【摘要】：該文探究了造成農(nóng)民工社會保障制度困境的歷史因由,分析了農(nóng)民工社會保障制度的特征:及制度體系的從屬性、制度設(shè)計的差異性和制度實施的低效性;指出農(nóng)民工社會保障制度建設(shè)的困境是"城鄉(xiāng)兩難",解決的路徑是遵循社會保障制度的發(fā)展演變規(guī)律,構(gòu)建獨立的農(nóng)民工社會保障制度,分階段、分層次地逐步推進(jìn),實現(xiàn)社會保障制度的城鄉(xiāng)一體化。
[Abstract]:This paper probes into the historical causes of the plight of the peasant workers' social security system, and analyzes the characteristics of the peasant workers' social security system: the subordinate attribute of the system system, the difference of the system design and the inefficiency of the system implementation; It is pointed out that the dilemma of the construction of the social security system for migrant workers is "the dilemma between urban and rural areas", and the path to be solved is to follow the law of the development and evolution of the social security system, to construct an independent social security system for migrant workers, and to promote it step by step in stages and levels. To realize the integration of urban and rural areas of the social security system.
