【摘要】：共享發(fā)展是黨的十八屆五中全會(huì)提出的“五大發(fā)展理念”之一,凸顯了發(fā)展的民生導(dǎo)向,是國(guó)家全面建成小康社會(huì)決勝階段的核心任務(wù)。重慶市W區(qū)正處于經(jīng)濟(jì)轉(zhuǎn)型的關(guān)鍵時(shí)刻,以經(jīng)濟(jì)發(fā)展為中心,以民生發(fā)展為目的的“共享發(fā)展”成為這個(gè)地區(qū)發(fā)展的重大主題。在此大背景下,重慶市W區(qū)面臨著“共享發(fā)展”的諸多問(wèn)題,需要相應(yīng)對(duì)策來(lái)促進(jìn)重慶市W區(qū)的社會(huì)主義現(xiàn)代化建設(shè)。本文探討重慶市W區(qū)的共享發(fā)展理念、制度、共享發(fā)展主體、共享發(fā)展環(huán)境的協(xié)同對(duì)策,將完善共享發(fā)展機(jī)制放在先進(jìn)共享理念與現(xiàn)實(shí)環(huán)境下考慮,有助于提高W區(qū)制定共享發(fā)展相關(guān)制度的科學(xué)性和有效性。本文立足于馬克思主義基本原理,對(duì)共享發(fā)展及相關(guān)概念進(jìn)行界定,研究共享發(fā)展的內(nèi)涵、機(jī)制,梳理共享發(fā)展的理論基礎(chǔ)。在理論研究的成果上,結(jié)合當(dāng)前國(guó)情及對(duì)W區(qū)共享發(fā)展實(shí)踐狀況的調(diào)查結(jié)果,提出W區(qū)共享發(fā)展的重要性和可能性。同時(shí)從實(shí)踐上研究W區(qū)共享發(fā)展在城鄉(xiāng)差距、行業(yè)差距、地域差距這三個(gè)方面出現(xiàn)的教育、收入、社會(huì)保障問(wèn)題。并且針對(duì)W區(qū)共享發(fā)展相關(guān)問(wèn)題提出對(duì)策建議:深化共享發(fā)展的認(rèn)識(shí),加強(qiáng)主體共同協(xié)作、理念與制度機(jī)制的協(xié)同、從經(jīng)濟(jì)文化環(huán)境出發(fā)加大共享發(fā)展的保障。面對(duì)W區(qū)存在的貧富差距和發(fā)展不均衡現(xiàn)象,結(jié)合黨的十八屆五中全會(huì)提出推進(jìn)共享發(fā)展理念進(jìn)行研究。提出解決W區(qū)共享發(fā)展中發(fā)展失衡等問(wèn)題的現(xiàn)實(shí)對(duì)策。本文前半部分的理論研究在于詮釋共享發(fā)展內(nèi)涵,明晰共享發(fā)展系統(tǒng)構(gòu)成及理論基礎(chǔ),能夠開(kāi)闊共享發(fā)展的理論視野。后半部分則側(cè)重于結(jié)合W區(qū)共享發(fā)展現(xiàn)狀分析問(wèn)題,提出解決辦法。
[Abstract]:Shared development is one of the "five development concepts" put forward by the Fifth Plenary session of the 18th CPC Central Committee, which highlights the people's livelihood orientation of development and is the core task of the decisive stage of building a well-off society in an all-round way. The W district of Chongqing is at the critical moment of economic transformation. "shared development", which is centered on economic development and aimed at the development of people's livelihood, has become a major theme for the development of this region. Under this background, the W district of Chongqing is faced with many problems of "shared development", which needs corresponding countermeasures to promote the construction of socialist modernization in the W district of Chongqing. This paper probes into the cooperative countermeasures of the shared development idea, system, shared development subject and shared development environment of the W district of Chongqing, and puts the perfection of the sharing development mechanism under the advanced sharing idea and the realistic environment. It is helpful to improve the scientific nature and effectiveness of the system of shared development in W area. Based on the basic principles of Marxism, this paper defines the shared development and its related concepts, studies the connotation and mechanism of the shared development, and combs the theoretical basis of the shared development. Based on the results of theoretical research, the importance and possibility of shared development of W region are put forward in the light of the current situation of national conditions and the results of the investigation on the practice of sharing development in W area. At the same time, the paper studies the problems of education, income and social security in the three aspects of W area sharing and development in urban and rural gap, industry gap and regional gap in practice. It also puts forward some countermeasures and suggestions: deepening the understanding of shared development, strengthening the common cooperation of the main body, the coordination of idea and system mechanism, and strengthening the guarantee of sharing development from the view of economic and cultural environment. In the face of the gap between the rich and the poor and the uneven development in the W region, this paper puts forward the idea of promoting shared development in combination with the fifth plenary session of the 18th Central Committee of the Communist Party of China. The paper puts forward some practical countermeasures to solve the problem of development imbalance in the development of W area sharing. The theoretical research in the first part of this paper is to explain the connotation of sharing development, clarify the composition and theoretical basis of shared development system, and broaden the theoretical perspective of shared development. The second part focuses on the analysis of the current situation of W-share development and puts forward solutions.
