【摘要】：社會養(yǎng)老保險作為社會保障的一個組成部分,其完善與否關系到社會發(fā)展的根基是否牢固,社會養(yǎng)老保險對于保障民生、促進經(jīng)濟發(fā)展的作用是無可替代的。自1980年以來,全國已探索建立社會養(yǎng)老保險制度,由于各地結合自身的經(jīng)濟和社會發(fā)展水平來制定自己的社會養(yǎng)老保險制度,缺乏宏觀的科學的規(guī)劃,導致社會養(yǎng)老保險在各地的發(fā)展出現(xiàn)不平衡。面對眾多的問題,1998年,全國停止探索農(nóng)村養(yǎng)老保險工作。2009年9月,國家探索如何構建新型農(nóng)村社會養(yǎng)老保險制度,通過部分試點,逐步擴大覆蓋范圍,在2012年實現(xiàn)了 "新農(nóng)保"制度的全覆蓋。2014年2月推出的政策,開始謀劃將農(nóng)村居民和城鎮(zhèn)居民的養(yǎng)老保險實行合并和統(tǒng)一管理。目前,學術界關于城鄉(xiāng)居民社會養(yǎng)老保險體系建設的研究成果較多,但學者對城鄉(xiāng)居民社會養(yǎng)老保險體系建設的研究多從宏觀層面進行分析,結合基層城鄉(xiāng)居民社會養(yǎng)老保險的實施情況來對城鄉(xiāng)居民社會養(yǎng)老保險體系進行分析和研究的較少。因此,本文以菏澤市的相關數(shù)據(jù),使用文獻分析、案例分析、比較分析,多角度發(fā)現(xiàn)和分析城鄉(xiāng)居民社會養(yǎng)老保險在基層實施過程中存在的問題,并嘗試提出具體的完善實施建議。第一章主要闡述選題的背景和意義。隨著我國人口的老齡化現(xiàn)象加劇,居民養(yǎng)老的問題日漸嚴重,而城鄉(xiāng)居民社會養(yǎng)老保險可以緩解不斷加劇的養(yǎng)老壓力,可以提高基本養(yǎng)老保險制度、促進公平,可以擴大內(nèi)需、拉動經(jīng)濟增長。但其在實施過程有成果也有問題,找出問題、分析問題、提出問題的解決建議就是本文的主要目的。第二章主要對養(yǎng)老保險實施的基本概念進行介紹,同時梳理社會養(yǎng)老保險的發(fā)展歷史,分析當前基層養(yǎng)老保險制度實施的歷史基礎。這一部分理順我國養(yǎng)老保險制度的開發(fā)過程,總結農(nóng)村養(yǎng)老保險、新型農(nóng)村養(yǎng)老保險、城鎮(zhèn)居民養(yǎng)老保險和城鄉(xiāng)居民社會養(yǎng)老保險各個階段的經(jīng)驗教訓,為后面的發(fā)現(xiàn)問題和分析原因做準備。第三章主要介紹菏澤市城鄉(xiāng)居民社會養(yǎng)老保險實施的主要內(nèi)容及特征。這一部分將結合菏澤市的發(fā)展實際,主要介紹菏澤市城鄉(xiāng)居民社會養(yǎng)老保險的制度內(nèi)容、實施現(xiàn)狀及主要措施,同時將別的省份中經(jīng)濟發(fā)展水平類似的城市與菏澤市的情況進行對比,以期在對比和分析中借鑒經(jīng)驗,為菏澤市的城鄉(xiāng)居民社會養(yǎng)老保險的健康發(fā)展提供建議。第四章主要分析問題及問題產(chǎn)生的原因。本文從統(tǒng)籌層次、養(yǎng)老待遇水平、參保意愿和基層經(jīng)辦服務等方面對菏澤市城鄉(xiāng)居民社會養(yǎng)老保險進行分析,總結存在于城鄉(xiāng)居民社會養(yǎng)老保險基層實施過程中的間題。從立法、制度和體系三個方面分析問題產(chǎn)生的原因:一是立法層次低,二是制度缺乏吸引力、引導機制缺乏靈活性;三是服務社會化程度低,養(yǎng)老保險服務體系不健全。第五章主要提出完善城鄉(xiāng)居民社會養(yǎng)老保險在基層實施的對策和建議。在總結問題和原因兩部分的基礎上,從"完善立法,健全機制,轉(zhuǎn)換政府職能"等方面提出對策和建議,以期使我國城鄉(xiāng)居民社會養(yǎng)老保險在基層實施更加科學和有效。
[Abstract]:Social endowment insurance as a part of social security, the improvement is related to the foundation of social development is strong, social endowment insurance to protect people's livelihood, promote economic development plays an irreplaceable role. Since 1980, China has been exploring the establishment of social pension insurance system, because of the combination of economic and social development level of their own to develop their own social endowment insurance system, the lack of scientific planning, leading to the development of social endowment insurance in all parts of the imbalance. Facing many problems, in 1998, the country stop exploring rural endowment insurance.2009 in September, countries to explore how to construct the new rural social endowment insurance system, the part of the pilot, and gradually expand the coverage, to achieve the "new agricultural insurance system covering the whole.2014 in February launched a policy in 2012, began to plan the rural residents and the city Town residents pension insurance merger and unified management. At present, the academic research on the construction of urban and rural social endowment insurance system is more, but the research of the urban and rural social endowment insurance system from the macro level analysis, combined with the implementation of urban and rural residents basic endowment insurance of urban and rural social pension the insurance system for analysis and research less. Therefore, based on the related data of Heze City, using literature analysis, case analysis, comparative analysis, discovery and