【摘要】：隨著經(jīng)濟(jì)社會(huì)的發(fā)展,我國傳統(tǒng)社會(huì)格局被打破,社區(qū)成為城鎮(zhèn)管理框架中不可或缺的一個(gè)部分。社區(qū)作為連接政府與居民之間的橋梁和紐帶,在當(dāng)前的城鎮(zhèn)建設(shè)中發(fā)揮著越來越重要的作用。黨和政府也高度重視社區(qū)工作,將“社區(qū)建設(shè)”提升到國家政策的層面。特別是在公共服務(wù)領(lǐng)域,社區(qū)承擔(dān)著為轄區(qū)居民提供醫(yī)療衛(wèi)生、扶貧救濟(jì)、就業(yè)社保等多個(gè)方面的職能,成為居民平等、共同享有社會(huì)公共服務(wù)的最基礎(chǔ)單元。從近年的發(fā)展情況看,社區(qū)公共服務(wù)建設(shè)成效顯著,為居民提供了一系列便民、利民的服務(wù)。但是也因?yàn)橹贫�、資金保障等方面的原因,社區(qū)公共服務(wù)也存在著一些困難和問題,需要進(jìn)一步改進(jìn)和完善。本文在梳理相關(guān)理論研究現(xiàn)狀的基礎(chǔ)上,借鑒國內(nèi)外社區(qū)公共服務(wù)的先進(jìn)經(jīng)驗(yàn),以魏縣W社區(qū)為研究對(duì)象,采用文獻(xiàn)分析法、社會(huì)訪談法、比較分析法分析了社區(qū)公共服務(wù)建設(shè)所取得的成就,認(rèn)為當(dāng)前的社區(qū)公共服務(wù)還存在著基層政府不重視、管理職能權(quán)限尚未明確、公共服務(wù)供需不平衡、公共服務(wù)覆蓋面不全、公共服務(wù)基礎(chǔ)設(shè)施不足、社區(qū)服務(wù)人員配置不足、整體素質(zhì)不高等方面的問題,造成這些問題的原因在于社區(qū)服務(wù)行政化傾向嚴(yán)重、非營利性組織發(fā)展不健全、建設(shè)資金缺乏、居民參與度低等方面,因此需要加強(qiáng)政府管理、明確政府職能定位、擴(kuò)大財(cái)政投入、加強(qiáng)隊(duì)伍建設(shè)等途徑去加快魏縣社區(qū)公共服務(wù)事業(yè)的發(fā)展。
[Abstract]:With the development of economy and society, the traditional social pattern of our country has been broken, and the community has become an indispensable part of the urban management framework. The Party and the government also attach great importance to community work, elevating "community building" to the level of state policy, especially in the field of public service. The community assumes the functions of providing medical and health care, poverty relief, employment and social security to residents in their jurisdiction, and becomes the most basic unit for residents to enjoy social and public services together. From the development of recent years, The construction of community public services has achieved remarkable results, providing residents with a series of services that are convenient to the people and beneficial to the people. However, because of institutional and financial security reasons, community public services also have some difficulties and problems. On the basis of combing the current situation of relevant theoretical research, this paper draws lessons from the advanced experience of community public service at home and abroad, takes Weixian W community as the research object, adopts the literature analysis method, the social interview method, This paper analyzes the achievements in the construction of community public service by comparative analysis, and concludes that the current community public service still has some problems, such as the grass-roots government does not attach importance to it, the authority of management function is not clear, the supply and demand of public service is not balanced, and the coverage of public service is not complete. Public service infrastructure is insufficient, community service personnel is insufficient, overall quality is not high, the causes of these problems lie in the serious tendency of community service administration, the development of non-profit organizations is not perfect, and the construction funds are lacking. Therefore, it is necessary to strengthen government management, clarify the orientation of government function, expand financial input and strengthen the construction of contingent to speed up the development of community public service in Weixian.
