【摘要】：改革開放以來,農(nóng)村剩余勞動力大規(guī)模涌入城市已逐漸成為我國越來越多地區(qū)的社會現(xiàn)象。農(nóng)村進城人口作為城市現(xiàn)代化建設(shè)的重要力量,對于城鎮(zhèn)物質(zhì)建設(shè)以及彌補城鎮(zhèn)化建設(shè)帶來的用工短缺做出了積極貢獻。但是由于城鄉(xiāng)二元結(jié)構(gòu)制度的存在與制約,使得相關(guān)政府部門對于這一群體缺乏必要的深入了解,尤其是農(nóng)村進城人口管理沒有真正與城市管理服務(wù)體系銜接,這些錯位最終影響了社會的經(jīng)濟、政治、社會保障甚至社會穩(wěn)定,至此引起了社會各界的重視與關(guān)注。呼和浩特市作為內(nèi)蒙古自治區(qū)的首府城市,在改革開放后,經(jīng)濟一直處于快速發(fā)展階段,農(nóng)村進城人口日益增加,這一群體在為呼和浩特市經(jīng)濟發(fā)展和社會進步做出了突出的貢獻,然而,他們的公共服務(wù)的現(xiàn)狀如何?是否存在問題?這將是本文研究的核心內(nèi)容。本文共分為四大部分：首先,通過對相關(guān)概念的界定,國內(nèi)外文獻的梳理,以及公共服務(wù)相關(guān)理論的分析,奠定了全文的理論基調(diào)。其次,采用問卷調(diào)查和訪談的方式對呼和浩特市農(nóng)村進城人口公共服務(wù)進行研究,并分析總結(jié)出其存在的主要問題,如入學難、擇校費問題；社會保障水平較低;就業(yè)環(huán)境較差；精神文化生活匱乏,且無法真正融入到城市中來等;再次,針對當前呼和浩特市農(nóng)村進城人口的公共服務(wù)存在的問題進行原因分析,如政府針對農(nóng)村進城人口公共服務(wù)意識不強：二元戶籍制度的阻礙；農(nóng)村上地改革不徹底；公共服務(wù)資金投入力度不足；公共服務(wù)社會化參與程度偏低；相關(guān)法律規(guī)范不健全和執(zhí)行不到位；農(nóng)村進城人口享受公共服務(wù)能力較低；缺乏科學的公共服務(wù)績效評價體系等。最后,根據(jù)國內(nèi)外的先進經(jīng)驗提出對策建議,如深化公共服務(wù)理念;改革戶籍制度；深化農(nóng)村土地改革；完善公共財政體制；推進公共服務(wù)社會化發(fā)展;建立健全法律體系；提高農(nóng)村進城人口的素質(zhì)教育；構(gòu)建科學的公共服務(wù)績效評價體系等。
[Abstract]:Since the reform and opening up, the massive influx of rural surplus labor into cities has gradually become a social phenomenon in more and more areas of our country. It has made positive contribution to urban material construction and making up the shortage of employment brought by urbanization construction. However, due to the existence and restriction of urban-rural dual structure system, the relevant government departments lack the necessary in-depth understanding of this group. In particular, the management of rural residents in cities does not really link up with the urban management and service system. These mismatches ultimately affect the economy, politics, social security and even social stability of the society. Hohhot, as the capital city of Inner Mongolia Autonomous region, has been in a stage of rapid economic development since the reform and opening up, and the population of rural cities is increasing day by day. This group has made outstanding contributions to the economic development and social progress of Hohhot. However, what is the status of their public services? Is there a problem? This will be the core of this study. This paper is divided into four parts: first, through the definition of related concepts, literature review at home and abroad, as well as the analysis of the relevant theories of public services, it establishes the theoretical tone of the full text. This paper studies the public service of rural migrant population in Hohhot by means of questionnaire and interview, and analyzes and summarizes its main problems, such as the difficulty of entering school, the problem of choosing school fee, the low level of social security and the poor employment environment. Lack of spiritual and cultural life, and can not really integrate into the city, etc. Thirdly, in view of the current Hohhot rural population in rural areas of the problems of public services to analyze the reasons, For example, the government is not aware of the public service of the rural residents in cities: the obstruction of the dual household registration system, the incomplete reform in rural areas, the insufficient investment of public service funds, the low degree of participation in the socialization of public services; The relevant laws and regulations are not perfect and the execution is not in place; the rural residents in cities have low ability to enjoy public service; they lack a scientific evaluation system of public service performance. Finally, according to the advanced experience at home and abroad, the countermeasures and suggestions are put forward. Such as deepening the concept of public service; reforming the household registration system; deepening the rural land reform; perfecting the public financial system; promoting the socialization of public services; establishing and improving the legal system; improving the quality education of the rural migrant population; Build a scientific public service performance evaluation system.
