【摘要】：遼寧省和全國其他省份一樣,土地流轉(zhuǎn)作為進(jìn)一步展開農(nóng)業(yè)規(guī)模化、現(xiàn)代化的必要的路。土地流轉(zhuǎn)刺激農(nóng)村土地資源,發(fā)揮土地資源的最大效用,使得土地大規(guī)模經(jīng)營成為可能,促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化、規(guī)模化、現(xiàn)代化的發(fā)展。本文采用新農(nóng)村發(fā)展研究院調(diào)查數(shù)據(jù),并再此基礎(chǔ)上進(jìn)行二次分析,選取了遼寧省九個縣(市)作為研究對象。在此基礎(chǔ)上總結(jié)出遼寧省土地流轉(zhuǎn)存在的問題。土地流轉(zhuǎn)價格不合理無法引起農(nóng)民流轉(zhuǎn)興趣,流轉(zhuǎn)價格隨行就市無法體現(xiàn)土地的真正價值。流轉(zhuǎn)合同不規(guī)范,沒有官方的書面合同范文,因為合同引起的流轉(zhuǎn)糾紛屢禁不止。農(nóng)民對土地的固有觀念依然根深蒂固,土地可以給于農(nóng)民最基本生活保障。農(nóng)民受教育程度有待提高,低素質(zhì)的農(nóng)民通常無法把握土地流轉(zhuǎn)相關(guān)的法律法規(guī)以及行為規(guī)范。并給出了相應(yīng)的以下幾方面的解決對策。首先,農(nóng)村土地流轉(zhuǎn)市場是調(diào)節(jié)土地流轉(zhuǎn)價格的關(guān)鍵,也是一種完全考慮到了農(nóng)民意愿和保障了農(nóng)民權(quán)益的重點措施。其次,規(guī)范流轉(zhuǎn)行為,強化法律意識。推動土地普法強度,加強農(nóng)民法律知識。第三,完善社會保障體系,從思想上使得農(nóng)民土地流轉(zhuǎn)的思想更加開放。加強農(nóng)民對新形勢和新政策的認(rèn)知和了解,打破農(nóng)村消息閉塞狀態(tài),快速、穩(wěn)定的消息流通是土地流轉(zhuǎn)所必須的。第四點,發(fā)展農(nóng)村金融,降低農(nóng)村信貸門檻。農(nóng)村土地流轉(zhuǎn)對金融的需求非常劇烈,但是農(nóng)業(yè)金融卻發(fā)展緩慢。最后,發(fā)展中介組織,與政府一同推動土地流轉(zhuǎn)過程。
[Abstract]:Like other provinces throughout the country, land circulation is a necessary way to further develop agricultural scale and modernization. Land circulation stimulates rural land resources and gives full play to the maximum utility of land resources. Making large-scale land management possible, promoting the development of agricultural industrialization, scale and modernization. This paper adopts the survey data of the New Rural Development Research Institute, and then carries on the secondary analysis on this basis. Selected nine counties (cities) of Liaoning Province as the research object. On this basis, summed up the problems of land circulation in Liaoning Province. The circulation price does not reflect the real value of the land. The circulation contract is not standardized, there is no official written contract model, because the contract caused by the circulation dispute repeatedly prohibited. Farmers' inherent concept of the land is still deep-rooted. Land can provide farmers with the most basic living security. Farmers' education needs to be improved. The low quality farmers are usually unable to grasp the laws and regulations related to the land circulation and the rules of conduct. The corresponding countermeasures are given in the following aspects. First of all, the rural land circulation market is the key to regulate the land transfer price. It is also a key measure that fully takes into account the wishes of farmers and guarantees their rights and interests. Secondly, we should standardize circulation behavior, strengthen legal awareness, promote the intensity of land law popularization and strengthen peasants' legal knowledge. Third, we should improve the social security system. From the ideological point of view, it makes farmers' land circulation more open, strengthens farmers' understanding and understanding of the new situation and new policies, breaks the rural information block, and the rapid and stable information circulation is necessary for the land circulation. Developing rural finance and lowering the threshold of rural credit. The demand for finance in rural land circulation is very intense, but the agricultural finance is developing slowly. Finally, the development of intermediary organizations, together with the government to promote the land transfer process.
