【摘要】：城鎮(zhèn)化是社會發(fā)展進步的必經(jīng)之路,城鎮(zhèn)的發(fā)展不僅是經(jīng)濟問題,也涉及到社會、人口、生態(tài)、文化等多方面問題。我國的城鎮(zhèn)化自新中國成立后開始,經(jīng)歷了一個曲折發(fā)展的過程。當前,我國城鎮(zhèn)化水平處于加速發(fā)展時期,開始了由傳統(tǒng)城鎮(zhèn)化向新型城鎮(zhèn)化轉(zhuǎn)變的過程,經(jīng)濟發(fā)展方式由粗放型向集約型轉(zhuǎn)變,產(chǎn)業(yè)結(jié)構(gòu)向第三產(chǎn)業(yè)服務(wù)業(yè)傾斜,更加注重生態(tài)環(huán)境保護,更加重視社會保障政策落實。但是新型城鎮(zhèn)化的發(fā)展還存在很多問題,面臨諸多挑戰(zhàn)。經(jīng)濟發(fā)展動力不足,城鄉(xiāng)發(fā)展不平衡,人口向城市集中的過程會造成城市交通擁堵、環(huán)境污染、人口流動大帶來的戶籍管理、農(nóng)民工難落戶城鎮(zhèn)、跨城區(qū)的社會保障體系不健全等一系列問題,都是影響新興城鎮(zhèn)化發(fā)展質(zhì)量的問題。因此,增強經(jīng)濟發(fā)展后勁、促進產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級、推進戶籍制度改革、完善社會保障體系、搞好生態(tài)環(huán)境保護、促進統(tǒng)籌城鄉(xiāng)一體化發(fā)展,這些都是新興城鎮(zhèn)化發(fā)展必須要盡快解決的問題。本文在總結(jié)相關(guān)理論研究的基礎(chǔ)上,從新型城鎮(zhèn)化發(fā)展的現(xiàn)狀調(diào)查和問題癥結(jié)分析著手,對舒城縣新型城鎮(zhèn)化的發(fā)展路徑做了探索。全文共六章,前兩章介紹了新型城鎮(zhèn)化的背景、國內(nèi)外研究動態(tài)以及城鎮(zhèn)化的相關(guān)概念和理論依據(jù),第三章開始,以舒城縣個案為切入點,調(diào)查了舒城縣城鎮(zhèn)化發(fā)展當前的狀況,通過數(shù)據(jù)分析總結(jié)歸納了其發(fā)展過程中存在的問題癥結(jié),并分析了問題出現(xiàn)的原因。同時，從舒城實際縣情出發(fā),提出了新型城鎮(zhèn)化發(fā)展的總體思路和一系列具體措施方法,為當?shù)匦屡d城鎮(zhèn)化建設(shè)提供可能的借鑒對策。
[Abstract]:Urbanization is the only way for social development and progress. The development of cities and towns is not only an economic issue, but also involves social, demographic, ecological, cultural and other issues. China's urbanization began after the founding of New China. At present, the level of urbanization in our country is in a period of accelerated development, which has begun the process of transforming from traditional urbanization to new type of urbanization, and the mode of economic development has changed from extensive type to intensive type. The industrial structure tilted towards the tertiary industry service industry, paying more attention to the protection of the ecological environment and the implementation of social security policies. However, there are still many problems and challenges in the development of new urbanization. The unbalanced development of urban and rural areas, the process of population concentration in cities will cause a series of problems, such as urban traffic congestion, environmental pollution, household registration management brought by large population mobility, difficulties for migrant workers to settle in cities and towns, imperfect social security system across urban areas, and so on. These are problems that affect the quality of the development of emerging urbanization. Therefore, to strengthen the economic development stamina, to promote the transformation and upgrading of industrial structure, to promote the reform of the household registration system, to perfect the social security system, and to do a good job in protecting the ecological environment, To promote the overall development of urban and rural integration, these are problems that must be solved as soon as possible in the development of emerging urbanization. This paper, on the basis of summarizing the relevant theoretical research, begins with the investigation of the current situation and the crux of the problem of the development of new urbanization. This paper explores the development path of new urbanization in Shucheng County. The first two chapters introduce the background of new urbanization, the research trends at home and abroad as well as the related concepts and theoretical basis of urbanization. The third chapter begins, Taking the case of Shucheng County as the starting point, this paper investigates the current situation of the urbanization development in Shucheng County, sums up and summarizes the crux of the problems existing in the process of its development through data analysis, and analyzes the causes of the problems. Based on the actual county situation of Shucheng, this paper puts forward the general idea and a series of concrete measures for the development of new urbanization, and provides possible reference countermeasures for the construction of local new urbanization.
