【摘要】：社會保險是一個國家或地區(qū)社會保障制度的重要組成部分,是公民生存權(quán)的重要保障。公民因退休、生病、失業(yè)、傷殘而需要資金支出時,社會保險會為其提供較為穩(wěn)定的收入來源,以滿足其基本生存需求。社會保險對于促進經(jīng)濟發(fā)展、維護社會穩(wěn)定、保持社會公平具有重要作用,并對于我國構(gòu)建社會主義和諧社會具有十分重要的意義。中國共產(chǎn)黨在2012年召開的第十八次全國代表大會上強調(diào),“十二五”時期我們要建立并完善社會公平保障體系,基本實現(xiàn)社會保障全民覆蓋和全國社會保障制度一體化,提出社會保險要堅持廣覆蓋、�；鶎�、多層次、可持續(xù)的基本方針,要實現(xiàn)社會保障制度基本完善,體系比較健全,覆蓋范圍進一步擴大,保障水平穩(wěn)步提高,歷史遺留問題基本得到解決,為全面建設(shè)小康社會提供水平適度、持續(xù)穩(wěn)定的社會保障網(wǎng)。社會保險目的是為提高公民在生產(chǎn)生活中的抗風險能力,使公民生活保障的需求得到滿足,維護社會競爭起點的相對公平,促進整個社會的文明進步。社會保險對于社會公平正義的追求體現(xiàn)了社會主義和諧社會的核心價值取向。因此,社會保險是社會穩(wěn)定、國家長治久安的重要保證,是社會主義和諧社會的應(yīng)有之義,其與社會和諧發(fā)展有著密不可分的關(guān)系。隨著云南省城鎮(zhèn)化、人口老齡化、就業(yè)方式多樣化程度的加深,云南省社會保險體系建設(shè)面臨著諸多挑戰(zhàn)。盡管云南省社會保障事業(yè)的發(fā)展取得了較大的成效,但仍舊存在著社會保險基金管理體制不健全、社會保險制度不完善等問題,這些問題嚴重阻礙了云南社會保障事業(yè)的發(fā)展。因此為了促進云南社會保險制度的完善與社會保險管理效率的提高,科學(xué)地、定量地分析云南省社會保險的績效很有必要。本文首先從云南省社會保險的發(fā)展歷程、參保情況和社會保險基金的運行情況三個方面,介紹云南省社會保險的發(fā)展狀況。其次運用超效率數(shù)據(jù)包絡(luò)分析模型(DEA模型)對云南省的社會保險績效進行評價,分析云南省社會保險績效的三個影響因素,分別是經(jīng)濟發(fā)展水平、社會保險制度建設(shè)、社會保險管理水平。最后提出提高云南省的社會保險績效的五點對策,分別為加快城鄉(xiāng)社會保險體系一體化建設(shè)、完善社會保險制度、提高相關(guān)部門社會保險管理與經(jīng)辦能力、加強政府對社會保險基金監(jiān)管和審計力度和加強社會保險法制建設(shè)力度。
[Abstract]:Social insurance is an important part of the social security system of a country or region, and an important guarantee of citizens' right to live. When citizens need funds to spend because of retirement, illness, unemployment and disability, Social insurance provides them with a relatively stable source of income to meet their basic subsistence needs. Social insurance plays an important role in promoting economic development, maintaining social stability and maintaining social equity. At the 18th National Congress held on 2012, the Communist Party of China emphasized that we should establish and perfect the social equity guarantee system during the 12th Five-Year Plan period. To basically achieve universal coverage of social security and the integration of the national social security system, it is proposed that social insurance should adhere to the basic policy of broad coverage, grass-roots, multi-level and sustainable coverage, and that the social security system should be basically perfected and the system relatively sound. The coverage has been further expanded, the level of support has been steadily raised, and problems left over from history have been basically solved, providing an appropriate level for building a well-to-do society in an all-round way. The purpose of social insurance is to improve citizens' ability to resist risks in production and life, to satisfy the needs of citizens' livelihood security, and to safeguard the relative fairness of the starting point of social competition. The pursuit of social equity and justice in social insurance embodies the core value orientation of a harmonious socialist society. Therefore, social insurance is an important guarantee of social stability and the long-term stability of the country. It has a close relationship with the harmonious development of the society. With the urbanization of Yunnan Province, the aging population, the degree of diversification of employment, the deepening of the degree of employment, The construction of social insurance system in Yunnan Province is facing many challenges. Although the development of social security in Yunnan Province has made great achievements, there are still some problems such as imperfect management system of social insurance fund and imperfect social insurance system. These problems have seriously hindered the development of social security in Yunnan. Therefore, in order to promote the improvement of social insurance system and the efficiency of social insurance management in Yunnan, It is necessary to quantitatively analyze the performance of social insurance in Yunnan Province. Firstly, this paper discusses the development of social insurance in Yunnan Province, the situation of social insurance participation and the operation of social insurance fund. This paper introduces the development of social insurance in Yunnan Province. Secondly, it evaluates the social insurance performance of Yunnan Province by using the super-efficiency data envelopment analysis model and DEA model, and analyzes the three influencing factors of social insurance performance in Yunnan Province. They are the level of economic development, the construction of social insurance system and the level of management of social insurance. Finally, five countermeasures to improve the performance of social insurance in Yunnan Province are put forward, respectively, for speeding up the integration of urban and rural social insurance system. We will improve the social insurance system, improve the ability of the relevant departments to manage and handle social insurance, strengthen the government's supervision and auditing of social insurance funds, and strengthen the construction of the social insurance legal system.
