【摘要】：當(dāng)前我們提出社會(huì)治理體制改革,即以創(chuàng)新管理內(nèi)容、厘清政府管理領(lǐng)域、增強(qiáng)全社會(huì)參與社會(huì)治理的意愿,來緩和社會(huì)矛盾,形成兼顧社會(huì)各方利益、維護(hù)全體人民整體利益有機(jī)結(jié)合的可持續(xù)管理機(jī)制。慈善組織作為非營(yíng)利組織的一種,不論是在推動(dòng)政府體制改革和職能轉(zhuǎn)變上,還是在調(diào)節(jié)社會(huì)收入分配、完善社會(huì)保障制度上,都發(fā)揮著重要作用。推動(dòng)社會(huì)管理創(chuàng)新,需要正確處理政府與社會(huì)各方之間的關(guān)系,充分激發(fā)各個(gè)主體的參與熱情,以發(fā)揮各個(gè)參與主體在社會(huì)治理中應(yīng)有的作用。我國(guó)的慈善組織發(fā)育較晚,總體來說發(fā)展還很不成熟,在理論和實(shí)踐上都有待于完善。本文通過大量的文獻(xiàn)參考,首先,基于治理和善治理論、公民社會(huì)理論理論以及國(guó)家和社會(huì)關(guān)系理論對(duì)我國(guó)慈善組織參與社會(huì)治理提出了必要性和可行性分析。指出,慈善組織參與社會(huì)治理,不僅有助于完善以政府為主導(dǎo)、社會(huì)各主體共同參與的社會(huì)管理發(fā)展新機(jī)制,以充分調(diào)動(dòng)社會(huì)資源解決民生問題和發(fā)展問題,而且有助于健全和完善社會(huì)自治機(jī)制,促進(jìn)政社分離。其次,通過對(duì)性質(zhì)體制內(nèi)的慈善基金會(huì)、掛靠政府單位的慈善基金會(huì)以及社會(huì)創(chuàng)辦的慈善基金會(huì)三種類型的經(jīng)典案例中華慈善總會(huì)、壹基金以及騰訊公益基金發(fā)展中存在的一些問題及其發(fā)展經(jīng)驗(yàn)進(jìn)行分析,對(duì)我國(guó)慈善組織目前參與社會(huì)治理存在的困境進(jìn)行系統(tǒng)化、理論化的研究。從內(nèi)部建設(shè)來看,我國(guó)慈善組織官府化傾向嚴(yán)重、內(nèi)部結(jié)構(gòu)混亂、專業(yè)化水平低以及組織公信力建設(shè)薄弱;從外部制約因素來看,由于民眾慈善觀念、政府管理體制、傳播媒介以及慈善自愿配置等方面的問題,使得慈善組織的發(fā)展受到制約,使其在社會(huì)治理當(dāng)中作用的發(fā)揮受到限制。最后在借鑒國(guó)外慈善組織發(fā)展經(jīng)驗(yàn)和基于對(duì)我國(guó)國(guó)情進(jìn)行具體化考量的基礎(chǔ)上,對(duì)解決慈善組織參與社會(huì)治理困境提出相關(guān)建議。從內(nèi)部管理機(jī)制來看,主要包括完善內(nèi)部機(jī)制、加強(qiáng)能力建設(shè)、提高專業(yè)化水平以及加強(qiáng)公信力建設(shè)等四個(gè)方面;從外部建設(shè)來看,主要包括慈善文化的培育、發(fā)揮新媒體的宣傳作用、推動(dòng)政府管理體制改革以及優(yōu)化慈善資源配置等。通過慈善組織參與社會(huì)治理的內(nèi)外因等相對(duì)應(yīng)的問題進(jìn)行分析,為提高慈善組織的社會(huì)治理能力、破解參與社會(huì)治理難題,提出相關(guān)建議。本文為慈善組織參與社會(huì)治理以及社會(huì)管理創(chuàng)新等相關(guān)的研究提供了思路。

This paper through a large number of references, first, Based on the theory of governance and good governance, the theory of civil society and the theory of state and social relations, this paper puts forward the necessity and feasibility analysis of the participation of charitable organizations in social governance in China. It is not only conducive to perfecting the new mechanism of social management development, which is led by the government and participated by all social entities, so as to fully mobilize social resources to solve the problems of people's livelihood and development, but also helps to improve and perfect the mechanism of social autonomy. Secondly, through the nature of the system of philanthropic foundations, linked to government units of charitable foundations and social foundation of the three types of classic cases of philanthropy, This paper analyzes some problems existing in the development of one Foundation and Tencent Public Welfare Fund and their development experience, systematizes and theorizes the difficulties existing in the participation of charitable organizations in social governance in our country. From the perspective of internal construction, China's charitable organizations have a serious tendency of bureaucratization, the internal structure is chaotic, the level of specialization is low, and the construction of the organization's credibility is weak. From the external constraints, due to the concept of public charity, the government management system, The development of charitable organizations is constrained by problems in the media and voluntary allocation of charity. To restrict its role in social governance. Finally, on the basis of drawing lessons from the development experience of foreign charitable organizations and considering the specific conditions of our country, From the perspective of internal management mechanism, it mainly includes four aspects: perfecting internal mechanism, strengthening capacity building, improving specialization level and strengthening public trust construction. From the external construction point of view, mainly includes the cultivation of charitable culture, giving play to the propaganda role of new media.
