【摘要】：在宏觀市場(chǎng)調(diào)控下我國市場(chǎng)經(jīng)濟(jì)穩(wěn)步發(fā)展,社會(huì)結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型極為迅速,社會(huì)弱勢(shì)群體及其救助問題受到尤為的關(guān)注。在市場(chǎng)經(jīng)濟(jì)條件下,總有一部分群體由于所擁有的社會(huì)資源不充足和自身能力較差逐漸成為社會(huì)的弱勢(shì)群體。作為社會(huì)群體的組成部分,任何一種社會(huì)弱勢(shì)群體,均是客觀存在的。因此,弱勢(shì)群體問題己躍然成為當(dāng)今社會(huì)生活中大家所普遍關(guān)注并相對(duì)問題較多的社會(huì)問題。我國加快經(jīng)濟(jì)社會(huì)發(fā)展,進(jìn)一步改革開放中怎樣去解決弱勢(shì)群體問題已經(jīng)成為了刻不容緩的問題。本文以克拉瑪依市低保戶和低收入戶為調(diào)查對(duì)象,研究了克拉瑪依市弱勢(shì)群體社會(huì)救助問題。首先,通過物質(zhì)生活狀況、家庭生活狀況、娛樂休閑狀況和子女教育狀況等四個(gè)方面的研究,了解克拉瑪依市弱勢(shì)群體的生存狀況;根據(jù)弱勢(shì)群體生存狀況總結(jié)出他們家庭就業(yè)率低、經(jīng)濟(jì)收入低、生活質(zhì)量低、社會(huì)地位低、心里承受力低等幾個(gè)方面的特征。其次,研究生活、醫(yī)療、住房、教育、就業(yè)等方面克拉瑪依市現(xiàn)行的社會(huì)救助制度以及制度實(shí)施情況;提出克拉瑪依市社會(huì)救助制度實(shí)施中存在著,社會(huì)救助法律尚不完善、部門之間寫作不到位、基層力量比較薄弱、救助資源整合力量不夠等問題。最后,對(duì)于提高克拉瑪依市弱勢(shì)群體社會(huì)救助水平提出了幾點(diǎn)建議:一是充分發(fā)揮政府的主導(dǎo)作用,加強(qiáng)政府在社會(huì)保障中的財(cái)政和管理責(zé)任;二是進(jìn)一步完善社會(huì)救助制度體系;三是建立統(tǒng)一的社會(huì)救助機(jī)制;四是加大社會(huì)救助投入力度,拓寬籌資渠道;五是加強(qiáng)社會(huì)救助工作隊(duì)伍建設(shè);六是加強(qiáng)社會(huì)救助工作的監(jiān)督與考核;七是重視對(duì)弱勢(shì)群體能力的培養(yǎng)。
[Abstract]:With the steady development of the market economy and the rapid transformation of the social structure and industrial structure under the macro-market control, the social vulnerable groups and their relief problems have received special attention. Under the condition of market economy, some groups have gradually become the weak groups because of their insufficient social resources and their own poor ability. As a component of social groups, any kind of social vulnerable groups, are objective existence. Therefore, the problem of vulnerable groups has become a social problem that people pay more attention to and have more problems. It is urgent for China to speed up economic and social development and how to solve the problem of vulnerable groups in the further reform and opening up. This paper studies the problem of social assistance for vulnerable groups in Karamay with the investigation of low insured and low income households in Karamay. First, through the material life condition, the family life condition, the entertainment leisure condition and the child education condition four aspects research, understands the Karamay city vulnerable group survival condition; According to the living conditions of the vulnerable groups, this paper summarizes the characteristics of low employment rate, low economic income, low quality of life, low social status, low tolerance in their hearts and so on. Secondly, to study the current social assistance system and its implementation in the areas of life, medical treatment, housing, education, employment, etc. It is pointed out that there exists in the implementation of the social assistance system in Karamay, and the law of social assistance is not perfect. Writing between departments is not in place, grass-roots strength is weak, rescue resources integration strength is not enough and so on. Finally, some suggestions are put forward to improve the level of social assistance for vulnerable groups in Karamay: first, give full play to the leading role of the government and strengthen the government's financial and management responsibilities in social security; The second is to further improve the system of social assistance, the third is to establish a unified social assistance mechanism, the fourth is to increase social assistance input, broaden the funding channels, fifth, to strengthen the construction of social relief work force; Sixth, to strengthen the supervision and assessment of social relief work; seventh, to pay attention to the training of the ability of vulnerable groups.