analysis are implemented at the grassroots level in the process of urban and rural social endowment insurance problem of multi angle, and try to put forward specific suggestions to improve. The first chapter mainly elaborates the background and significance topic. With the increase of aging population in our country, residents of old-age problem is increasingly serious, and the social endowment insurance of urban and rural residents can To ease the growing pressure of pension, can improve the basic old-age insurance system, promote equity, can expand domestic demand and stimulate economic growth. But in the implementation process results also have problems, identify problems, analyze problems, put forward suggestions to solve the problem of the main purpose is in this paper. The second chapter mainly introduces the basic concept of the implementation of pension insurance at the same time, the development history of social endowment insurance, analysis of the historical basis for the implementation of basic endowment insurance system at present. This part out of China's endowment insurance system development process, summed up the rural pension insurance, the new rural endowment insurance, endowment insurance and the experience of urban and rural social pension insurance for urban residents each, for the following the problems and their causes in preparation. The third chapter mainly introduces the main contents and features of the implementation of urban and rural residents pension insurance society in Heze city. This part will combine the actual development of Heze City, the content of the system mainly introduces the Heze urban and rural social endowment insurance, the implementation status and main measures, and compares the level of economic development of the city and the city of Heze is similar to other provinces in the situation, in order to learn from the experience of the comparison and analysis, provide suggestions for the healthy development of urban and rural residents social endowment insurance in Heze city. The fourth chapter analysis reasons of the main problems and problems. This paper from the overall level, the level of pension benefits, willingness and basic handling services and other aspects of Heze city urban and rural residents social endowment insurance is analyzed, summarizes the existed in the social endowment insurance of urban and rural residents at the grassroots level in the implementation process between questions. From the legislation, analysis of the causes of the problems in three aspects of the system: one is the low level of legislation, the two system is the lack of attraction, guiding mechanism of lack of spirit The three is the service activity; low degree of social endowment insurance, service system is not perfect. The fifth chapter puts forward to perfect the social endowment insurance of urban and rural residents in the basic implementation of countermeasures and suggestions. Based on summarizing the problems and reasons on the two part, from the improvement of legislation, perfecting the mechanism, puts forward the countermeasures and suggestions of government's function transformation "hand, in order to make the urban and rural social endowment insurance in China at the grassroots level to implement more scientific and effective.
