山西省城鄉(xiāng)統(tǒng)籌就業(yè)中的問題研究

【摘要】:近年來,我國政府高度重視城鄉(xiāng)統(tǒng)籌就業(yè)問題,進入城市就業(yè)的農村剩余勞動力人數(shù)也呈現(xiàn)逐漸增長趨勢。山西省受特殊地理環(huán)境影響,加之經濟持續(xù)快速下行,第三產業(yè)得不到較好發(fā)展,空缺崗位不斷縮減,勞動力就業(yè)壓力與日俱增。同時,我國大力推行節(jié)能減排等綠色環(huán)保政策,山西省煤炭、鋼鐵等支柱產業(yè)受到劇烈沖擊,農村剩余勞動力回流人數(shù)逐年增加。由此山西省城鎮(zhèn)化進程受到較大阻礙,實現(xiàn)城鄉(xiāng)統(tǒng)籌就業(yè)成為唯一緩解途徑。為促進山西省城鄉(xiāng)統(tǒng)籌就業(yè),本文就城鄉(xiāng)統(tǒng)籌就業(yè)中存在的問題及原因進行深入、客觀的研究,并提出了有建設性的解決策略。對于現(xiàn)階段山西省城鄉(xiāng)統(tǒng)籌就業(yè)中存在的問題,本文通過構建評價指標體系并結合山西省實證數(shù)據(jù)得出,具有科學性和現(xiàn)實性,也是本文的創(chuàng)新點之一。具體來講,第一步,構建評價指標體系。首先,通過研究統(tǒng)籌就業(yè)相關文獻以及政府報告選取可用指標;運用三角模糊數(shù)法對各項指標賦權并作指標重要度量化推導,得到指標重要度排序。第二步,山西省統(tǒng)籌就業(yè)實證研究。結合2010年和2014年統(tǒng)計數(shù)據(jù),對評價體系中核心指標進行評價,通過評分分析,得出山西省城鄉(xiāng)統(tǒng)籌就業(yè)中存在產業(yè)結構單一化、二三產業(yè)發(fā)展緩慢、新生代農民工就業(yè)穩(wěn)定性差、農民工社會保障制度缺失四方面問題。就統(tǒng)籌就業(yè)中存在的問題,本文在制度和戰(zhàn)略兩個社會背景下,從山西省特殊的發(fā)展模式角度出發(fā),分別詳盡的闡述了每個問題產生的根本原因。最后,根據(jù)山西省城鄉(xiāng)統(tǒng)籌就業(yè)問題的具體表現(xiàn)及其產生原因,并結合山西省省情,本文提出了5條解決當前統(tǒng)籌就業(yè)問題的策略,分別是:1.發(fā)展新型工業(yè)化道路;2.挖掘產業(yè)潛力、發(fā)展多元產業(yè)結構;3.加大就地轉移力度、積極引導新生代農民工回流;4.完善農民工社會保障體系;5.促進綠色就業(yè)。
[Abstract]:In recent years, our government attaches great importance to urban and rural employment as a whole, and the number of rural surplus labor force entering urban employment is gradually increasing. Under the influence of special geographical environment, the economy of Shanxi Province continues to decline rapidly, the tertiary industry is not well developed, the vacant jobs are shrinking, and the pressure of labor force employment is increasing day by day. At the same time, our country vigorously carries out the green environmental protection policy such as energy saving and emission reduction. The coal, steel and other pillar industries in Shanxi Province are severely impacted, and the number of rural surplus labor force returning is increasing year by year. As a result, the urbanization process of Shanxi Province has been greatly hindered, the only way to alleviate the problem is to realize urban and rural employment as a whole. In order to promote the overall employment between urban and rural areas in Shanxi Province, this paper makes a thorough and objective study on the problems and causes of the overall employment between urban and rural areas, and puts forward constructive solutions. For the problems existing in the overall employment between urban and rural areas in Shanxi Province at present, this paper, by constructing an evaluation index system and combining with the empirical data of Shanxi Province, draws a conclusion that it is scientific and realistic, and is one of the innovative points of this paper. Specifically, the first step is to construct an evaluation index system. First of all, by studying the relevant documents and government reports on employment, we select the available indicators, and use the triangular fuzzy number method to weight the indicators and make quantitative derivation of the index importance degree, and get the ranking of the index importance degree. The second step, Shanxi Province overall employment empirical study. Based on the statistical data of 2010 and 2014, this paper evaluates the core indicators in the evaluation system, and through scoring analysis, it concludes that there is a single industrial structure in the overall employment of urban and rural areas in Shanxi Province, and the development of the secondary and tertiary industries is slow. The new generation of migrant workers have poor employment stability and lack of social security system. With regard to the problems existing in the overall employment, under the social background of system and strategy, this paper elaborates in detail the root causes of each problem from the perspective of the special development model of Shanxi Province. Finally, according to the concrete performance and the causes of the overall employment problem between urban and rural areas in Shanxi Province, and combined with the situation of Shanxi Province, this paper puts forward five strategies to solve the problem of overall planning employment in Shanxi Province, which are respectively: 1: 1. To develop a new type of industrialization. Tap industry potential, develop diversified industrial structure. Increase the strength of local transfer, actively guide the new generation of migrant workers to return to 4. 5%. Improve the social security system for migrant workers. Promoting green jobs.
