【摘要】：隨著人口老齡化程度的不斷加深,如何實(shí)現(xiàn)科學(xué)可持續(xù)的養(yǎng)老,已經(jīng)成為世界各國必須直面的課題。建國以來我國對于人口老齡化的防范工作從未停止,先后出臺了企業(yè)職工基本養(yǎng)老保險(xiǎn)制度、新型農(nóng)村社會養(yǎng)老保險(xiǎn)制度和城鎮(zhèn)居民社會養(yǎng)老保險(xiǎn)制度。2014年為了建立覆蓋全體居民的社會保障體系,我國政府大膽創(chuàng)新決定建立統(tǒng)一的城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度。同年遼寧省積極落實(shí)國家政策正式實(shí)施城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度。從而有效地解決了長期以來農(nóng)村和城鎮(zhèn)無收入的居民缺乏穩(wěn)定制度保障的問題。然而,當(dāng)前如何實(shí)現(xiàn)城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)的健康可持續(xù)發(fā)展已經(jīng)成為遼寧省必須解決的問題。本文以遼寧省城鄉(xiāng)居民養(yǎng)老金的需求和供給的測算數(shù)據(jù)為基礎(chǔ),得出城鄉(xiāng)居民養(yǎng)老金的供需缺口。需要特別指出的是本文所要測算的養(yǎng)老金需求是指可以幫助城鄉(xiāng)居民過上有尊嚴(yán)的生活的基本生活支出,不止局限于最基本的食品支出和衣著支出。隨后本文通過構(gòu)建回歸模型對遼寧省的財(cái)政收入狀況進(jìn)行預(yù)測,與此同時(shí)利用適度的財(cái)政支出速度對遼寧省的財(cái)政支出狀況進(jìn)行預(yù)測。最終利用上述數(shù)據(jù)從四大方面對遼寧省財(cái)政的城鄉(xiāng)居民養(yǎng)老金供需負(fù)擔(dān)水平進(jìn)行實(shí)證研究。基于國際經(jīng)驗(yàn)得出我省財(cái)政對于城鄉(xiāng)居民養(yǎng)老保險(xiǎn)的支出水平較低的研究結(jié)論。本文提出通過優(yōu)化財(cái)政支出結(jié)構(gòu)、設(shè)立科學(xué)的基礎(chǔ)養(yǎng)老金調(diào)節(jié)機(jī)制等措施以達(dá)到彌補(bǔ)城鄉(xiāng)居民養(yǎng)老金供需缺口的目標(biāo),為遼寧省政府制定科學(xué)、有效的養(yǎng)老保險(xiǎn)政策提供理論依據(jù)。從而提高遼寧省城鄉(xiāng)老年人的生活質(zhì)量,使其共享經(jīng)濟(jì)發(fā)展的成果。
[Abstract]:With the deepening of the aging of the population, how to achieve a scientific and sustainable pension has become a problem that countries all over the world must face directly. Since the founding of the people's Republic of China, China has never stopped its efforts to prevent the aging of the population, and has successively introduced the basic old-age insurance system for enterprise workers. In 2014, in order to establish a social security system covering all the residents, our government decided to establish a unified basic old-age insurance system for urban and rural residents. In the same year, Liaoning Province actively implemented the national policy to formally implement the basic endowment insurance system for urban and rural residents. It effectively solves the problem that the rural and urban residents who have no income have no stable system for a long time. However, how to realize the sustainable development of basic old-age insurance for urban and rural residents has become a problem that must be solved in Liaoning Province. Based on the data of demand and supply of urban and rural residents' pension in Liaoning province, the gap between supply and demand of urban and rural residents' pension is obtained. It should be pointed out in particular that the pension needs to be calculated in this paper refer to the basic living expenses which can help urban and rural residents to lead a dignified life, not only in the most basic expenditures on food and clothing. Then this paper builds a regression model to forecast the fiscal revenue of Liaoning Province, and at the same time forecasts the fiscal expenditure status of Liaoning Province by using the moderate expenditure speed. Finally, using the above data, this paper makes an empirical study on the burden of pension supply and demand of urban and rural residents in Liaoning Province from four aspects. Based on the international experience, the paper draws the conclusion that the expenditure level of rural and urban residents' endowment insurance is low. This paper puts forward some measures, such as optimizing the structure of financial expenditure and setting up scientific adjustment mechanism of basic pension, in order to make up the gap between supply and demand of pension for urban and rural residents, and to establish a scientific method for Liaoning provincial government. The effective endowment insurance policy provides the theoretical basis. So as to improve the quality of life of urban and rural elderly in Liaoning Province, so that they share the fruits of economic development.
