【摘要】：城鄉(xiāng)一體化是我國城市化的必由之路。然而，我國的城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)阻礙著城鄉(xiāng)一體化的進(jìn)程。在城市化進(jìn)程中，統(tǒng)籌城鄉(xiāng)社會(huì)保障的發(fā)展是推進(jìn)城鄉(xiāng)一體化，克服城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)重要基礎(chǔ)。小城鎮(zhèn)是連接農(nóng)村和城市的紐帶，小城鎮(zhèn)政府統(tǒng)籌城鄉(xiāng)社會(huì)保障的能力，是實(shí)現(xiàn)城鄉(xiāng)一體化發(fā)展的關(guān)鍵環(huán)節(jié)。論文以小城鎮(zhèn)政府能力為切入點(diǎn)，研究了我國城鄉(xiāng)社會(huì)保障統(tǒng)籌發(fā)展問題，對推進(jìn)我國社會(huì)保障城鄉(xiāng)統(tǒng)籌發(fā)展具有重要意義。 論文運(yùn)用公共產(chǎn)品理論、福利均等化理論和以及市場失靈理論分析了小城鎮(zhèn)政府能力建設(shè)的理論基礎(chǔ)，并在此基礎(chǔ)上構(gòu)建統(tǒng)籌城鄉(xiāng)社會(huì)保障發(fā)展的小城鎮(zhèn)政府能力建設(shè)理論模型。運(yùn)用抽樣調(diào)查、個(gè)案訪談等社會(huì)學(xué)分析方法和相關(guān)性分析、結(jié)構(gòu)方程模型等統(tǒng)計(jì)學(xué)分析方法，研究了小城鎮(zhèn)政府能力構(gòu)成要素及其影響因素之間的相互關(guān)系及影響權(quán)重；探討了小城鎮(zhèn)政府能力建設(shè)已取得的成就和仍存在的不足，并通過理論和數(shù)據(jù)分析其根源。借鑒了國外小城鎮(zhèn)政府能力建設(shè)的先進(jìn)經(jīng)驗(yàn)，構(gòu)建了我國小城鎮(zhèn)政府推動(dòng)統(tǒng)籌城鄉(xiāng)社會(huì)保障發(fā)展的政府能力建設(shè)的發(fā)展模式，并對發(fā)展模式進(jìn)行了可行性驗(yàn)證分析；提出了具有針對性和可操作性的促進(jìn)統(tǒng)籌城鄉(xiāng)社會(huì)保障發(fā)展的小城鎮(zhèn)政府能力建設(shè)的政策建議。 論文提出的主要觀點(diǎn)： 1）統(tǒng)籌城鄉(xiāng)社會(huì)保障發(fā)展的小城鎮(zhèn)政府能力結(jié)構(gòu)包括社會(huì)保障的統(tǒng)籌規(guī)劃能力、資源獲得能力、資源配置能力、組織協(xié)調(diào)能力和政策執(zhí)行能力。小城鎮(zhèn)政府能力建設(shè)受行政資源、財(cái)政水平、人力資源和行政文化四個(gè)因素的影響。 2）統(tǒng)籌城鄉(xiāng)社會(huì)保障發(fā)展的小城鎮(zhèn)政府能力建設(shè)雖取得一定成就，但仍存在割裂現(xiàn)象嚴(yán)重、缺乏統(tǒng)一的規(guī)劃協(xié)調(diào)、政府效率偏低、城鄉(xiāng)社會(huì)保障差距大、領(lǐng)導(dǎo)意識淡薄等問題。其根源在于缺乏長期的統(tǒng)籌規(guī)劃、財(cái)政投入不平衡、政策的制定和執(zhí)行遭遇瓶頸、社會(huì)保障政府能力建設(shè)弱視、領(lǐng)導(dǎo)管理水平不高。 3）統(tǒng)籌城鄉(xiāng)社會(huì)保障發(fā)展的小城鎮(zhèn)政府能力建設(shè)的發(fā)展模式的目標(biāo)：在國家關(guān)于社會(huì)保障城鄉(xiāng)統(tǒng)籌發(fā)展政策的總體背景下，保證在五年內(nèi)實(shí)現(xiàn)城鄉(xiāng)社會(huì)保障發(fā)展的統(tǒng)一規(guī)劃、成立統(tǒng)一的社會(huì)保障管理機(jī)構(gòu)和監(jiān)督機(jī)構(gòu)；小城鎮(zhèn)區(qū)域內(nèi)逐步縮小城鄉(xiāng)社會(huì)保障尤其在社會(huì)保險(xiǎn)和社會(huì)救助方面的差距，基本實(shí)現(xiàn)城鄉(xiāng)社會(huì)保障統(tǒng)籌發(fā)展。爭取在十到二十年內(nèi)實(shí)現(xiàn)城市和農(nóng)村實(shí)行統(tǒng)一的社會(huì)保障制度，城鄉(xiāng)社會(huì)保障水平基本上達(dá)到平衡，小城鎮(zhèn)區(qū)域內(nèi)的社會(huì)保障城鄉(xiāng)一體化。 4）推動(dòng)統(tǒng)籌城鄉(xiāng)社會(huì)保障發(fā)展的小城鎮(zhèn)政府能力建設(shè)的基本思路是突出重點(diǎn)，統(tǒng)籌兼顧；發(fā)展關(guān)鍵是加大財(cái)政投入；根本途徑是促進(jìn)能力建設(shè)與社會(huì)保障城鄉(xiāng)統(tǒng)籌良性互動(dòng)；優(yōu)化重點(diǎn)是社會(huì)保險(xiǎn)統(tǒng)籌建設(shè)；增強(qiáng)原動(dòng)力是打造高素質(zhì)人才隊(duì)伍。
[Abstract]:Urban-rural integration is the only way to urbanization in China. However, the urban-rural dual economic structure hinders the process of urban-rural integration. In the process of urbanization, the development of urban and rural social security is to promote urban-rural integration. Overcoming the important basis of the dual economic structure between urban and rural areas. Small towns are the link between rural and urban areas, and the government of small towns has the ability to coordinate social security between urban and rural areas. It is a key link to realize the development of urban and rural integration. This paper studies the overall development of urban and rural social security in China from the point of view of the government capacity of small towns, which is of great significance to promoting the overall development of urban and rural areas in China. Using the theory of public goods, the theory of equalization of welfare and the theory of market failure, the paper analyzes the theoretical basis of government capacity building in small towns. On this basis, a theoretical model of government capacity building in small towns is constructed to coordinate the development of social security in urban and rural areas. The methods of sociological analysis and