【摘要】：本文按照時間順序?qū)埣踩送叙B(yǎng)服務(wù)10年間的有關(guān)政策文件進行系統(tǒng)梳理,呈現(xiàn)了殘疾人托養(yǎng)服務(wù)從最初兜底補短的社會保障,逐步拓展到為就業(yè)年齡段智力、精神和重度肢體殘疾人提供基本生活照料護理、獨立生活訓(xùn)練乃至最終實現(xiàn)就業(yè)的國家基本公共服務(wù)的政策變遷過程,體現(xiàn)了社會把殘疾人從僅視為救助對象到當(dāng)作權(quán)利主體并提供支持性服務(wù)的轉(zhuǎn)變。隨著社會發(fā)展和專業(yè)化程度進一步深化,作為國家基本公共服務(wù),未來的殘疾人托養(yǎng)服務(wù)可能會根據(jù)殘疾人的障礙程度,著重向就業(yè)支持服務(wù)和護理照料的方向發(fā)展。
[Abstract]:According to the time sequence, this paper systematically combs the relevant policy documents of the disabled care service for 10 years, and presents the social security of the disabled support service from the beginning to the bottom, and gradually expands to provide basic living care for the intellectual, mental and severe disabled persons for the age of employment, the independent life training and the final reality. The change process of the policy of basic public service in the country is the transformation of the society that regards the disabled as the object of assistance only to the subject of rights and provide support services. As the social development and specialization are further deepened, as the basic public service of the state, the future care services for the disabled may be based on disability. The degree of human obstacle is focused on the development of employment support services and nursing care.
