【摘要】：進(jìn)入21世紀(jì)以來,我國的城鎮(zhèn)化進(jìn)程顯著加速,尤其是黨的十八大和十八屆三中全會(huì)的召開,更是將新型城鎮(zhèn)化作為未來中國經(jīng)濟(jì)發(fā)展的重要引擎和長遠(yuǎn)戰(zhàn)略。新型城鎮(zhèn)化,內(nèi)含著農(nóng)民工身份的轉(zhuǎn)變,勢必會(huì)帶來相應(yīng)理念、戶籍制度、社保制度、城市建設(shè)、教育等多元體制的革新�，F(xiàn)階段,地方政府在推進(jìn)新型城鎮(zhèn)化的過程中,主要擔(dān)心無力承擔(dān)新型城鎮(zhèn)化的各項(xiàng)成本,對(duì)其收益也存在模糊認(rèn)識(shí)。遼寧省在城鎮(zhèn)化進(jìn)程中,走在了全國的前列,選其為研究對(duì)象具有代表性。本文首先界定了新型城鎮(zhèn)化,農(nóng)民工市民化等概念,闡釋了新型城鎮(zhèn)化的成本、收益等基礎(chǔ)理論,分析了遼寧省當(dāng)前城鎮(zhèn)化收益分享、成本分擔(dān)的現(xiàn)狀、存在的主要問題,設(shè)計(jì)了新型城鎮(zhèn)化收益和成本測算模型,闡述了模型測算的原則和注意事項(xiàng)。文章重點(diǎn)測算了新型城鎮(zhèn)化的各項(xiàng)收益、成本并與兄弟省份和城市進(jìn)行了比較,探討了相應(yīng)的收益分享、成本分擔(dān)機(jī)制,最后補(bǔ)充研究了對(duì)新型城鎮(zhèn)化的其他支持機(jī)制。通過分析,得出結(jié)論:第一,新型城鎮(zhèn)化的核心問題是轉(zhuǎn)型成本的測算與分擔(dān)問題,同時(shí)要通過收益的闡述,算好“總帳”;第二,新型城鎮(zhèn)化的成本和收益,是多元的,基于不同的分類標(biāo)準(zhǔn),有顯性、隱性之分,有長期、中期和短期之分,有公共、企業(yè)和個(gè)人之分;第三,新型城鎮(zhèn)化進(jìn)程中的成本是巨大的,對(duì)公共財(cái)政造成較大壓力,需要各級(jí)政府、社會(huì)組織、企業(yè)和個(gè)人家庭參與分擔(dān)相應(yīng)的轉(zhuǎn)型成本,資金來源要廣開渠道,財(cái)政支持、企業(yè)參與、個(gè)人負(fù)擔(dān)、社會(huì)組織幫扶;第四,對(duì)新型城鎮(zhèn)化的支持也應(yīng)該是多元的,要建立制度支持、財(cái)政支持、金融支持等的制度體系。
[Abstract]:Since 21th century, the process of urbanization in China has been accelerated significantly, especially the convening of the third Plenary session of the 18 CPC Central Committee and the 18 CPC Central Committee, which regards new urbanization as an important engine and long-term strategy for China's economic development in the future. The change in the identity of migrant workers is bound to bring about innovations in the multi-system, such as the household registration system, social security system, urban construction, education and so on. At this stage, local governments are promoting a new type of urbanization. The main concern is the inability to bear the various costs of new urbanization, and there is also a vague understanding of its benefits. Liaoning Province has been in the forefront of the country in the process of urbanization, and has chosen it as the representative research object. This paper expounds the basic theories of the new urbanization, such as the cost and income of the new urbanization, and analyzes the current situation of the sharing of the benefits and the cost of the urbanization in Liaoning Province, and the main problems existing in the process. This paper designs a new model for measuring the income and cost of urbanization, expounds the principles and matters needing attention in the calculation of the model, and emphatically calculates the benefits and costs of the new type of urbanization, and compares them with those of the brotherly provinces and cities. This paper probes into the corresponding benefit-sharing and cost-sharing mechanisms, and finally supplements and studies other supporting mechanisms for the new-type urbanization. Through the analysis, it draws the following conclusions: first, the core problem of new-type urbanization is the calculation and sharing of the transformation cost. At the same time, it is necessary to calculate the "general ledger" through the elaboration of income; second, the costs and benefits of new urbanization are diversified, based on different classification criteria, there are explicit, implicit, long-term, medium- and short-term, and public. Third, the costs in the process of new urbanization are enormous, putting greater pressure on public finances and requiring the participation of governments, social organizations, enterprises and individual families at all levels to share the corresponding transformation costs. Fund sources should open wide channels, financial support, enterprise participation, personal burden, social organization support; 4th, support for new urbanization should also be pluralistic, to establish institutional support, financial support, financial support system.
