【摘要】：本文以社會(huì)保障建設(shè)的構(gòu)建體系為主題,用社會(huì)公平理論來(lái)指導(dǎo)社會(huì)保障建設(shè),社會(huì)保障建設(shè)主要包括社會(huì)救濟(jì),社會(huì)福利,優(yōu)撫安置,社會(huì)保險(xiǎn)等幾個(gè)方面。社會(huì)保障建設(shè)涉及的領(lǐng)域包括社會(huì)、經(jīng)濟(jì)、政治等領(lǐng)域,并與其他一些領(lǐng)域關(guān)系密切。本文在論述社會(huì)保障體系與其他領(lǐng)域關(guān)系的同時(shí),兼論社會(huì)保障的內(nèi)容和功能意義作用,以及表現(xiàn)形式等諸多方面。社會(huì)保障是一項(xiàng)具體工程,涉及多個(gè)方面,用社會(huì)公平理論指導(dǎo)保障建設(shè),是維護(hù)社會(huì)穩(wěn)定公平正義的最有效方式,我國(guó)現(xiàn)存的許多問(wèn)題,都需要社會(huì)公平來(lái)解決。所以公平問(wèn)題是社會(huì)保障的核心問(wèn)題。在我國(guó)這樣一個(gè)國(guó)家,社會(huì)保障做的好壞直接關(guān)系到我國(guó)的人民幸福生活和利益關(guān)系。社會(huì)保障作為一個(gè)關(guān)系到民生和經(jīng)濟(jì)建設(shè)的關(guān)鍵是很有代表性的。關(guān)鍵在于如何對(duì)它進(jìn)行分析和利用使其為國(guó)家服務(wù)。社會(huì)保障是民生之本,是社會(huì)的進(jìn)步和利益的共同分擔(dān)。國(guó)家如何利用社會(huì)保障建設(shè),為社會(huì)主義經(jīng)濟(jì)政治服務(wù),為民生服務(wù)是我們亟需解決的問(wèn)題。社會(huì)保障作為一種民生工程,對(duì)它的要求是要全面細(xì)致地做好工作。如果社會(huì)保障做的不好,人民安居樂(lè)業(yè)就會(huì)出現(xiàn)不和諧因素,進(jìn)而影響人民的生活質(zhì)量,從而對(duì)國(guó)家的長(zhǎng)治久安也會(huì)有影響。因此,對(duì)這一問(wèn)題保持高度警惕是十分必要的,社會(huì)保障體系的好壞優(yōu)劣直接關(guān)系著社會(huì)主義的和諧穩(wěn)定,關(guān)系著人民的福祉。社會(huì)保障體系無(wú)論對(duì)于國(guó)家和個(gè)人都具有十分重要的意義,然而在當(dāng)下的中國(guó)無(wú)論是社會(huì)保險(xiǎn)、社會(huì)救濟(jì),還是社會(huì)福利和社會(huì)優(yōu)撫都存在著一定的不足,本文以馬克思主義的社會(huì)公平理論為指導(dǎo),從建立全國(guó)聯(lián)網(wǎng)的社會(huì)保障管理信息系統(tǒng),完善救助體制機(jī)制,建立社會(huì)保障基金運(yùn)行管理機(jī)制等幾個(gè)方面對(duì)社會(huì)保障體系的建構(gòu)提出了可行的意見(jiàn)和建議。
[Abstract]:This article takes the construction system of social security construction as the theme, and uses the theory of social equity to guide the construction of social security. The construction of social security mainly includes social relief, social welfare, preferential care and placement. The construction of social security involves social, economic, political and other fields, and is closely related to other fields. This paper discusses the relationship between social security system and other fields. It also discusses the content and function of social security, as well as its forms of expression and so on. Social security is a concrete project involving many aspects. The theory of social equity is used to guide the construction of social security. It is the most effective way to maintain social stability, fairness and justice. Many existing problems in our country need to be solved by social equity. So equity is the core issue of social security. In a country like China, The quality of social security is directly related to the happy life and interests of our people. As a key to people's livelihood and economic construction, social security is representative. The key lies in how to analyze and analyze it. Social security is fundamental to the people's livelihood, How to make use of the construction of social security, to serve the socialist economy and politics, and to serve the people's livelihood is a problem that we urgently need to solve. As a livelihood project, social security is a kind of livelihood project. If the social security is not done well, there will be disharmonious factors in the people living and working in peace and contentment, which will affect the quality of life of the people and thus have an impact on the long-term stability and stability of the country. It is necessary to maintain a high degree of vigilance on this issue. The merits and demerits of the social security system are directly related to the harmony and stability of socialism. The social security system is of great significance to both the country and the individual. However, there are some deficiencies in social insurance, social relief, social welfare and social welfare in China. Under the guidance of Marxist theory of social equity, this paper sets up a nationwide network social security management information system and consummates the relief system mechanism. This paper puts forward some feasible opinions and suggestions on the construction of social security system from several aspects, such as establishing the operating and managing mechanism of social security fund.
