【摘要】：十一屆三中全會后,我國的改革開放事業(yè)取得了巨大成就,經(jīng)濟社會面貌發(fā)生了天翻地覆的變化,人民的物質(zhì)和文化生活水平有了顯著的改善和提高。但另一方面,由于種種原因,城市和農(nóng)村發(fā)展不平衡的問題仍很突出,主要表現(xiàn)在：城鄉(xiāng)居民收入差距較大；農(nóng)村公共產(chǎn)品供給嚴重不足；差距不斷擴大影響了社會的和諧,等等。因此,進入到二十一世紀以來,中國政府根據(jù)中國經(jīng)濟社會發(fā)展的實際,為從根本上解決“三農(nóng)”問題,確立了統(tǒng)籌城鄉(xiāng)發(fā)展的戰(zhàn)略方針。近年來,城鄉(xiāng)統(tǒng)籌發(fā)展的實踐在全國范圍內(nèi)普遍展開并取得了一定的成就。陜西關中地區(qū)主要指陜西省范圍內(nèi)的歷史上歸屬于“關中”的市縣。主要包括西安市、渭南市、咸陽市、寶雞市、楊凌示范區(qū)以及銅川市和商洛市的部分地區(qū),是陜西省經(jīng)濟社會最為發(fā)達的地區(qū),也是全國范圍內(nèi)有重要地位和廣泛影響的“經(jīng)濟走廊”之一,具有較為雄厚的農(nóng)業(yè)、工業(yè)和科技基礎,基礎工業(yè)和基礎設施較為發(fā)達與完備。本文選取陜西關中地區(qū)的城鄉(xiāng)統(tǒng)籌發(fā)展問題作為研究對象,是基于以下認識：陜西關中地區(qū)在全省乃至全國都有一定的代表性,既存在全省、全國城鄉(xiāng)統(tǒng)籌發(fā)展中的共性問題,也有其自身面臨的特殊性問題。對它的研究,實踐上無疑有利于全省、全國城鄉(xiāng)統(tǒng)籌發(fā)展中類似問題的解決。理論上的意義更是毋庸置疑,首先,或在一定程度上豐富和發(fā)展統(tǒng)籌城鄉(xiāng)發(fā)展的理論；其次,為加快陜西關中地區(qū)統(tǒng)籌城鄉(xiāng)發(fā)展提供若干對策建議。本文的研究是在馬克思辯證唯物主義和歷史唯物主義的指導下,緊密結(jié)合國情和省情,立足于時代發(fā)展的大勢,綜合運用政治經(jīng)濟學、制度經(jīng)濟學、發(fā)展經(jīng)濟學、區(qū)域經(jīng)濟學及公共管理學等理論,對陜西關中地區(qū)城鄉(xiāng)統(tǒng)籌發(fā)展的相關問題進行較為深入的研究,重點運用了文獻研究法和實地調(diào)研法等方法進行理論建構(gòu)。研究主要針對以下問題展開：國內(nèi)外學術界關于城鄉(xiāng)問題和城鄉(xiāng)統(tǒng)籌發(fā)展問題的理論；中外城鄉(xiāng)統(tǒng)籌發(fā)展的一些典型模式及其啟示；陜西關中地區(qū)城鄉(xiāng)統(tǒng)籌發(fā)展的現(xiàn)狀、存在問題以及下一步發(fā)展的政策建議等等。全文的框架體系由六部分構(gòu)成,包括：導言,介紹本研究的選題背景、研究目的和意義、研究綜述、研究方法、研究的框架結(jié)構(gòu)等。第一章,統(tǒng)籌城鄉(xiāng)發(fā)展的理論基礎。介紹國內(nèi)外統(tǒng)籌城鄉(xiāng)發(fā)展的主要理論、闡釋相關概念和推進關中地區(qū)統(tǒng)籌城鄉(xiāng)發(fā)展的現(xiàn)實意義。第二章,國內(nèi)外統(tǒng)籌城鄉(xiāng)發(fā)展的實踐與啟示。分析美、英、法等國外及國內(nèi)重慶、成都、蘇州等地統(tǒng)籌城鄉(xiāng)發(fā)展的實踐,以期有所借鑒。第三章,陜西關中地區(qū)統(tǒng)籌城鄉(xiāng)發(fā)展的基本現(xiàn)狀。分析近年來陜西關中地區(qū)各地統(tǒng)籌城鄉(xiāng)發(fā)展工作的推進狀況,介紹初步形成的統(tǒng)籌城鄉(xiāng)發(fā)展模式。第四章,陜西關中地區(qū)統(tǒng)籌城鄉(xiāng)發(fā)展的基本設想。從城鄉(xiāng)收入、基礎設施、公共資源配置等方面分析統(tǒng)籌城鄉(xiāng)發(fā)展面臨的主要問題,并分析其深層次原因。之后分析統(tǒng)籌城鄉(xiāng)發(fā)展的總體思路、工作步驟和目標定位以及主要任務等。第五章,加快陜西關中地區(qū)統(tǒng)籌城鄉(xiāng)發(fā)展的政策建議。從公共財政管理體制、農(nóng)村管理制度、就業(yè)和社會保障制度、農(nóng)村戶籍制度、農(nóng)村金融制度和城鄉(xiāng)社會管理體制等幾個方面,提出加快發(fā)展的政策建議。限于作者的學養(yǎng)以及研究時間的限制,盡管作者在研究中力求全面和透徹,但仍存在遺漏和淺薄,比如關于今后陜西關中地區(qū)城鄉(xiāng)統(tǒng)籌發(fā)展的政策建議,就可能只是書生的一廂情愿,至于其在實踐中的可操作性的強弱仍需時間的檢驗。其他一些問題,也只能在今后的研究中設法加以解決。
[Abstract]:After the third Plenary Session of the 11th CPC Central Committee, China's reform and opening up has made great achievements, changed the face of economic and social, people's material and cultural life has been significantly improved. The research on it, practice is undoubtedly conducive to the solution of similar problems of the national urban and rural development.
