【摘要】：共享發(fā)展要求社會(huì)保障能夠有效促進(jìn)社會(huì)公平。借鑒亞當(dāng)斯公平理論模型,測(cè)算城鄉(xiāng)社會(huì)保障公平指數(shù),探尋影響城鄉(xiāng)社會(huì)保障公平性的因素,實(shí)證分析發(fā)現(xiàn):社會(huì)保障財(cái)政性支出是提高城鄉(xiāng)社會(huì)保障公平程度的首要因素;在政府財(cái)力有限情況下,創(chuàng)新社會(huì)保障籌資、給付機(jī)制是提高城鄉(xiāng)社會(huì)保障公平性的現(xiàn)實(shí)選擇;縮小城鄉(xiāng)恩格爾系數(shù)差距、提升常住人口城鎮(zhèn)化率是提高城鄉(xiāng)社會(huì)保障公平性的長(zhǎng)期戰(zhàn)略選擇。
[Abstract]:Sharing development requires that social security can effectively promote social fairness. Using Adams's fair theory model, the author calculates the urban and rural social security equity index, and explores the factors that affect the equity of urban and rural social security. The empirical analysis shows that the financial expenditure of social security is the primary factor to improve the fairness of social security in urban and rural areas, and the innovation of social security financing and payment mechanism is the realistic choice to improve the equity of social security in urban and rural areas under the condition of limited government financial resources. Narrowing the gap between urban and rural Engel's coefficient and increasing the urbanization rate of resident population are the long-term strategic choices to improve the equity of urban and rural social security.
