【摘要】：隨著老齡化進(jìn)程的加快,到2030年我國(guó)將成為老齡化程度最高的國(guó)家。老齡化問(wèn)題的日益加重?zé)o論是對(duì)我國(guó)人口結(jié)構(gòu)、經(jīng)濟(jì)發(fā)展和社會(huì)和諧都提出了挑戰(zhàn),因此對(duì)這一問(wèn)題的應(yīng)對(duì)與解決是當(dāng)下我國(guó)社會(huì)與政府都應(yīng)關(guān)注的焦點(diǎn)。本文通過(guò)回顧建國(guó)以來(lái)我國(guó)老齡政策的演變過(guò)程,對(duì)老齡政策的發(fā)展脈絡(luò)和積極效應(yīng)進(jìn)行了客觀的分析,并在此基礎(chǔ)上提出了現(xiàn)有政策存在的主要問(wèn)題和今后需要努力的方向。第一章為導(dǎo)論部分,首先通過(guò)對(duì)理論意義和現(xiàn)實(shí)意義的分別敘述,指明了文章選題的必要性,在此基礎(chǔ)上是對(duì)國(guó)外和國(guó)內(nèi)相關(guān)研究的文獻(xiàn)綜述,通過(guò)對(duì)已有研究的回顧與梳理,了解了目前在老齡政策研究方面的大致狀況,為本文的展開做鋪墊。其次是對(duì)文章所出現(xiàn)的核心概念的界定,相關(guān)概念的界定是文章得以進(jìn)行的基礎(chǔ)。最后簡(jiǎn)要描述本文研究所用的研究方法。這一部分的分析和界定為之后相關(guān)問(wèn)題的展開研究打下了堅(jiān)實(shí)的基礎(chǔ)。第二章是老齡政策變遷研究的依據(jù),主要從現(xiàn)實(shí)依據(jù)和理論基礎(chǔ)兩方面來(lái)闡述。首先,是對(duì)當(dāng)今世界和中國(guó)老齡化社會(huì)現(xiàn)狀的逐一分析,老齡政策的制定是在當(dāng)前社會(huì)背景之下而衍生的,要研究老齡政策必須先追本溯源,了解其存在的土壤,也是文章研究的一個(gè)現(xiàn)實(shí)立足點(diǎn)。其次,對(duì)老齡政策基礎(chǔ)理論進(jìn)行分析,主要從社會(huì)保障理論、生命歷程理論、需求層次理論三個(gè)方面進(jìn)行理論評(píng)述,扎實(shí)的理論是文章研究的有力指導(dǎo)。第三章詳盡梳理建國(guó)以來(lái)我國(guó)老齡政策變遷的基本過(guò)程。第一,通過(guò)對(duì)建國(guó)以來(lái)老齡政策的大致梳理,以1949年為時(shí)間的起始點(diǎn)順延至今,根據(jù)時(shí)間順序以及政策性質(zhì)的差異性,將建國(guó)至今我國(guó)老齡政策的變遷劃分為三個(gè)階段,并對(duì)三階段的具體政策逐一進(jìn)行整理、分析,了解每一階段政策的大致特點(diǎn)。第二,通過(guò)對(duì)不同時(shí)期出臺(tái)的老齡政策的細(xì)致剖析,用歷史發(fā)展的眼光對(duì)建國(guó)以來(lái)老齡政策的基本走向得以概括,并總結(jié)出老齡政策變遷的大致特征,這一部分主要是整理描述階段,是對(duì)老齡政策的整體回顧。第四章則進(jìn)入現(xiàn)今政策研究階段。文章認(rèn)為,老齡政策從開始建立到現(xiàn)今,整體發(fā)展已基本趨于成熟,在回顧歷史的基礎(chǔ)上對(duì)現(xiàn)今政策的分析則是接下來(lái)研究的一個(gè)轉(zhuǎn)折。先通過(guò)對(duì)現(xiàn)今老齡政策目標(biāo)、主要內(nèi)容的描述,對(duì)當(dāng)今老齡政策有大概了解,接下來(lái)立足當(dāng)今社會(huì)的發(fā)展分析現(xiàn)今老齡政策取得的積極效應(yīng),這既是對(duì)前面縱向研究取得成果的總結(jié),也為下文問(wèn)題研究做出鋪墊。本部分有承上啟下的作用。第五章是“問(wèn)題研究”階段,行文至此,通過(guò)對(duì)老齡政策變遷整體過(guò)程的細(xì)致分析,最終落腳點(diǎn)要回歸到問(wèn)題之所在,老齡政策發(fā)展至今,還存在那些不足之處,以及這些不足所引發(fā)的問(wèn)題,將是本部分重要探討所在。在對(duì)相關(guān)問(wèn)題深入了解基礎(chǔ)上,深入探究產(chǎn)生問(wèn)題的原因,為尋找解決方法做鋪墊。第六章是分析研究階段,主要是對(duì)完善現(xiàn)今老齡政策所提出的建議。本部分以總一分的方式加以闡述,首先從總體性原則方面入手,為老齡政策的改進(jìn)制定一個(gè)大致脈絡(luò),總體性的原則是所有老齡政策出臺(tái)都應(yīng)遵循的準(zhǔn)則。其次再進(jìn)行分類闡述,通過(guò)上部分問(wèn)題分析階段的了解,逐一對(duì)應(yīng)問(wèn)題之所在而提出具體性的可操作性對(duì)策,以期達(dá)到對(duì)癥下藥的目的。第七章是本文的結(jié)論部分。文章至此,首先對(duì)整個(gè)文章研究所取得成果進(jìn)行了總體論述,是對(duì)文章的一個(gè)總結(jié),其次重點(diǎn)審視了本文在研究中所存在的不足之處,突出表明本文實(shí)證效力的缺乏以及相關(guān)政策研究見缺乏橫向聯(lián)系等問(wèn)題,也期待后續(xù)研究能進(jìn)一步完善。
[Abstract]:With the acceleration of the aging process, China will become the country with the highest degree of aging in 2030. The growing aging problem has challenged the population structure, economic development and social harmony of our country. Therefore, it is the focus that our society and government should pay attention to. This paper reviews the evolution process of China's aging policy since the founding of the people's Republic of China, analyzes the development and positive effects of the policy on aging objectively, and on this basis puts forward the main problems existing in the existing policies and the direction for future efforts. The necessity of the topic selection is clear. On this basis, it is a literature review of the related research abroad and in China. Through the review and combing of the existing research, it understands the general situation of the current research on the policy of aging and pave the way for the development of this article. Secondly, the definition of the core concepts which are present in the article is defined and the related concepts are defined. The second chapter is the basis