【摘要】：經(jīng)過幾十年的發(fā)展,我國社會保障信息化建設初具規(guī)模、成效顯著。湖南省作為國家“兩型社會”試驗區(qū)主戰(zhàn)場,在社會保障信息化建設方面取得長足進步,但與沿海發(fā)達省市相比仍存在一定差距。當前,我國社會經(jīng)濟發(fā)展進入新常態(tài)時期,且以云計算、大數(shù)據(jù)、移動互聯(lián)網(wǎng)為代表的計算機新技術發(fā)展十分迅猛,湖南省社會保障信息化建設既面臨著重大機遇,也面臨著巨大的挑戰(zhàn)。在新時期,湖南省社會保障信息化建設不斷完善,網(wǎng)絡設施建設初具規(guī)模、社會保障IC卡全面鋪開、公共服務平臺建設不斷完善、業(yè)務系統(tǒng)建設不斷健全。同時,呈現(xiàn)出很多問題:社會保障服務平臺不統(tǒng)一、業(yè)務數(shù)據(jù)不集中、公共服務終端不夠成熟、信息安全建設水平低,這些都嚴重阻礙著湖南省社會保障信息化建設的進程。究其原因,主要是由于社會保障服務機構分散、基金統(tǒng)籌層次低、政策不穩(wěn)定、基礎差、資金和人才面臨困境。湖南省社會保障信息化進程中需要破除困境,找到優(yōu)化對策。美國、澳大利亞、芬蘭以及我國廣東省、天津和上海社會保障信息化建設取得巨大成就,從建設網(wǎng)絡和數(shù)據(jù)庫、多渠道提供優(yōu)質(zhì)服務、完善管理體制以及做好新舊系統(tǒng)的平穩(wěn)過渡四個方面為湖南省提供了借鑒經(jīng)驗。要更好的促進湖南省社會保障信息化的發(fā)展,就需要吸收國內(nèi)外的先進經(jīng)驗,并結合湖南省的省情和問題,加強頂層設計、統(tǒng)一社會保障網(wǎng)絡公共服務平臺、加強公共服務終端建設、加大人才和資金的支持、加快推進新技術的研究與應用。
[Abstract]:After decades of development, China's social security information construction is beginning to take shape, remarkable results.As the main battlefield of the national "two-oriented society" experimental area, Hunan Province has made great progress in the construction of social security informatization, but compared with the developed coastal provinces and cities, there is still a certain gap.At present, China's social and economic development has entered a new normal period, and the new computer technology, represented by cloud computing, big data and mobile Internet, is developing very rapidly.It also faces enormous challenges.In the new period, the construction of social security information in Hunan Province is constantly improving, the construction of network facilities is beginning to take shape, the IC card of social security has been fully spread out, the construction of public service platform has been continuously improved, and the construction of business system has been continuously improved.At the same time, there are many problems: the social security service platform is not unified, the business data is not concentrated, the public service terminal is not mature enough, the level of information security construction is low, all these seriously hinder the process of the social security information construction in Hunan Province.The main reasons are the dispersion of social security services, the low level of fund coordination, the unstable policy, the poor foundation, and the difficulties faced by funds and talents.Hunan Province social security informatization process needs to break down the predicament, find the optimized countermeasure.The United States, Australia, Finland and China's Guangdong Province, Tianjin and Shanghai have made great achievements in the construction of social security informatization, providing quality services through various channels from the construction of networks and databases.Improving the management system and making the smooth transition of the new and old systems provide the experience for Hunan Province.To better promote the development of social security informatization in Hunan Province, we need to absorb the advanced experience at home and abroad, and combine the situation and problems of Hunan Province, strengthen the top-level design and unify the public service platform of social security network.Strengthen the construction of public service terminals, increase the support of talents and funds, and accelerate the research and application of new technologies.
