【摘要】：隨著我國(guó)產(chǎn)業(yè)結(jié)構(gòu)的深化調(diào)整和經(jīng)濟(jì)體制的進(jìn)一步改革,我國(guó)就業(yè)形式發(fā)生了重大變化,各種靈活就業(yè)方式應(yīng)運(yùn)而生。靈活就業(yè)具有強(qiáng)大的容納能力,越來(lái)越成為我國(guó)勞動(dòng)力市場(chǎng)的重要就業(yè)方式。社會(huì)基本醫(yī)療保險(xiǎn)屬于我國(guó)社會(huì)保障制度的一個(gè)重要組成部分,它既能維護(hù)社會(huì)又能穩(wěn)定維持社會(huì)公平。將規(guī)模龐大的靈活就業(yè)人員納入基本醫(yī)療保險(xiǎn)體系不僅能夠一定程度上解決其看病貴問(wèn)題,而且體現(xiàn)了醫(yī)療保障的公平性,具有尤為重要的意義。本文通過(guò)文獻(xiàn)研究、社會(huì)調(diào)查、統(tǒng)計(jì)分析等方法,采用觀察、問(wèn)卷調(diào)查、對(duì)比分析、實(shí)地調(diào)研等手段,以福清市為研究對(duì)象,調(diào)研其靈活就業(yè)人員基本醫(yī)療保險(xiǎn)的參�，F(xiàn)狀,分析總結(jié)其參保過(guò)程存在的問(wèn)題,并針對(duì)這些問(wèn)題提出具體的可行性對(duì)策建議。本文共五大部分：第一部分主要闡述靈活就業(yè)醫(yī)療保險(xiǎn)的相關(guān)概念和理論基礎(chǔ)；第二部分闡述靈活就業(yè)人員參加醫(yī)療保險(xiǎn)的必要性；第三部分以福清市為研究對(duì)象,通過(guò)調(diào)查問(wèn)卷收集相關(guān)數(shù)據(jù),進(jìn)而基于數(shù)據(jù)分析目前福清市靈活就業(yè)人員的參�，F(xiàn)狀；第四部分分析總結(jié)出福清市靈活就業(yè)基本醫(yī)療保險(xiǎn)存在的問(wèn)題；第五部分針對(duì)福清市靈活就業(yè)基本醫(yī)療保險(xiǎn)存在的問(wèn)題,緊緊圍繞公平和�；径鄬哟卧瓌t,對(duì)完善靈活就業(yè)基本醫(yī)療保險(xiǎn)提出可行性對(duì)策建議,重點(diǎn)在于提高靈活就業(yè)人員的參保比率,實(shí)現(xiàn)醫(yī)療保險(xiǎn)的全民參保。
[Abstract]:With the deepening adjustment of China's industrial structure and the further reform of the economic system, great changes have taken place in the forms of employment in China, and various flexible forms of employment have emerged as the times require. Social basic medical insurance is an important part of our social security system. It can not only maintain society but also maintain social fairness steadily. Bringing large flexible employment personnel into the basic medical insurance system can not only solve the problem of expensive medical treatment to a certain extent, but also reflect the fairness of medical security. This paper takes Fuqing City as the research object through the methods of literature research, social investigation, statistical analysis, observation, questionnaire investigation, comparative analysis, field investigation, etc. To investigate the current situation of the basic medical insurance of its flexible employment personnel, and analyze and summarize the problems existing in the process of participating in the insurance. In this paper, there are five parts: the first part mainly describes the concept and theoretical basis of flexible employment medical insurance; The second part expounds the necessity of flexible employment personnel to participate in medical insurance. The third part takes Fuqing City as the research object, collects the relevant data through the questionnaire, and then analyzes the current situation of Fuqing City flexible employment insurance based on the data. Part 4th analyzes and summarizes the problems existing in the basic medical insurance of flexible employment in Fuqing City. Part 5th focuses on the basic medical insurance of flexible employment in Fuqing City and focuses on the principle of fairness and basic multi-level protection. The paper puts forward feasible countermeasures and suggestions to improve the basic medical insurance for flexible employment, with emphasis on raising the participation rate of flexible employment personnel and realizing the universal participation in medical insurance.