correlation analysis, structural equation model and other statistical analysis methods, such as sample survey, case interview and so on, are used. This paper studies the relationship between the elements of government capacity of small towns and their influencing factors and the weight of influence, and probes into the achievements and shortcomings of the government capacity building of small towns. Based on the theory and data analysis, the author draws lessons from the advanced experience of foreign small town government, and constructs the development model of government capacity building which promotes the development of urban and rural social security by the government of small town in our country. The feasibility of the development model is verified and analyzed, and some policy suggestions are put forward to promote the development of urban and rural social security in small cities and towns. The main points raised in the paper are as follows:. 1) the government capacity structure of small towns to coordinate the development of social security in urban and rural areas includes the overall planning capacity of social security, the ability to acquire resources, and the ability to allocate resources; The ability of organization and coordination and the ability of policy implementation. The capacity building of small town government is influenced by four factors: administrative resources, financial level, human resources and administrative culture. 2) although some achievements have been made in the government capacity building of small towns to coordinate the development of social security in urban and rural areas, there is still a serious phenomenon of fragmentation, lack of unified planning coordination, low efficiency of the government, and a large gap between urban and rural social security. The causes of the weak leadership consciousness lie in the lack of long-term overall planning, the imbalance of financial input, the bottleneck in the formulation and implementation of policies, the amblyopia of social security government capacity building, and the low level of leadership management. 3) the objective of the development model of the government capacity building of small towns to coordinate the development of social security in urban and rural areas: under the overall background of the national policy on the overall development of social security in urban and rural areas, to ensure the realization of a unified plan for the development of social security in urban and rural areas within five years, The establishment of a unified social security administration and supervision body; and the gradual narrowing of the gap between urban and rural social security, especially in social insurance and social assistance, in small town areas. We should basically realize the overall development of urban and rural social security, strive to implement a unified social security system between urban and rural areas within 10 to 20 years, and basically achieve balance in the level of urban and rural social security, and integrate urban and rural areas with social security in small towns. 4) the basic idea of promoting the government capacity construction of urban and rural social security is to give prominence to the key points and make overall plans; the key to development is to increase financial input; the fundamental way is to promote the interaction between capacity building and social security in urban and rural areas. The focus of optimization is the overall construction of social insurance, and the enhancement of the motive force is to build a contingent of high-quality talents.
