【摘要】：隨著國民經(jīng)濟(jì)的快速發(fā)展,我國的社會(huì)保障體系逐步建立和完善,近年來,各級(jí)政府加快建立覆蓋城鄉(xiāng)居民的社會(huì)保障體系,積極探索適合本地的社會(huì)保障管理體系,社會(huì)養(yǎng)老、社會(huì)醫(yī)療、社會(huì)救濟(jì)和社會(huì)福利等社會(huì)保障制度都已基本實(shí)現(xiàn)了“全覆蓋、�；尽⒍鄬哟�、可持續(xù)”的特點(diǎn),為此各級(jí)財(cái)政不斷加大資金投入,社會(huì)保障支出逐年增加。各類群體的社會(huì)保障問題已然成為當(dāng)前財(cái)政工作的重頭和熱點(diǎn),但由于一些地方對(duì)社保資金基礎(chǔ)管理或使用重視不夠,出現(xiàn)了結(jié)構(gòu)不合理、區(qū)域不平衡、甚至待遇享受重復(fù)等問題,造成了新的不公平,引發(fā)了人民群眾的廣泛關(guān)注和議論。財(cái)政社會(huì)保障資金的使用是否合理關(guān)系到一個(gè)國家的經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定。因此,合理使用財(cái)政社會(huì)保障資金、杜絕社會(huì)保障資金的流失、浪費(fèi)已經(jīng)成為當(dāng)前面臨的重要課題。本文梳理了國內(nèi)外學(xué)者對(duì)于社會(huì)保障的相關(guān)觀點(diǎn),闡述了政府公共財(cái)政、福利經(jīng)濟(jì)學(xué)的內(nèi)涵以及公共財(cái)政與社會(huì)保障的關(guān)系,結(jié)合筆者的工作實(shí)際,運(yùn)用文獻(xiàn)法、經(jīng)驗(yàn)研究法、調(diào)查研究法,分析了當(dāng)?shù)厣绫ｓw系情況、財(cái)政社保資金的籌集、使用和管理現(xiàn)狀。重點(diǎn)分析了當(dāng)?shù)刎?cái)政社保資金的使用,指出了當(dāng)?shù)刎?cái)政社保資金存在財(cái)政社保支出結(jié)構(gòu)不合理、地區(qū)和城鄉(xiāng)之間差異較大等問題,再針對(duì)存在的問題提出了相應(yīng)的對(duì)策及建議。通過一系列措施提高財(cái)政社會(huì)保障水平、縮小地區(qū)和城鄉(xiāng)的差距,逐步解決問題,最終實(shí)現(xiàn)公共服務(wù)的均等化。文章正文共有五個(gè)部分。第一部分是對(duì)選題背景和意義、相關(guān)概念、方法及內(nèi)容等方面的簡單介紹。第二部分主要介紹了研究現(xiàn)狀和理論,重點(diǎn)闡述公共財(cái)政與社會(huì)保障的關(guān)系。第三部分主要對(duì)瀘州市財(cái)政社保資金的使用情況進(jìn)行分析,指出其中存在的問題。第四部分針對(duì)存在的問題,提出解決問題的建議和對(duì)策。第五部分歸納出結(jié)論。在這過程中,通過分析理論,結(jié)合實(shí)際情況,分析存在的問題,提出切實(shí)可行的建議或?qū)Σ?最后得出結(jié)論。
[Abstract]:With the rapid development of the national economy, the social security system of our country has been gradually established and perfected. In recent years, governments at all levels have accelerated the establishment of a social security system covering urban and rural residents and actively explored a social security management system suitable for local residents. Social security systems, such as social pension, social medical care, social relief and social welfare, have basically achieved the characteristics of "full coverage, basic protection, multi-level and sustainable". The social security expenditure is increasing year by year. The social security problem of all kinds of groups has become the most important and hot spot in the current financial work. However, due to the insufficient attention paid to the management or use of the social security fund base in some places, the structure is unreasonable. Regional imbalances, and even duplication of treatment, create new inequities, The use of financial and social security funds is related to the economic development and social stability of a country. Therefore, the rational use of financial and social security funds to stop the loss of social security funds, Waste has become an important subject at present. This paper reviews the relevant viewpoints of scholars at home and abroad on social security, expounds the connotation of government public finance, welfare economics and the relationship between public finance and social security. Based on the author's work, the author analyzes the situation of the local social security system, the collection, use and management of the financial social security funds by using the literature method, the empirical research method and the investigation and research method, and focuses on the analysis of the use of the local financial social security funds. It is pointed out that the local financial and social security funds have some problems, such as unreasonable structure of financial social security expenditure, large differences between regions and urban and rural areas, and so on. Then put forward the corresponding countermeasures and suggestions for the existing problems. Through a series of measures to improve the level of financial and social security, reduce the gap between regions and urban and rural areas, and gradually solve the problem, The first part is a brief introduction to the background and significance of the topic, related concepts, methods and content. The second part mainly introduces the research status and theory. The third part mainly analyzes the use of financial and social security funds in Luzhou City, and points out the existing problems. Part 4th aims at the existing problems. In this process, by analyzing the theory, combining with the actual situation, analyzing the existing problems, putting forward feasible suggestions or countermeasures, finally reaching the conclusion.
