【摘要】：反貧困是政府以公平為導(dǎo)向的最大政策選項(xiàng),制定貧困線(xiàn)是所有反貧困的基礎(chǔ)工作,從而貧困線(xiàn)的確定關(guān)乎公平與效率的抉擇。效率取向的市場(chǎng)可以為反貧困乃至社會(huì)公平提供堅(jiān)實(shí)的物質(zhì)基礎(chǔ),即反貧困需要市場(chǎng)經(jīng)濟(jì),但不能依靠市場(chǎng)。貧困線(xiàn)的選擇生動(dòng)地反映了效率與公平的抉擇過(guò)程:如果將貧困線(xiàn)定得太低,會(huì)使貧困人口失去發(fā)展乃至生存的機(jī)會(huì),有失公平;如果貧困線(xiàn)定得過(guò)高,政府的扶貧投入過(guò)多,會(huì)使國(guó)家背上扶貧和社會(huì)保障的沉重包袱,最終損失了效率。通過(guò)理論和實(shí)踐兩個(gè)層面的深刻分析,得出結(jié)論:最佳的選擇是"效率與公平兼顧",其關(guān)鍵點(diǎn)在于我們到底愿意以多少效率為代價(jià)去換取更多的公平。
[Abstract]:Anti-poverty is the government's biggest policy option oriented towards equity, and setting the poverty line is the foundation for all anti-poverty. Therefore, the determination of poverty line is related to the choice between fairness and efficiency. The market of efficiency orientation can provide a solid material foundation for anti-poverty and even social equity, that is, anti-poverty needs market economy. But cannot rely on the market. The choice of the poverty line vividly reflects the process of choosing between efficiency and equity: if the poverty line is set too low, it will deprive the poor of their chances of development and even survival, and if the poverty line is set too high, If the government invests too much in poverty alleviation, it will make the country carry a heavy burden of poverty alleviation and social security, and ultimately lose its efficiency. Through theoretical and practical profound analysis, The conclusion is that the best choice is "efficiency and fairness", the key point is how much efficiency we are willing to pay for more fairness.
