【摘要】：經(jīng)濟(jì)的發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)的變化,促使就業(yè)市場的可變性增強(qiáng),靈活就業(yè)成為解決我國就業(yè)問題的重要途徑。依托著這一就業(yè)方式的出現(xiàn),靈活就業(yè)人員社會養(yǎng)老保險(xiǎn)參保的問題也隨之凸顯。我國靈活就業(yè)人員的收入很低,而且他們的收入通常都不穩(wěn)定的,本來這部分人群更應(yīng)該得到社會的保障,社會養(yǎng)老保險(xiǎn)也恰好是對他們年老后生活的保障。但是就目前情況來看,我國靈活就業(yè)人員參加社會養(yǎng)老保險(xiǎn)表現(xiàn)出很多問題,如繳費(fèi)的費(fèi)率偏高、繳費(fèi)的年限偏低、繳費(fèi)的檔次偏低等,這導(dǎo)致很多靈活就業(yè)人員不參保,這意味著這部分人群在年老以后得不到保障,從長遠(yuǎn)利益來看,這不利于社會的長期和諧發(fā)展,因此,我們應(yīng)當(dāng)重視這個(gè)問題,而提高靈活就業(yè)人員社會養(yǎng)老保險(xiǎn)的參保率也有利于我國社會主義和諧社會的建設(shè)。隨著世界經(jīng)濟(jì)格局的改變,國際市場的競爭也日趨白熱化,許多西方國家的產(chǎn)業(yè)結(jié)構(gòu)也在進(jìn)行著一些調(diào)整,例如第三產(chǎn)業(yè)的迅速壯大,靈活多樣的就業(yè)方式也隨之產(chǎn)生。當(dāng)下,靈活就業(yè)人員參保有以下幾點(diǎn)特征:第一,覆蓋面窄是世界性的問題,社會養(yǎng)老保險(xiǎn)的發(fā)展是一個(gè)漫長的歷史過程,做不到從制度之初就能全面覆蓋;第二,靈活就業(yè)會影響社會養(yǎng)老保險(xiǎn)制度的延續(xù)性;第三,靈活就業(yè)影響?zhàn)B老保險(xiǎn)的給付水平�；谶@種認(rèn)識,本文試圖從養(yǎng)老保險(xiǎn)發(fā)展的角度著手,以南昌市靈活就業(yè)人員參保為主線,提出了在完善靈活就業(yè)人員參加養(yǎng)老保險(xiǎn)的基本理論、模式與對策。
[Abstract]:With the development of economy and the change of industrial structure, the variability of the job market is enhanced, and flexible employment becomes an important way to solve the employment problem in our country. The problem of social old-age insurance for workers with flexible employment is also highlighted. The income of flexible workers in our country is very low, and their income is usually unstable. Originally, this part of the population should be protected by society. Social old-age insurance also happens to be a guarantee for their life after their old age. However, as far as the present situation is concerned, there are many problems in our country's flexible employment in participating in social old-age insurance, such as the high rate of payment and the low number of years of payment. The grade of payment is on the low side, which results in many flexible employees not participating in the insurance. This means that this group of people will not be protected after old age. In the long run, this is not conducive to the long-term harmonious development of society. Therefore, We should pay attention to this problem, and increasing the participation rate of social old-age insurance for flexible employment personnel is also conducive to the construction of a harmonious socialist society in China. With the change of the world economic pattern, the competition in the international market is becoming increasingly fierce. The industrial structure of many western countries is also undergoing some adjustments, such as the rapid growth of the tertiary industry and the emergence of flexible and diverse employment methods. At present, the participation of flexible employment personnel has the following characteristics: first, Narrow coverage is a worldwide problem, and the development of social old-age insurance is a long historical process, which can not be fully covered from the beginning of the system; second, flexible employment will affect the continuity of the social pension insurance system; third, Flexible employment affects the payment level of pension insurance. Based on this understanding, this paper attempts to start from the perspective of the development of pension insurance, taking flexible employment personnel in Nanchang as the main line. This paper puts forward the basic theory, mode and countermeasure of perfecting flexible employment personnel participating in endowment insurance.
