被征地農(nóng)民養(yǎng)老保險系統(tǒng)設計與實現(xiàn)

【摘要】:隨著城市化和工業(yè)化進程的加快,越來越多的土地被征用,從而產(chǎn)生大量被征地農(nóng)民。大多數(shù)被征地農(nóng)民由于一無技術,二無專長,在失去土地后,不僅存在就業(yè)難,生活難問題,而且存在將來如何養(yǎng)老的問題。在當前社會保障制度相對滯后的情況下,如果不能妥善解決被征地農(nóng)民養(yǎng)老保障問題,既不利于社會的穩(wěn)定,也在一定程度上限制了社會經(jīng)濟的發(fā)展。目前我國很多地方已經(jīng)開始嘗試建立被征地農(nóng)民養(yǎng)老保險體系,主要以社會養(yǎng)老保險為主要模式進行探索,但是由于社會養(yǎng)老保險存在著異地銜接問題、保險方案與被征地農(nóng)民實際情況不符合等方面缺陷,以及執(zhí)行過程中的不規(guī)范操作,使得雖然有些關于構建社會養(yǎng)老保險體系的設想很好,實際效果卻不能令人滿意。為了改變這種現(xiàn)狀,進一步做好被征地農(nóng)民社會養(yǎng)老保險工作,完善城鄉(xiāng)居民社會保障體系,山東省政府出臺了相關制度辦法,力爭解除被征地農(nóng)民的后顧之憂。與建立制度同等重要的是與之配套的業(yè)務流程和信息管理系統(tǒng)。本文在閱讀了大量相關技術文檔和參考文獻后,以軟件工程理論為指導,運用各種成熟的信息管理系統(tǒng)技術對被征地農(nóng)民養(yǎng)老保險系統(tǒng)的設計與實現(xiàn)。在課題設計中,首先對被征地農(nóng)民養(yǎng)老保險系統(tǒng)的功能和非功能需求進行實地調(diào)研和分析,在系統(tǒng)需求分析的基礎上,結合本地相關農(nóng)保業(yè)務實際,選擇了C/S結構作為系統(tǒng)的體系框架,并應用軟件系統(tǒng)建模技術對系統(tǒng)功能結構以及各功能模塊進行了分析和設計。本系統(tǒng)主要分為參保信息管理、繳費綜合管理、發(fā)放待遇管理、待遇撥付管理、系統(tǒng)參數(shù)管理、批量業(yè)務管理和查詢統(tǒng)計管理七個模塊。然后,對各功能模塊進行了詳細設計,包括類圖和時序圖。采用基于J2EE的B/S/S三層體系架構,確保了系統(tǒng)具有高度的易用性、良好的擴展性和強大的可移植性。設計了數(shù)據(jù)交換方式和交換流程,對主要的接口設計進行闡述;分析了系統(tǒng)主要的實體屬性,設計了參保信息等數(shù)據(jù)表;最后,闡述了系統(tǒng)各功能模塊實現(xiàn)流程,對系統(tǒng)功能界面進行實現(xiàn);分析了系統(tǒng)測試方法、設計了各功能測試用例,分析了測試結果。經(jīng)過測試顯示,本文研究的征地農(nóng)民養(yǎng)老保險系統(tǒng)所設計和實現(xiàn)的功能滿足用戶需求和系統(tǒng)需求,達到預期目標。目前本系統(tǒng)已經(jīng)進入實際運行階段,從現(xiàn)有的情況看,系統(tǒng)的最終實現(xiàn)滿足了費縣地區(qū)對被征地養(yǎng)老保險業(yè)務信息化的功能與非功能的需求,基本實現(xiàn)了建設目的,本研究對電子政務和農(nóng)保業(yè)務信息化具有一定的理論和實踐意義。
[Abstract]:With the acceleration of urbanization and industrialization, more and more land has been expropriated, resulting in a large number of land-expropriated farmers. Most land-expropriated farmers have no skills and no expertise. After losing their land, there are not only the problems of employment and life, but also the problem of how to provide for the aged in the future. Under the situation that the current social security system is relatively lagging, if the problem of the old-age security of the peasants who have been expropriated is not properly solved, it is not conducive to the stability of the society, but also limits the development of social economy to a certain extent. At present, many places in our country have begun to try to establish the endowment insurance system for peasants who have been expropriated, mainly taking the social endowment insurance as the main mode to explore, but because of the problem of the social endowment insurance being connected in different places, The defects of the insurance scheme and the actual situation of the land-expropriated farmers, as well as the non-standard operation in the process of implementation, make some ideas about the construction of the social old-age insurance system very good, but the actual effect is not satisfactory. In order to change this situation, further do land expropriated farmers social endowment insurance work, improve the social security system for urban and rural residents, Shandong Provincial Government issued the relevant system measures, and strive to relieve the land expropriated farmers' worries. Just as important as the establishment of systems are supporting business processes and information management systems. After reading a large number of related technical documents and references, this paper, guided by software engineering theory, applies various mature information management system technology to the design and implementation of the land-expropriated farmer pension insurance system. In the design of the project, first of all, the functional and non-functional requirements of the land-expropriated farmers' endowment insurance system are investigated and analyzed in the field. Based on the analysis of the system requirements, combined with the actual situation of the local related rural insurance business, The C / S structure is chosen as the framework of the system, and the system function structure and each functional module are analyzed and designed by using the software system modeling technology. The system is mainly divided into seven modules: participating information management, payment comprehensive management, distribution treatment management, treatment allocation management, system parameter management, batch business management and query statistical management. Then, each function module is designed in detail, including class diagram and timing diagram. The B/S/S three-tier architecture based on J2EE ensures that the system has a high ease of use, good scalability and strong portability. Designed the data exchange mode and exchange flow, described the main interface design; analyzed the main entity attributes of the system, designed the data table such as the information. Finally, elaborated the system function module realization flow, The system function interface is realized, the system test method is analyzed, each function test case is designed, and the test results are analyzed. The test results show that the design and implementation of the land requisition farmer pension insurance system can meet the needs of the users and the system, and achieve the desired goal. At present, the system has entered into the actual operation stage. From the current situation, the final realization of the system meets the functional and non-functional needs of the land expropriated endowment insurance business in Fei County, and basically realizes the construction goal. This research has certain theoretical and practical significance to e-government and information of rural insurance business.
