【摘要】：調(diào)研組在廣東省和浙江省就東部發(fā)達(dá)地區(qū)財(cái)政經(jīng)濟(jì)運(yùn)行情況進(jìn)行了調(diào)研,認(rèn)為,理念超前和創(chuàng)新驅(qū)動(dòng)是東部率先發(fā)力的重要支撐,而宏觀政策不協(xié)調(diào)和"一刀切"問(wèn)題是制約東部發(fā)展的主要問(wèn)題。提出,提高宏觀政策協(xié)調(diào)性與施策科學(xué)性,進(jìn)一步促進(jìn)東部發(fā)展:(1)政府要強(qiáng)化服務(wù)和營(yíng)造環(huán)境,避免越俎代"市場(chǎng)規(guī)律"之庖;(2)強(qiáng)化宏觀管理、政策的協(xié)調(diào)性,形成宏觀治理合力;(3)宏觀管理和政策應(yīng)分類(lèi)施政,不搞"一刀切";(4)社會(huì)保障要"民享",但應(yīng)避免民粹作祟"保險(xiǎn)"變"福利"。
[Abstract]:The investigation and research group conducted in Guangdong Province and Zhejiang Province on the financial and economic operation of the developed areas in the east held that the concept leading and innovating drive are the important support for the eastern region to take the lead. However, the macro-policy incoordination and "one-size-fits all" problem are the main problems restricting the eastern development. It is proposed that to improve the coordination and scientific nature of macro policies and to further promote the development of the east, the government should strengthen its services and create an environment so as to avoid overtaking the "market law" and strengthening macro-management and policy coordination. (3) Macro-management and policies should be managed by classification, and social security should be "for the people", but should avoid populist "insurance" and "welfare".
