【摘要】：慈善事業(yè)是一種以社會捐獻作為基礎(chǔ)的民營社會救助事業(yè),是彌補市場與社會分配不足的社會保障體系的一種必要的補充,是一項綜合、廣泛、體現(xiàn)人文和社會核心價值觀的偉大事業(yè)。雖然近些年來我國的慈善事業(yè)呈現(xiàn)出平穩(wěn)較快發(fā)展的態(tài)勢,但仍然存在著較多的問題,諸如運作方式泛行政化,慈善機構(gòu)效率低下,慈善組織公信力不足等。當前,《中華人民共和國慈善法》即將實施,我國慈善事業(yè)正步入關(guān)鍵的發(fā)展時期,認清現(xiàn)狀、分析成因,充分了解慈善事業(yè)的管理現(xiàn)狀對我國慈善事業(yè)發(fā)展有重要意義。本文在明晰了國內(nèi)慈善事業(yè)發(fā)展的背景、內(nèi)容以及意義后,重點闡述我國慈善事業(yè)管理機制目前的發(fā)展現(xiàn)狀,深入剖析當前我國慈善事業(yè)發(fā)展機制中存在的問題,并對其進行分析,指出主要原因是政府干預過強、慈善文化宣傳力度不夠、專業(yè)團隊職業(yè)化程度低、監(jiān)督機制不健全、相關(guān)法律法規(guī)不完善等,并借鑒美國、英國、新加坡、加拿大等國家慈善事業(yè)的相關(guān)管理機制中的經(jīng)驗與啟示,從而提出治理理論視域下我國現(xiàn)代慈善事業(yè)發(fā)展機制改革的相關(guān)對策,提出構(gòu)建中國特色“多元協(xié)同”的管理機制,在慈善活動中,多元主體參與管理,協(xié)同發(fā)揮作用,并不斷完善現(xiàn)代慈善組織的內(nèi)部管理機制,減少政府行政干預,完善相關(guān)監(jiān)督管理機制,增強慈善組織自身公信力,結(jié)合社會主義核心價值觀,大力改善慈善事業(yè)發(fā)展的體制環(huán)境,形成具有中國特色的社會主義慈善文化理念,為我國在社會治理視域下慈善事業(yè)的機制發(fā)展提供新的理論與實踐依據(jù)。
[Abstract]:Philanthropy is a private social relief undertaking based on social donation. It is a necessary supplement to the social security system that makes up for the insufficiency of market and social distribution, and is a comprehensive and extensive one.Embodies the humanities and social core values of the great cause.In recent years, China's philanthropy has shown a steady and rapid development trend, but there are still more problems, such as the operation of pan-administrative, charity organization efficiency is low, charity organization credibility is not enough, and so on.At present, the charity law of the people's Republic of China is about to be put into practice, and the charity in our country is entering a critical period of development. It is of great significance to recognize the present situation, analyze the causes and fully understand the present situation of the management of charity in China.After clarifying the background, content and significance of the development of domestic philanthropy, this paper focuses on the current development situation of the charity management mechanism in China, and deeply analyzes the problems existing in the current development mechanism of charity in China.It is pointed out that the main reasons are too strong government intervention, insufficient propaganda of charitable culture, low professionalization of professional teams, imperfect supervision mechanism, imperfect laws and regulations, and so on, and draw lessons from the United States, Britain, Singapore, etc.The experiences and revelations in the relevant management mechanism of philanthropy in Canada and other countries, so as to put forward the relevant countermeasures for the reform of the development mechanism of modern philanthropy in China from the perspective of governance theory, and to construct a management mechanism with Chinese characteristics of "multiple coordination".In charity activities, multiple subjects participate in the management, play a coordinated role, and constantly improve the internal management mechanism of modern charitable organizations, reduce government administrative intervention, improve the relevant supervision and management mechanism, and enhance the credibility of charity organizations themselves.Combining the core values of socialism, we should vigorously improve the institutional environment for the development of philanthropy, and form a socialist cultural concept of charity with Chinese characteristics.It provides a new theoretical and practical basis for the development of charity mechanism in the field of social governance.
