山東省農(nóng)村土地金融發(fā)展思路與運(yùn)作模式研究

【摘要】:“三農(nóng)”問(wèn)題依然是我國(guó)社會(huì)主義現(xiàn)代化建設(shè)中需要著力解決的問(wèn)題。長(zhǎng)期以來(lái)存在的城鄉(xiāng)二元化結(jié)構(gòu),使得農(nóng)村資源和資金單向流向城市,內(nèi)源性金融嚴(yán)重不足,嚴(yán)重制約了我國(guó)農(nóng)業(yè)的發(fā)展、農(nóng)村市場(chǎng)的開(kāi)發(fā)以及農(nóng)民生活水平的提高。十八屆三中全會(huì)的相關(guān)規(guī)定,強(qiáng)化了農(nóng)民對(duì)土地的使用權(quán)和承包權(quán),賦予了農(nóng)村土地的金融屬性,這樣的背景奠定了土地金融發(fā)展的基石。而山東省是我國(guó)的農(nóng)業(yè)大省,以發(fā)展土地金融帶動(dòng)整個(gè)山東省經(jīng)濟(jì)的發(fā)展,具有十分重要的現(xiàn)實(shí)意義。在這樣的發(fā)展背景下,本文著力探討山東省農(nóng)村土地金融發(fā)展思路及其運(yùn)作模式。首先總結(jié)目前山東農(nóng)村土地金融發(fā)展過(guò)程中存在的問(wèn)題,包括體系結(jié)構(gòu)單供需不匹配、措施落實(shí)不到位以及管理創(chuàng)新不到位等多個(gè)方面,同時(shí)借鑒德國(guó)、美國(guó)、日本等國(guó)外土地金融發(fā)展模式的先進(jìn)經(jīng)驗(yàn),從土地金融機(jī)構(gòu)、資金來(lái)源、主要業(yè)務(wù)以及風(fēng)險(xiǎn)補(bǔ)償機(jī)制等方面對(duì)比歸納國(guó)外土地金融發(fā)展模式,結(jié)合我國(guó)目前存在的土地金融制度模式進(jìn)行分析,充分考察貴州湄潭模式、寧夏平羅模式、重慶江津模式和山東棗莊模式的運(yùn)行特點(diǎn),為山東省農(nóng)村土地金融的模式提供發(fā)展思路及政策建議。對(duì)于山東省農(nóng)村土地金融的具體的政策建議,主要從以下幾個(gè)方面進(jìn)行闡述說(shuō)明:第一,加快推進(jìn)農(nóng)村土地產(chǎn)權(quán)制度改革,其中重點(diǎn)關(guān)注推進(jìn)農(nóng)村產(chǎn)權(quán)流轉(zhuǎn)交易、發(fā)展土地股份合作社、支持農(nóng)村土地承包經(jīng)營(yíng)權(quán)自愿退出和重新承包以及深化農(nóng)民宅基地管理制度改革;第二,積極完善農(nóng)村土地產(chǎn)權(quán)抵押融資制度,其中重點(diǎn)關(guān)注開(kāi)展農(nóng)村“三權(quán)”抵押登記、發(fā)展農(nóng)村土地產(chǎn)權(quán)抵押融資、建設(shè)農(nóng)村土地質(zhì)押流轉(zhuǎn)市場(chǎng)、加快建設(shè)統(tǒng)一的城鄉(xiāng)建設(shè)用地市場(chǎng)試點(diǎn)以及建設(shè)農(nóng)民土地抵押貸款合作社;第三,大力支持農(nóng)村土地金融創(chuàng)新,重點(diǎn)關(guān)注大力發(fā)展土地銀行、土地債券、土地信托、土地金融支付結(jié)算以及土地社保;第四,逐步健全農(nóng)村土地金融風(fēng)險(xiǎn)管控體系,其中重點(diǎn)關(guān)注健全農(nóng)業(yè)保險(xiǎn)體系、聯(lián)保增信體系、信用擔(dān)保機(jī)制、農(nóng)地金融風(fēng)險(xiǎn)補(bǔ)償機(jī)制以及風(fēng)險(xiǎn)監(jiān)管機(jī)制;第五,建立健全保障體系,其中重點(diǎn)關(guān)注強(qiáng)化調(diào)查研究、健全相關(guān)機(jī)構(gòu)、實(shí)施評(píng)估考核、完善政策體系以及強(qiáng)化信息宣傳。
[Abstract]:The problem of "agriculture, countryside and farmers" is still a problem that needs to be solved in the socialist modernization construction of our country. For a long time, the dual structure of urban and rural areas has made rural resources and funds flow one-way to the cities, and the endogenous finance is seriously insufficient. The development of agriculture in China, the development of rural markets and the improvement of farmers' living standards have been seriously restricted. The relevant provisions of the third Plenary session of the 18 CPC Central Committee have strengthened farmers' right to use and contract land, and endowed rural land with financial attributes. This background has laid the foundation stone for the development of land finance. Shandong Province is a big agricultural province in our country. It is of great practical significance to develop land finance to promote the development of the whole economy of Shandong Province. This paper focuses on the development of rural land finance in Shandong Province and its operation mode. Firstly, it summarizes the problems existing in the development of rural land finance in Shandong Province, including the mismatch between supply and demand of single supply and demand of system structure. The measures are not in place and the management innovation is not in place. At the same time, we can learn from the advanced experiences of foreign land finance development models such as Germany, the United States, Japan, and so on, from the land financial institutions and the sources of funds. The main business and risk compensation mechanism are compared to sum up the foreign land finance development model, combined with the existing land finance system model in China to carry on the analysis, the full inspection Guizhou Meitan model, Ningxia Pingluo model, The operating characteristics of Jiang Jin model in Chongqing and Zaozhuang mode in Shandong Province provide the development ideas and policy suggestions for the rural land finance model in Shandong Province. Mainly from the following aspects to explain: first, accelerate the reform of rural land property rights system, which focuses on the promotion of rural property rights circulation transactions, the development of land stock cooperatives, Supporting the voluntary withdrawal and recontracting of rural land contractual management right and deepening the reform of rural homestead management system; second, actively improving the rural land property right mortgage financing system, in which the focus is on carrying out the "three rights" mortgage registration in rural areas. Develop rural land property rights mortgage financing, build rural land mortgage circulation market, speed up the construction of a unified urban and rural construction land market pilot projects and the construction of farmers' land mortgage loan cooperatives; third, vigorously support rural land finance innovation, Focusing on the development of land banks, land bonds, land trusts, land financial payments and settlements, and land social security; and 4th, gradually improving the rural land financial risk management system, with emphasis on improving the agricultural insurance system, In 5th, a sound security system was established, in which emphasis was placed on strengthening investigation and research, improving relevant institutions, and carrying out evaluation and assessment. Perfect the policy system and strengthen the information propaganda.
