【摘要】：因長(zhǎng)期以來(lái)的政策偏斜,城鄉(xiāng)區(qū)分管理,我國(guó)農(nóng)村凸顯的各種問(wèn)題已成為影響我國(guó)經(jīng)濟(jì)前行的短板。農(nóng)村社會(huì)保障及起到兜底作用的農(nóng)村最低生活保障制度,作為經(jīng)濟(jì)社會(huì)協(xié)調(diào)、持續(xù)發(fā)展的客觀基礎(chǔ),愈來(lái)愈引起政府和學(xué)者的重視。目前我國(guó)農(nóng)村最低生活保障制度在運(yùn)行當(dāng)中出現(xiàn)許多問(wèn)題,與當(dāng)前的經(jīng)濟(jì)發(fā)展不相適應(yīng),起到的作用有限,甚至加大農(nóng)村社會(huì)管理難度,此項(xiàng)制度亟需調(diào)整和優(yōu)化。本文以永州市A鎮(zhèn)為例,利用文獻(xiàn)研究、訪談、觀察等方法,在社會(huì)保障理論基礎(chǔ)上,具體探討低保制度在農(nóng)村運(yùn)行中所出現(xiàn)的問(wèn)題及其原因,借鑒國(guó)內(nèi)外的先進(jìn)經(jīng)驗(yàn),對(duì)農(nóng)村最低生活保障制度的完善提出了政策建議。研究發(fā)現(xiàn):低保制度運(yùn)行當(dāng)中存在著低保對(duì)象界定困難、保障標(biāo)準(zhǔn)偏低且覆蓋面窄、動(dòng)態(tài)管理難以實(shí)現(xiàn)、受助人得不到尊重和保護(hù)、違規(guī)現(xiàn)象屢禁不止等問(wèn)題。這主要受農(nóng)村社會(huì)內(nèi)在秩序與傳統(tǒng)社會(huì)價(jià)值觀念影響,加上缺乏法律規(guī)范、農(nóng)村居民普遍對(duì)低保制度不信任、財(cái)政投入偏低、缺乏科學(xué)的貧困線測(cè)量方法、家計(jì)調(diào)查方法不規(guī)范、低保管理人手不足以及素質(zhì)不高、低保制度承載了過(guò)多的社會(huì)救助責(zé)任等等。在參考國(guó)內(nèi)外的一些做法和經(jīng)驗(yàn)上,提出了完善措施:如應(yīng)該提高社會(huì)保障意識(shí)、加快社會(huì)救助法制建設(shè)、社會(huì)救助工作專業(yè)化、引進(jìn)并規(guī)范社會(huì)力量參與、引導(dǎo)鄉(xiāng)村社會(huì)秩序健康發(fā)展等。
[Abstract]:Due to a long period of policy bias and urban and rural management, various problems in rural areas have become a short board affecting the advance of our country's economy. Rural social security and the rural minimum living security system, which plays a role in the bottom line, As an objective basis for economic and social coordination and sustainable development, the government and scholars are paying more and more attention to it. At present, there are many problems in the operation of the rural minimum living security system in China, which is incompatible with the current economic development. This paper takes Yongzhou A Town as an example, using literature research, interview, observation and other methods, on the basis of social security theory. This paper discusses the problems and causes of the minimum security system in the rural areas, and draws lessons from the advanced experience at home and abroad. This paper puts forward some policy suggestions on the perfection of the rural minimum living security system. The research finds that the minimum living security system has difficulty in defining the target, the standard of guarantee is low and the coverage is narrow, and the dynamic management is difficult to realize. Such problems as the lack of respect and protection of the recipients and the repeated prohibition of violations are mainly affected by the inherent order of the rural society and the traditional social values, as well as the lack of legal norms, so that rural residents generally do not trust the minimum living security system. Low financial investment, lack of scientific poverty line measurement methods, irregular household survey methods, shortage of staff for the management of minimum living standards and low quality, The minimum security system bears too much responsibility for social assistance and so on. On the basis of some practices and experiences at home and abroad, this paper puts forward some measures to improve the social security system, such as raising the awareness of social security, speeding up the construction of the legal system for social assistance, and professionalizing the work of social assistance. Introduce and standardize the participation of social forces, guide the healthy development of rural social order and so on.
