【摘要】：我國的養(yǎng)老保險(xiǎn)制度體系經(jīng)過二十余年的發(fā)展,養(yǎng)老保險(xiǎn)制度的改革成果非常的顯著,科學(xué)的調(diào)整機(jī)制逐步完善,擁有不斷擴(kuò)大的養(yǎng)老保險(xiǎn)覆蓋面,逐步提高的養(yǎng)老保險(xiǎn)待遇水平,符合中國國情的統(tǒng)賬結(jié)合的養(yǎng)老保險(xiǎn)制度逐漸形成了。通過不同方式逐漸形成了成熟的籌資機(jī)制,不僅使離退休人員的基本生活水平得到了保證,還為建立健全完善的社會(huì)保障制度奠定了基礎(chǔ)。但由于經(jīng)濟(jì)、政治、社會(huì)、和文化等多方面因素的影響,城鎮(zhèn)職工養(yǎng)老保險(xiǎn)發(fā)展出現(xiàn)"不平衡"的趨勢。企業(yè)退休人員的養(yǎng)老保險(xiǎn)待遇水平雖然在持續(xù)調(diào)整,但是很多有關(guān)養(yǎng)老保險(xiǎn)待遇水平失衡和發(fā)展不平衡等問題表現(xiàn)的尤為明顯。養(yǎng)老保險(xiǎn)待遇水平的調(diào)整沒有正�；鸵�(guī)范化,使城鎮(zhèn)職工養(yǎng)老保險(xiǎn)待遇水平表現(xiàn)出失衡的狀態(tài)。所以,注重城鎮(zhèn)職工養(yǎng)老保險(xiǎn)待遇水平研究,使養(yǎng)老保險(xiǎn)待遇水平趨近平衡,具有現(xiàn)實(shí)意義和實(shí)踐意義。研究我國養(yǎng)老保險(xiǎn)制度差異的文章有許多,但對城鎮(zhèn)職工養(yǎng)老保險(xiǎn)待遇水平失衡進(jìn)行全面分析的文章卻寥寥無幾。本文把這方面作為創(chuàng)新點(diǎn),根據(jù)社會(huì)保障理論知識(shí),從社會(huì)保障學(xué)、管理學(xué)和社會(huì)學(xué)等多方面角度入手,采用定性等多種方法,系統(tǒng)分析黑龍江省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)待遇水平的現(xiàn)狀、出現(xiàn)的問題和待遇形成的原因。本文認(rèn)為,應(yīng)當(dāng)堅(jiān)持平衡城鎮(zhèn)職工養(yǎng)老保險(xiǎn)待遇水平的原則、國家責(zé)任與利用市場規(guī)律的原則、社會(huì)保障水平與經(jīng)濟(jì)發(fā)展水平相適應(yīng)的原則、體現(xiàn)公平為主兼顧效率的原則和體現(xiàn)社會(huì)成員共享經(jīng)濟(jì)增長成果的原則。最后,提出有指導(dǎo)性的政策建議,使養(yǎng)老保險(xiǎn)制度體系多支柱發(fā)展、機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革穩(wěn)步進(jìn)行、使企業(yè)補(bǔ)充養(yǎng)老保險(xiǎn)制度快速發(fā)展和加大財(cái)政投入力度逐步彌補(bǔ)損失,從而平衡城鎮(zhèn)職工養(yǎng)老保險(xiǎn)的待遇水平。通過分析黑龍江省養(yǎng)老保險(xiǎn)待遇水平,形成較完整的養(yǎng)老保險(xiǎn)制度體系和養(yǎng)老保險(xiǎn)待遇水平調(diào)整機(jī)制,既允許合理差異的存在,又要兼顧效率與公平,對于發(fā)展我國社會(huì)保障理論體系有很大作用。
[Abstract]:After more than 20 years of development, China's endowment insurance system has achieved remarkable results in the reform of the old-age insurance system. The scientific adjustment mechanism has been gradually improved, and the coverage of the pension insurance has been continuously expanded. Gradually raising the level of pension insurance treatment, in line with China's national conditions, the combination of pension insurance system gradually formed. The mature financing mechanism is gradually formed in different ways, which not only guarantees the basic living standard of retired people, but also lays a foundation for the establishment of a sound and perfect social security system. However, due to the influence of economy, politics, society, culture and so on, the development of urban workers' endowment insurance appears the trend of "imbalance". Although the pension insurance treatment level of the enterprise retiree is continuously adjusting, many problems such as the imbalance of pension insurance treatment level and the imbalance of the development of the pension insurance treatment level are especially obvious. The adjustment of old-age insurance treatment level does not normalize and standardize, so that the level of urban workers' pension insurance treatment shows a state of imbalance. Therefore, it is of practical and practical significance to pay attention to the research on the level of pension insurance treatment of urban workers and make the level of pension insurance pay close to balance. There are many articles to study the differences of pension insurance system in China, but there are few articles on the comprehensive analysis of the imbalance of pension insurance treatment level of urban workers. This article regards this aspect as the innovation point, according to the social security theory knowledge, from the social security science, the management science and the sociology and so on many aspects angle, uses the qualitative and so on many kinds of methods. This paper systematically analyzes the status quo, problems and causes of the pension insurance treatment of urban workers in Heilongjiang province. This paper holds that the principle of balancing the treatment level of urban workers' pension insurance, the principle of national responsibility and the principle of utilizing the laws of market, the principle that the level of social security is suitable to the level of economic development should be adhered to. It embodies the principle of fairness and efficiency and the principle of social members sharing the fruits of economic growth. Finally, some guiding policy suggestions are put forward to make the pension insurance system multi-pillar development, and the reform of the old-age insurance system in the organs and institutions is proceeding steadily. Make the enterprise supplement endowment insurance system develop rapidly and increase the financial input to make up for the loss step by step, so as to balance the treatment level of urban workers' pension insurance. By analyzing the level of pension insurance treatment in Heilongjiang Province, a more complete system of pension insurance system and adjustment mechanism of pension insurance treatment level are formed, which not only allow for the existence of reasonable differences, but also give consideration to efficiency and fairness. For the development of China's social security theory system has a great role.
