【摘要】：流動攤販生活在城市便不可避免地要受到工業(yè)社會風險因素的影響,但當前我國社會保障制度的欠缺卻不能為他們提供較好的生活保障,故流動攤販問題的形成追根溯源是攤販人員生活保障的缺失。以"疏堵結合,穩(wěn)定發(fā)展"為治理思想,在傳統(tǒng)流動攤販管理的基礎上融入社會保障思想,提出"以建立攤販群體社會保險制度為核心、以促進經濟發(fā)展為主線"的新型流動攤販治理模式,以縮小攤營從業(yè)群體,促進攤販們的合理經營。
[Abstract]:The floating vendors living in cities are inevitably affected by the risk factors of industrial society, but the lack of social security system in our country can not provide them with better living security. Therefore, the origin of the problem of mobile vendors is the lack of life security for vendors. Taking "combination of blockage and obstruction, stable development" as the governing thought, integrating the social security thought on the basis of the traditional management of mobile vendors, this paper puts forward that the core is to establish the social insurance system for the vendors. The new management mode of mobile vendors is based on promoting economic development in order to reduce the working groups and promote the rational management of vendors.
