【摘要】：全球化影響下中國(guó)憑借高速的經(jīng)濟(jì)發(fā)展吸引了越來(lái)越多的外國(guó)移民跨界來(lái)華,這也意味著中國(guó)必須要正視移民政策,重視引進(jìn)海外高端人才的移民戰(zhàn)略。本文在此背景下,分階段梳理了建國(guó)以來(lái)中國(guó)的外國(guó)人管理政策,并在此基礎(chǔ)上探討了與本國(guó)國(guó)情相適應(yīng)的移民政策。研究表明,建國(guó)以來(lái)中國(guó)的移民政策經(jīng)歷了三個(gè)發(fā)展階段,從碎片化向系統(tǒng)化、規(guī)范化,從嚴(yán)密控制逐步向管理與服務(wù)并重發(fā)展。但總的來(lái)看,現(xiàn)行移民政策仍以"防管"為主要基調(diào),在政策體系、準(zhǔn)入標(biāo)準(zhǔn)、生活服務(wù)與社會(huì)保障等方面與現(xiàn)實(shí)發(fā)展及高層次人才的引進(jìn)需求已有較大出入。因此,本文主張盡快完善以吸引高端移民為主的移民政策,對(duì)相關(guān)法規(guī)政策體系及管理機(jī)構(gòu)進(jìn)行革新,以增強(qiáng)吸引全球人才的競(jìng)爭(zhēng)力。
[Abstract]:Under the influence of globalization, China has attracted more and more foreign immigrants to cross the border with its rapid economic development, which means that China must face up to its immigration policy and attach importance to the immigration strategy of introducing high-end talents from overseas. Under this background, this paper combs the foreign management policy of China since the founding of the people's Republic of China in stages, and on this basis probes into the immigration policy adapted to the national conditions of our country. The study shows that China's immigration policy has experienced three stages since the founding of the people's Republic of China, from fragmentation to systematization and standardization, from strict control to equal emphasis on management and service. On the whole, however, the current immigration policy still takes "prevention and management" as the main keynote, and there is a big difference between the policy system, access standards, living services and social security and the actual development and the need for the introduction of high-level talents. Therefore, this paper advocates to improve the immigration policy of attracting high-end immigrants as soon as possible, and to innovate the relevant regulatory policy system and management institutions in order to enhance the competitiveness of attracting global talents.
