【摘要】：本文以東軟集團(tuán)政府事業(yè)本部自主研發(fā)的辦公系統(tǒng)為背景,對該系統(tǒng)的新版本升級進(jìn)行了研究與實踐,目的是研發(fā)一個具有更佳用戶體驗的移動辦公系統(tǒng)。辦公自動化系統(tǒng)作為電子政務(wù)信息化的基礎(chǔ)和重點,這些年來得到了迅速的發(fā)展,獲得了廣泛應(yīng)用,大多數(shù)政府部門都逐步構(gòu)建了以公文流轉(zhuǎn)(辦文)、會議管理(辦會)、督辦催辦(辦事)為核心功能的無紙化、流程化、自動化的辦公環(huán)境,提供了規(guī)范化、標(biāo)準(zhǔn)化、自動化的信息處理平臺,從而達(dá)到提升政府工作效率,提高服務(wù)水平,降低管理成本的目標(biāo)。東軟辦公自動化系統(tǒng)經(jīng)過多年研發(fā),在社保、公安、衛(wèi)生、稅務(wù)等多個政府部門得到了廣泛應(yīng)用,為政府提供了功能全面、操作簡單、高效、靈活、規(guī)范、安全的辦公系統(tǒng)。但是系統(tǒng)也面臨著需求邊界不清晰、產(chǎn)品化程度低、實施周期長,客戶粘度不強等問題,難以大規(guī)模推廣。本課題通過對辦公系統(tǒng)新版本的規(guī)劃設(shè)計,將移動辦公作為重點研發(fā)內(nèi)容,利用無線定位、手機(jī)傳感器等技術(shù)實現(xiàn)對移動辦公環(huán)境的自動感知,從而對傳統(tǒng)辦公業(yè)務(wù)做了一些創(chuàng)新性的設(shè)計,將移動OA聚焦于實現(xiàn)"極致簡單的操控",以情景感知理論為基礎(chǔ),以"能夠快速上手,同時能夠適用于利用碎片化或在較短暫的時間內(nèi)操作就能夠解決好的事務(wù)"為關(guān)鍵需求,研發(fā)一款具有更好用戶體驗的移動OA產(chǎn)品,在課題中解決了如下關(guān)鍵問題:(1)系統(tǒng)的易用性問題,通過情景感知技術(shù)的應(yīng)用簡化操作過程,增強用戶體驗;(2)基于日歷的統(tǒng)一日程管理,將待辦公文、會議安排、工作計劃、車輛管理等原來各自獨立的應(yīng)用整合起來協(xié)同工作,提高了辦公效率。(3)采用云測試技術(shù),解決Android系統(tǒng)碎片化嚴(yán)重問題,節(jié)省了測試成本,提高測試效率。依據(jù)該設(shè)計思路,完成了移動辦公系統(tǒng)的主要功能開發(fā),并已經(jīng)在省衛(wèi)計委得到了應(yīng)用,取得了較好的應(yīng)用效果,未來將進(jìn)一步深入完善和推廣。
[Abstract]:Based on the office system independently developed by the government department of Neusoft Group, this paper studies and practices the new version and upgrade of the system. The purpose is to develop a mobile office system with better user experience. Office automation system, as the basis and focus of e-government information, has been rapidly developed and widely used in recent years. Most government departments have gradually constructed a paperless, flow-through and automated office environment with the core functions of official document circulation (handling documents, meeting management, supervision and prompt work), providing standardization and standardization. An automated information processing platform to achieve the goal of improving government work efficiency, improving service level, and reducing management costs. After years of research and development, Neusoft Office Automation system has been in social security, public security, and sanitation. Tax and other government departments have been widely used to provide the government with a comprehensive function, simple operation, efficient, flexible, standardized and secure office system. The implementation period is long, the customer viscosity is not strong and so on, so it is difficult to popularize on a large scale. Through the planning and design of the new version of the office system, the mobile office is taken as the key research and development content, and the wireless positioning is used. The mobile phone sensor and other technologies realize the automatic perception of mobile office environment, which makes some innovative design for the traditional office service. The mobile OA is focused on the realization of "extremely simple manipulation", which is based on the theory of situational perception. To develop a mobile OA product with a better user experience, based on the key requirement of "being able to get started quickly and at the same time apply to things that can be solved with fragmentation or in a relatively short period of time", In the project, we solved the following key questions: 1) the ease of use of the system, simplified the operation process through the application of situational perception technology, enhanced user experience and unified schedule management based on the calendar, and put forward the documents to be done, the meeting arrangement, and the work plan. Vehicle management and other original independent applications work together to improve office efficiency. The cloud test technology is adopted to solve the serious problem of fragmentation of Android system, save test cost and improve test efficiency. The main function of the mobile office system has been developed, and has been applied in the provincial health and family planning committee, and has achieved good application effect, which will be further improved and popularized in the future.
