【摘要】：隨著改革的不斷深化與社會(huì)轉(zhuǎn)型的不斷加速,我國社會(huì)矛盾不斷激化,由此引發(fā)的各類群體性事件不斷增加,進(jìn)入21世紀(jì)以來,我國群體性事件發(fā)生多達(dá)數(shù)萬起。因此,應(yīng)探索有效的手段預(yù)防和解決群體性事件,維護(hù)社會(huì)的穩(wěn)定和正常秩序。社會(huì)保障作為社會(huì)的"減震器"、"安全網(wǎng)",一方面對(duì)于維護(hù)社會(huì)和諧穩(wěn)定起著重要作用,另一方面社會(huì)保障待遇具有剛性特征,高水平的社會(huì)保障會(huì)提高人們的心理預(yù)期,一旦群眾利益訴求得不到滿足容易產(chǎn)生相對(duì)剝奪感和不公平感,繼而引發(fā)社會(huì)矛盾。本文用定量研究的方法,探索社會(huì)保障水平和群體性事件之間的關(guān)系。基于此,本文先從理論方面進(jìn)行文獻(xiàn)梳理,從社會(huì)公平理論入手,尋找社會(huì)保障水平與群體性事件之間的聯(lián)系。在此基礎(chǔ)上,構(gòu)建社會(huì)保障指標(biāo)體系,將其分為社會(huì)保障覆蓋面、社�；鹚健⑸鐣�(huì)保障與經(jīng)濟(jì)發(fā)展協(xié)調(diào)性、社會(huì)效應(yīng)四大類,選取18個(gè)指標(biāo),根據(jù)統(tǒng)計(jì)年鑒的數(shù)據(jù)計(jì)算分析各省2004—2013之間的平均水平,再使用因子分析法對(duì)指標(biāo)計(jì)算權(quán)重得出綜合排名,發(fā)現(xiàn)社會(huì)保障水平區(qū)域發(fā)展不協(xié)調(diào),與經(jīng)濟(jì)發(fā)展和政策扶持的依存度很大,整體水平偏低,與西方發(fā)達(dá)國家之間差距還很大。通過構(gòu)建社會(huì)保障水平各指標(biāo)與群體性事件發(fā)生的線性回歸模型,進(jìn)行回歸分析,本文得出以下結(jié)論:失業(yè)保險(xiǎn)參保水平、工傷保險(xiǎn)參保水平、社會(huì)優(yōu)撫覆蓋水平、社�；鹗罩芰�(duì)群體性事件發(fā)生有正影響;社區(qū)服務(wù)設(shè)施覆蓋水平、社�；鸾Y(jié)余水平、社會(huì)保障支出占財(cái)政支出比重對(duì)群體性事件發(fā)生有顯著負(fù)影響�；诠揭暯菍�(duì)檢驗(yàn)結(jié)果進(jìn)行解釋,分析造成影響的原因,梳理社會(huì)保障各指標(biāo)對(duì)群體性事件的影響作用。最后,基于各指標(biāo)檢驗(yàn)結(jié)果的分析,本文提出政策建議:增大社會(huì)保障財(cái)政投入,提高社保項(xiàng)目支付水平;提高社保區(qū)域統(tǒng)籌程度,縮小社會(huì)保障水平差距;健全社區(qū)服務(wù)體系,發(fā)揮社區(qū)調(diào)節(jié)功能;加強(qiáng)社會(huì)保障基金運(yùn)營管理,提高保值增值能力。
[Abstract]:With the deepening of the reform and the acceleration of the social transformation, the social contradictions in our country are becoming more and more intense, and all kinds of group events have been increasing. Since the beginning of the 21st century, as many as tens of thousands of mass incidents have occurred in our country. Therefore, effective means should be explored to prevent and solve group incidents and to maintain social stability and normal order. As the "shock absorber" and "safety net" of society, social security plays an important role in maintaining social harmony and stability on the one hand, and social security treatment has rigid characteristics on the other. A high level of social security will raise people's psychological expectations. Once the interests of the masses are not satisfied, a sense of relative deprivation and unfairness will arise, which will lead to social contradictions. This paper explores the relationship between the level of social security and group events by means of quantitative research. Based on this, this paper first combs the literature from the theoretical aspect, starting with the theory of social equity, to find the relationship between the level of social security and group events. On this basis, we construct the social security index system and divide it into four categories: social security coverage, social security fund level, coordination between social security and economic development, social effect, and select 18 indicators. According to the statistical yearbook data calculation and analysis of the average levels between 2004 and 2013, and then using factor analysis method to calculate the weight of the indicators to obtain a comprehensive ranking, found that the social security level of regional development is not coordinated, The degree of dependence on economic development and policy support is very large, the overall level is low, and there is still a big gap between the developed countries and the western countries. By constructing a linear regression model of social security level and group events, this paper draws the following conclusions: the level of unemployment insurance, the level of industrial injury insurance, the level of social coverage. The coverage level of community service facilities, the balance level of social security fund, the proportion of social security expenditure to financial expenditure have a significant negative impact on the occurrence of group events. Based on the perspective of fairness, this paper explains the results of the test, analyzes the causes of the impact, and combs the influence of social security indicators on group events. Finally, based on the analysis of the test results of each index, this paper puts forward some policy suggestions: to increase the social security financial input, to improve the social security project payment level, to improve the social security regional coordination level, and to narrow the gap between the social security level and the social security level. Improve the community service system, give play to the function of community regulation, strengthen the operation and management of social security funds, improve the ability to maintain and increase value.