for the study of the changes in the aging policy, mainly from two aspects of the realistic basis and the theoretical basis. First, is the world of the world. And the analysis of the status quo of the aging society in China, the formulation of the policy of aging is derived from the current social background. It is necessary to study the policy of aging first and understand its existing soil. It is also a realistic foothold of the article. Secondly, the basic theory of aging policy is analyzed, mainly from the theory of social security. The theory of life history and the theory of demand level are commented on three aspects. The solid theory is a powerful guide for the study of the article. The third chapter gives a detailed review of the basic process of the changes in the policy of aging in China since the founding of the people's Republic. In order and the difference of the nature of the policy, we divide the changes of our country's aging policy into three stages, and make an analysis of the specific policies of the three stages, and understand the general characteristics of each stage policy. Second, through the detailed analysis of the policies on aging issued in different periods and the historical development of the founding of the people's Republic of China since the founding of the people's Republic of China The basic trend of the aging policy is summarized, and the general characteristics of the changes in the aging policy are summarized. This part is mainly to collate the description stage, the overall review of the aging policy. The fourth chapter goes into the present stage of policy research. The article holds that the overall development of the old policy has been basically mature from the beginning to the present. The analysis of the current policy on the basis of history is a turning point for the next study. First, we have a general understanding of the current policies of aging, and then the positive effects of the present aging policy on the present aging policy, which is the result of the previous longitudinal research. The fifth chapter is the "problem research" stage, and this is the final point. Through the detailed analysis of the overall process of the changes in the aging policy, the final foothold should return to the problem, the development of the aging policy, and the shortcomings, and these shortcomings. The sixth chapter is the analysis and research stage, mainly on the suggestions for improving the current policy of aging. This part is described in a general way, first of all, from the general. In the aspect of the principle of body nature, we make a general thread for the improvement of the policy of aging. The general principle is the principle that all the policies of aging should be followed. Secondly, it is classified and elaborated, and the concrete maneuverability countermeasures are put forward through the understanding of the analysis stage of the last part of the problems and the corresponding countermeasures in order to achieve the symptomatic problem. The seventh chapter is the conclusion of this article. At the end of this article, the article first makes a general exposition of the results obtained in the whole article research, is a summary of the article, and then focuses on the shortcomings of this article in the study, which highlights the lack of empirical effectiveness and the lack of lateral policy research. Contacts and other issues are also expected to further improve the follow-up study.
