【摘要】：鄧小平社會(huì)主義本質(zhì)論的核心是實(shí)現(xiàn)共同富裕,社會(huì)主義現(xiàn)代化建設(shè)的過(guò)程就是實(shí)現(xiàn)共同富裕目標(biāo)的動(dòng)態(tài)過(guò)程。市場(chǎng)經(jīng)濟(jì)為實(shí)現(xiàn)共同富裕提供物質(zhì)基礎(chǔ),卻不能通過(guò)市場(chǎng)機(jī)制直接實(shí)現(xiàn)共同富裕。共同富裕的實(shí)現(xiàn)既要解決好社會(huì)總財(cái)富被創(chuàng)造和積累的問(wèn)題,更要解決好社會(huì)總財(cái)富得到公平分配的問(wèn)題。社會(huì)保障通過(guò)對(duì)社會(huì)財(cái)富的再分配,保障社會(huì)成員基本生存和發(fā)展權(quán)的同時(shí),逐步提升公共福利水平,普遍提高人民生活水平,保障勞動(dòng)力再生產(chǎn)的持續(xù)性。社會(huì)保障體系是一個(gè)由若干子系統(tǒng)相輔相成的系統(tǒng),每個(gè)子系統(tǒng)都有助推共同富裕實(shí)現(xiàn)的可能,社會(huì)保險(xiǎn)和醫(yī)療保險(xiǎn)子系統(tǒng)能滿足勞動(dòng)力再生產(chǎn)的要求;社會(huì)救助子系統(tǒng)可以消除貧困逐步實(shí)現(xiàn)共同富裕;社會(huì)福利子系統(tǒng)利于勞動(dòng)力再生產(chǎn)、防止兩極分化逐步實(shí)現(xiàn)共同富裕;軍人保障子系統(tǒng)為實(shí)現(xiàn)共同富裕提供安全和平的國(guó)內(nèi)外環(huán)境。助推共同富裕實(shí)現(xiàn)的社會(huì)保障功能要得以實(shí)現(xiàn),要具備一定的條件,經(jīng)濟(jì)發(fā)展為社會(huì)保障提供物質(zhì)條件;社會(huì)保障體系本身的完善是更好實(shí)現(xiàn)保障職能的關(guān)鍵內(nèi)容;社會(huì)文化環(huán)境的優(yōu)化是推動(dòng)力量。在現(xiàn)實(shí)中存在社會(huì)保障的制度結(jié)構(gòu)不能滿足生產(chǎn)力發(fā)展需求,社會(huì)保障沒有充分合理利用社會(huì)資源和力量,圍繞社會(huì)保障基本單位沒有形成“共同體”內(nèi)強(qiáng)烈的社會(huì)認(rèn)同等問(wèn)題,與實(shí)現(xiàn)共同富裕的社會(huì)主義社會(huì)發(fā)展目標(biāo)要求還有較大距離。社會(huì)主義要以實(shí)現(xiàn)共同富裕為根本目標(biāo),要堅(jiān)持社會(huì)保障的保障水平要和生產(chǎn)力的發(fā)展水平相統(tǒng)一原則,要堅(jiān)持社會(huì)主義的公平正義原則嘗試分析共同富裕與社會(huì)保障之間的關(guān)系。進(jìn)一步完善社會(huì)主義的社會(huì)保障體系路徑,在國(guó)家層面上要加快改革和完善社會(huì)保障的制度結(jié)構(gòu),在社會(huì)層面上要充分合理地利用社會(huì)資源完善社會(huì)保障體系,在個(gè)人層面上要增強(qiáng)社會(huì)保障在群眾中的社會(huì)意識(shí)認(rèn)同。推進(jìn)社會(huì)主義社會(huì)保障體系的完善,能夠有力地助推共同富裕的最終實(shí)現(xiàn)。
[Abstract]:The core of Deng Xiaoping's theory of socialist essence is the realization of common prosperity, and the process of socialist modernization is the dynamic process of realizing the goal of common prosperity. But we cannot directly realize common prosperity through the market mechanism. The realization of common prosperity must solve the problem that the total wealth of society is created and accumulated. It is even more important to solve the problem of equitable distribution of the total wealth of society. Through the redistribution of social wealth, social security guarantees the basic survival and development rights of social members, while gradually raising the level of public welfare and generally raising the living standards of the people. Ensuring the sustainability of labor reproduction. The social security system is a system supplemented by several subsystems, each of which has the potential to promote the realization of common prosperity. The social insurance and medical insurance subsystems can meet the requirements of labor reproduction; the social assistance subsystem can gradually eliminate poverty and achieve common prosperity; and the social welfare subsystem is conducive to the reproduction of the labor force. To prevent polarization and gradually realize common prosperity, the military security subsystem provides a safe and peaceful domestic and international environment for achieving common prosperity. The social security function that helps to realize common prosperity must have certain conditions. Economic development provides material conditions for social security, the perfection of social security system itself is the key content to better realize the function of social security. The optimization of social and cultural environment is the driving force. In reality, the system structure of social security can not meet the needs of the development of productive forces, and the social security does not make full and reasonable use of social resources and forces. The lack of a strong social identity within the "Community" around the basic units of social security is still a long way from the need to achieve the goal of socialist social development of common prosperity. Socialism must aim at achieving common prosperity. We should adhere to the principle that the level of social security should be unified with the level of development of the productive forces. We should adhere to the principle of fairness and justice of socialism, try to analyze the relationship between common prosperity and social security, further improve the path of socialist social security system, and speed up the reform and improvement of the system structure of social security at the national level. At the social level, we should make full and reasonable use of social resources to perfect the social security system, and at the individual level, we should strengthen the social awareness of social security among the masses, and promote the perfection of the socialist social security system. To be able to contribute to the ultimate realization of common prosperity.
