【摘要】：不斷完善社會保障體系是黨和政府改善民生工作的主要工作內(nèi)容,而醫(yī)療救助是社會保障體系中重要的一環(huán)。在經(jīng)濟基礎(chǔ)較差、貧困人口較多的農(nóng)村,因病致貧、因病返貧現(xiàn)象仍時有發(fā)生,因此農(nóng)村醫(yī)療救助尤其應(yīng)該得到足夠的重視。山西省目前正處于經(jīng)濟轉(zhuǎn)型的關(guān)鍵時期,但農(nóng)村貧困人口的醫(yī)療問題卻成為制約山西省經(jīng)濟發(fā)展的一大阻礙,如果不能很好的解決農(nóng)村貧困人口的醫(yī)療問題,還會影響山西省經(jīng)濟整體轉(zhuǎn)型跨越的大局和社會的和諧發(fā)展。如今,山西省的農(nóng)村醫(yī)療救助仍存在不少問題,應(yīng)該加以不斷改進和完善。本文即以山西省農(nóng)村醫(yī)療救助問題為研究對象,通過搜集相關(guān)資料和數(shù)據(jù),對其運行現(xiàn)狀進行分析,總結(jié)其存在的問題,如資金籌集困難、制度設(shè)計不完善、制度執(zhí)行不力、與新農(nóng)合等制度銜接存在問題等,在此基礎(chǔ)上,結(jié)合國外醫(yī)療救助的經(jīng)驗,針對性的為完善山西省的農(nóng)村醫(yī)療救助提供有益建議,助力山西經(jīng)濟的轉(zhuǎn)型跨越。
[Abstract]:The continuous improvement of the social security system is the main work of the party and the government in improving the people's livelihood, and medical assistance is an important part of the social security system. In the rural areas with poor economic base and a large number of poor people, they are poor as a result of illness. The phenomenon of returning to poverty due to illness still occurs from time to time. Therefore, medical assistance in rural areas should be given adequate attention. Shanxi Province is now in a critical period of economic transformation. However, the medical problems of the rural poor have become a major obstacle to the economic development of Shanxi Province. If the medical problems of the rural poor cannot be solved very well, It will also affect the overall situation of the overall economic transformation and the harmonious development of society in Shanxi Province. Today, there are still many problems in Shanxi's rural medical assistance. This paper takes the rural medical assistance in Shanxi Province as the research object, through collecting the relevant information and data, analyzes the current situation of its operation, summarizes its existing problems, such as the difficulty of raising funds. The system design is not perfect, the system execution is weak, and there are problems in the connection with the new rural cooperation system. On this basis, combined with the experience of foreign medical aid, it provides useful suggestions for improving the rural medical assistance in Shanxi Province. Help Shanxi economy transition leaps and bounds.
