, it analyzes the general situation of the implementation of rural endowment insurance in Chaohu, and through its own investigation and summary, further presents the existing problems in the rural pension insurance in Chaohu and concludes the problems. The main contents of this paper and the main methods used are as follows: a questionnaire survey: to analyze the basic situation, cognition, implementation effect and existing problems of Chaohu farmers to participate in rural endowment insurance, and the specific standard of selection is that the rural pension insurance policy has been implemented. The closed question in the questionnaire is selected from the existing options in accordance with the actual situation, and the open type question is filled with the views of the farmers interviewed. In the study, the author insists on the combination of theory and practice in the study. Through a questionnaire survey and on-the-spot conversation to several township farmers in Chaohu, this paper obtains useful and reliable information. Information research provides support for the writing research in this article. Literature research method: This article searches the relevant literature through various means, including some relevant policies and regulations, inquiring the Chaohu economic statistics yearbook, the rural security statistics yearbook, and some scholars' theoretical views, through reading and obtaining relevant information. The following conclusions are as follows: the effect of the rural pension insurance in Chaohu is obvious, and some results have been achieved. However, because of the relative lag of the economic development in rural areas, the peasants' traditional ideas, the government's lack of understanding of the rural endowment insurance and the lack of scientific operation of the pension fund, there are also a single and insufficient fund raising ability. In order to improve the rural pension insurance in Chaohu, in order to improve the rural old-age insurance, it is necessary to do enough work in the rural economic development, the farmers' income, the publicity of pension insurance and the ability to maintain and increase the value of the fund.
