【摘要】：失業(yè)保險是現(xiàn)代社會最重要的社會保障項目之一,其最基本的功能是保障失業(yè)者的基本生活和促進失業(yè)者重新就業(yè)。在中國快速城鎮(zhèn)化發(fā)展過程中,除少數(shù)發(fā)達地區(qū)的失地農(nóng)民能從開發(fā)商或政府獲得高額補償金之外,其他欠發(fā)達地區(qū)處于適齡勞動力的失地農(nóng)民一般得到的補償較低,他們的可持續(xù)生計面臨挑戰(zhàn),亟需失業(yè)保險的保護和促進其再就業(yè)。實證研究結(jié)果表明,失去土地對農(nóng)民參加失業(yè)保險的意愿影響顯著;與沒有失去土地的農(nóng)民相比,失地農(nóng)民更愿意參加失業(yè)保險�，F(xiàn)階段,政府應(yīng)改革和完善現(xiàn)有社會保障制度,把失地農(nóng)民納入到失業(yè)保險的保護之中,促進他們有效就業(yè),從而解決其可持續(xù)生計問題。
[Abstract]:Unemployment insurance is one of the most important social security items in modern society. Its most basic function is to ensure the basic life of the unemployed and to promote the unemployed to get back into employment. In the process of rapid urbanization in China, except for a few landless farmers in developed areas who can obtain high compensation from developers or the government, the compensation for the landless peasants who are in the appropriate age labor force in less developed areas is generally lower. Their sustainable livelihoods are challenged and unemployment insurance is urgently needed to protect and promote their re-employment. The empirical results show that the loss of land has a significant impact on farmers' willingness to participate in unemployment insurance, and that landless farmers are more willing to participate in unemployment insurance than those who have not lost land. At the present stage, the government should reform and perfect the existing social security system, bring landless farmers into the protection of unemployment insurance, promote their effective employment, and solve the problem of sustainable livelihood.
