【摘要】：軍人家屬優(yōu)待福利工作,是指國(guó)家和社會(huì)對(duì)軍人家屬實(shí)行的給予社會(huì)待遇和物質(zhì)生活待遇的一項(xiàng)工作,是社會(huì)保障工作的重要組成。做好這項(xiàng)工作,對(duì)于維護(hù)軍隊(duì)穩(wěn)定,提高部隊(duì)?wèi)?zhàn)斗力,具有十分重要的意義。經(jīng)過(guò)不斷的研究和實(shí)踐,我國(guó)的軍人家屬優(yōu)待福利工作取得了很大地發(fā)展進(jìn)步。但隨著國(guó)防和軍隊(duì)改革不斷深化推進(jìn),軍隊(duì)的安全穩(wěn)定被提升到一個(gè)前所未有的高度,這對(duì)于軍人家屬優(yōu)待福利工作提出了更高的要求。軍人家屬優(yōu)待福利是對(duì)軍人家屬所做犧牲和貢獻(xiàn)的一種補(bǔ)償,做好這項(xiàng)工作有助于消除軍人后顧之憂,促進(jìn)軍人家庭和諧穩(wěn)定,確保軍隊(duì)安全穩(wěn)定。本文在闡明研究的意義、目的和方法的基礎(chǔ)上,首先重點(diǎn)對(duì)軍人家屬優(yōu)待福利相關(guān)理論進(jìn)行了論述;接著對(duì)當(dāng)前世界五個(gè)主要國(guó)家軍人家屬優(yōu)待福利發(fā)展現(xiàn)狀著重進(jìn)行了分析研究;并通過(guò)對(duì)我國(guó)軍人家屬優(yōu)待福利的歷史演變過(guò)程和發(fā)展現(xiàn)狀進(jìn)行梳理,以武警天津市總隊(duì)軍人家屬優(yōu)待福利工作為研究范例,找出我國(guó)軍人家屬優(yōu)待福利工作中存在的主要矛盾和突出問(wèn)題;最后在立足我國(guó)基本國(guó)情,發(fā)揚(yáng)優(yōu)良傳統(tǒng)并借鑒國(guó)外先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,從不斷完善法律法規(guī)體系、優(yōu)化制度機(jī)構(gòu)建設(shè)、提高服務(wù)保障水平,提升軍屬社會(huì)地位四個(gè)方面有針對(duì)性的提出改進(jìn)的建議和對(duì)策。
[Abstract]:The work of preferential treatment and welfare for military family members refers to the work of the state and society to give military family members social treatment and material living treatment, and is an important component of social security work. To do this job well is conducive to maintaining the stability of the armed forces. It is of great significance to improve the combat effectiveness of our troops. Through constant research and practice, great progress has been made in the work of preferential treatment and welfare for military family members in our country. However, with the deepening of the reform of national defense and the armed forces, The security and stability of the armed forces have been raised to an unprecedented high, which puts forward higher requirements for the preferential treatment and welfare work of military family members. The preferential treatment benefits for military families are a kind of compensation for the sacrifices and contributions made by military family members. Doing this work well will help to eliminate the worries of the servicemen, promote the harmony and stability of the servicemen's families, and ensure the security and stability of the armed forces. On the basis of expounding the significance, purpose and methods of the research, Firstly, it discusses the theory of military family preferential welfare, and then analyzes the current situation of military family preferential welfare in five major countries in the world. And through combing the historical evolution process and present situation of the military family preferential treatment and welfare in our country, taking the welfare work of the military family preferential treatment in Tianjin Armed Police Force as the research example, To find out the main contradictions and outstanding problems in the work of preferential treatment and welfare for military family members in our country; finally, based on the basic conditions of our country, to carry forward the fine tradition and draw lessons from the advanced experience of foreign countries, and to continuously improve the legal and regulatory system. The suggestions and countermeasures are put forward in four aspects: optimizing the institution construction, raising the level of service guarantee and improving the social status of the military.
