【摘要】：漳州市中老年失獨(dú)人口中,大多數(shù)獨(dú)生子女父母,他們是我國第一代被執(zhí)行計劃生育政策的人口,也正是他們的支持和貢獻(xiàn),才使得我國計生政策收到了預(yù)期效果。近年來,漳州市針對失獨(dú)家庭制定了多項救助措施和政策,為其提供了最基本的社會保障和救助,同時其他社會救助措施也在日益完善和成熟,但是該領(lǐng)域還有許多社會問題值得我們深入探討。因此,研究“失獨(dú)”家庭救助和扶持對策和方式,具有十分重要的意義。本文采取問卷調(diào)查的方式將文獻(xiàn)和實(shí)證研究相結(jié)合,主要從現(xiàn)實(shí)的角度出發(fā)對漳州市城鎮(zhèn)失獨(dú)家庭的特別扶助問題進(jìn)行研究。首先分析漳州市城鎮(zhèn)失獨(dú)家庭特別扶助現(xiàn)狀,進(jìn)而剖析漳州市城鎮(zhèn)失獨(dú)家庭特別扶助存在問題與原因。本文研究發(fā)現(xiàn)漳州市城鎮(zhèn)失獨(dú)家庭特別扶助存在的問題:專項扶持政策稀少、幫扶專業(yè)化水平偏低、財政投入不足、基層社區(qū)的關(guān)懷不足。導(dǎo)致漳州市城鎮(zhèn)失獨(dú)家庭特別扶助存在問題的原因是多方面的,主要有:政策制定滯后、專業(yè)人員缺乏、社會組織幫扶能力有限、扶助機(jī)制不完善。在基礎(chǔ)上,借鑒城鎮(zhèn)失獨(dú)家庭特別扶助經(jīng)驗(yàn)。最后,提出完善漳州市城鎮(zhèn)失獨(dú)家庭特別扶助的對策建議,主要包括:建立健全失獨(dú)家庭社會幫扶制度、強(qiáng)化政府相關(guān)職責(zé)、加大投入力度、建立“家庭和社區(qū)”幫扶網(wǎng)絡(luò)。
[Abstract]:In Zhangzhou, most of the middle-aged and elderly people who have lost independence have only one child's parents. They are the first generation of people in our country who have been carrying out the family planning policy. It is their support and contributions that have made the family planning policy in our country achieve the expected results in recent years. Zhangzhou has formulated a number of relief measures and policies for families deprived of independence, providing them with the most basic social security and assistance. At the same time, other social assistance measures are becoming increasingly perfect and mature. However, there are still many social problems in this field. Therefore, it is of great significance to study the strategies and methods of "lost independence" family assistance and support. Mainly from a realistic point of view, this paper studies the problem of special support for urban families who have lost their independence in Zhangzhou City. First of all, it analyzes the present situation of special assistance for families without independence in Zhangzhou. Then it analyzes the problems and causes of special assistance for urban families without independence in Zhangzhou. This paper finds out the problems of special assistance for families without independence in cities and towns in Zhangzhou, such as the scarcity of special support policies, the low level of specialization in helping and supporting, and the insufficient financial investment. There are many reasons for the problem of special assistance to families who have lost their independence in cities and towns in Zhangzhou. The main reasons are: lagging behind in policy formulation, lack of professional personnel, and limited ability of social organizations to help. The mechanism of support is not perfect. Based on the experience of special support for families who lost independence in cities and towns, the paper puts forward the countermeasures and suggestions to improve the special support for families of lost independence in cities and towns in Zhangzhou, mainly including: establishing and perfecting the system of social assistance for families without independence. Strengthen the relevant responsibilities of the government, increase investment, and establish "family and community" help network.
