【摘要】：社會保障措施能夠?qū)趧诱哌M(jìn)行多方面的保護(hù),促進(jìn)勞動者身體、心理及技能素質(zhì)的提高,從而對經(jīng)濟發(fā)展起直接的促進(jìn)作用。文章透過歷史比較視角,對歐美部分國家工業(yè)化進(jìn)程中社會保障發(fā)展的勞動經(jīng)濟方面進(jìn)行了梳理與描述,尋求從濟貧政策向現(xiàn)代社會保障政策再向新型社會保障政策轉(zhuǎn)變的經(jīng)濟解釋,發(fā)現(xiàn)社會保障政策至少在某種程度上是為了回應(yīng)經(jīng)濟發(fā)展過程中提高生產(chǎn)率的要求和勞動力的相對稀缺。在工業(yè)革命前經(jīng)濟欠發(fā)達(dá)的背景下,勞動力廉價且技能普遍較差,社會保障手段十分有限且?guī)в袘椭魏凸苤粕?而在工業(yè)化加速與成熟期以及向后工業(yè)化過渡的時期,經(jīng)濟發(fā)展水平較高,社會保障更多具備人力資本投資的屬性,這種屬性對于提高生產(chǎn)率進(jìn)而促進(jìn)經(jīng)濟發(fā)展意義重大。
[Abstract]:Social security measures can protect workers in many ways and promote the improvement of their physical, psychological and technical qualities, thus directly promoting economic development. This paper reviews and describes the labor and economic aspects of the development of social security in some European and American countries in the process of industrialization, and seeks an economic explanation for the transformation from the policy of poverty relief to the policy of modern social security and then to the policy of new type of social security. It has been found that social security policies are, at least in part, designed to respond to the demands of increased productivity in the course of economic development and the relative scarcity of labour. In the context of the underdeveloped economy before the Industrial Revolution, labour is cheap and generally poorly skilled. The means of social security are very limited and have the color of punishment and regulation, while in the period of industrialization accelerating and maturing, and in the period of transition to post-industrialization, the level of economic development is relatively high, and the social security has more attributes of human capital investment. This attribute is of great significance for improving productivity and thus promoting economic development.
