【摘要】：無論城市還是農(nóng)村,人類的生產(chǎn)生活都離不開住房。當(dāng)前,城市化進(jìn)程迅猛推進(jìn),但經(jīng)濟(jì)不斷下行,使得中小型城市的發(fā)展受到了很大的制約,這點在中小型城市的邊緣區(qū)域表現(xiàn)的尤為明顯。這是城市發(fā)展的“雞肋”地帶。由于我國特有的城鄉(xiāng)二元結(jié)構(gòu)體系,農(nóng)民相較于城市居民在住房的社會保障方面收到的關(guān)注要少得多。本文調(diào)查的新余市袁河生態(tài)新城就是這樣一個區(qū)域,政府、開發(fā)商因無“利”而對開發(fā)、建設(shè)持觀望態(tài)度。規(guī)劃與城管的嚴(yán)控、農(nóng)民改善住房的剛需構(gòu)成了一個巨大的沖突漩渦,處理不慎將引發(fā)大的社會問題。城市邊緣區(qū)域的農(nóng)民住房保障問題涉及面廣,包括政策、法規(guī)的制定與實施、城市總體規(guī)劃、城市管理執(zhí)法、人居環(huán)境的改善等方面。在前人研究的基礎(chǔ)上,本文結(jié)合中小型城市的城市邊緣區(qū)域農(nóng)村住房的實際,總結(jié)實踐經(jīng)驗,探索解決農(nóng)村住房保障問題的有效方法。第一章主要闡述了研究背景、研究意義,梳理了有關(guān)研究現(xiàn)狀,并歸納了研究方法;第二章對城市邊緣區(qū)、居住困難農(nóng)民、住房保障制度三個相關(guān)概念進(jìn)行了界定,并闡述了有關(guān)住房保障的基礎(chǔ)理論;第三章對城市邊緣區(qū)農(nóng)民住房保障問題進(jìn)行研究分析,第四章列舉了美國、中國臺灣等相關(guān)政策模式,并對浙江省農(nóng)村困難群體住房保障上的做法進(jìn)行了分析,從而為下一章節(jié)的對策建議提供參考。第五章從完善我國農(nóng)村住房保障制度的意義進(jìn)行分析,提出切實有效的完善農(nóng)村住房保障制度的對策建議。
[Abstract]:Both urban and rural areas, human life and production are inseparable from housing. At present, the rapid progress of urbanization, but the economy continues to decline, making the development of small and medium-sized cities has been greatly restricted. This is particularly evident in the marginal areas of small and medium-sized cities. This is a "chicken rib" zone for urban development. Because of the unique urban-rural dual structure system in China, Farmers have received much less attention on the social security aspects of housing than urban residents. The new ecological city of Yuanhe in Xinyu City, investigated in this article, is such an area where the government and developers develop for lack of "benefit". Construction takes a wait-and-see attitude. Planning and strict control of urban management, the rigid demand of farmers to improve their housing constitutes a huge conflict vortex, handling carelessly will lead to big social problems. The problem of farmers' housing security in urban fringe areas involves a wide range of areas. Including policy, the formulation and implementation of laws and regulations, urban master planning, urban management and law enforcement, improvement of the living environment, etc. On the basis of previous studies, this paper combines the reality of rural housing in the urban fringe of small and medium-sized cities. The first chapter mainly elaborates the research background, the research significance, combs the related research present situation, and summarizes the research method. Three related concepts of housing security system are defined, and the basic theory of housing security is expounded. Chapter three studies and analyzes the housing security problems of farmers in urban fringe areas, and chapter 4th lists the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, and the United States. China, Taiwan and other related policy models, as well as the housing security practices of rural disadvantaged groups in Zhejiang Province, have been analyzed. Chapter 5th analyzes the significance of perfecting the rural housing security system in China, and puts forward effective countermeasures and suggestions to perfect the rural housing security system.
