【摘要】：黨的十八屆三中全會明確提出:“完善發(fā)展成果考核評價(jià)體系,糾正單純以經(jīng)濟(jì)增長速度評定政績的偏向,加大資源消耗、環(huán)境損害、生態(tài)效益、產(chǎn)能過剩、科技創(chuàng)新、安全生產(chǎn)、新增債務(wù)等指標(biāo)的權(quán)重,更加重視勞動就業(yè)、居民收入、社會保障、人民健康狀況”的要求,昆明市多年來一直重視對工業(yè)園區(qū)發(fā)展績效的考核,并將其納入縣(市)區(qū)考核評價(jià)體系統(tǒng)一考評,但其考核指標(biāo)的設(shè)置主要偏向于對園區(qū)經(jīng)濟(jì)發(fā)展的評價(jià),一定程度上引導(dǎo)并促進(jìn)了工業(yè)園區(qū)經(jīng)濟(jì)的加快發(fā)展,但由于指標(biāo)設(shè)置過度重視對經(jīng)濟(jì)指標(biāo)的考核,導(dǎo)向作用存在片面性,也制約了工業(yè)園區(qū)的科學(xué)發(fā)展。至今,昆明市工業(yè)園區(qū)依然存在工業(yè)產(chǎn)業(yè)同質(zhì)化嚴(yán)重、基礎(chǔ)設(shè)施配套水平低、產(chǎn)業(yè)集群程度不深、工業(yè)用地產(chǎn)出效率不高、資源浪費(fèi)、環(huán)境破壞等問題。在此情況下,如何建立更為有效的工業(yè)園區(qū)考核評價(jià)指標(biāo)體系,關(guān)系到昆明工業(yè)園區(qū)能否在新的時(shí)期,順應(yīng)發(fā)展趨勢,順利實(shí)現(xiàn)轉(zhuǎn)型提質(zhì)發(fā)展,同時(shí)也是當(dāng)前工業(yè)園區(qū)管理部門必須解決的一項(xiàng)重要課題。本文結(jié)合昆明市工業(yè)園區(qū)發(fā)展和考核評價(jià)現(xiàn)狀,總結(jié)分析當(dāng)前園區(qū)發(fā)展和考核評價(jià)過程中存在的問題,借鑒國內(nèi)外對工業(yè)園區(qū)考核評價(jià)的經(jīng)驗(yàn),系統(tǒng)構(gòu)建了昆明市工業(yè)園區(qū)考核評價(jià)指標(biāo)體系,并采用層次分析法(ATP)對評價(jià)指標(biāo)進(jìn)行了科學(xué)賦權(quán),確定了計(jì)分方法,進(jìn)行了實(shí)證分析檢驗(yàn),文章最后還提出了考核評價(jià)實(shí)施的對策建議。其研究對于正確引導(dǎo)工業(yè)園區(qū)發(fā)展方向,科學(xué)評價(jià)工業(yè)園區(qū)發(fā)展水平,為管理者研究制定昆明市工業(yè)園區(qū)發(fā)展戰(zhàn)略和政策措施,促進(jìn)工業(yè)園區(qū)轉(zhuǎn)型升級發(fā)展具有一定的指導(dǎo)的意義。
[Abstract]:The third Plenary session of the 18 CPC Central Committee clearly put forward the following: "perfect the evaluation system of development achievements, correct the bias of evaluating political achievements solely at the rate of economic growth, increase the consumption of resources, damage to the environment, ecological benefits, overcapacity, scientific and technological innovation," The weight of such indicators as safety in production, new debts, and more emphasis on labor and employment, residents' income, social security, and people's health. "Kunming has been paying attention to the evaluation of the performance of the development of industrial parks for many years," he said. And it is integrated into the system of appraisal and evaluation of county (city) districts, but the setting of the assessment index is mainly biased towards the evaluation of the development of the park economy, which to a certain extent guides and promotes the accelerated development of the industrial park economy. However, due to the excessive emphasis on the assessment of economic indicators in the setting of indicators, there is a one-sidedness in the guiding role, which also restricts the scientific development of industrial parks. Until now, there is still a serious homogenization of industrial industries in industrial parks in Kunming. The level of infrastructure is low, the degree of industrial cluster is not deep, the efficiency of industrial land output is not high, the resource is wasted, the environment is destroyed and so on. In this case, how to establish a more effective evaluation index system of industrial park, Whether the Kunming Industrial Park can adapt to the trend of development in the new period and realize the transformation and quality development smoothly, At the same time, it is also an important subject that must be solved by the management department of the industrial park at present. This paper summarizes and analyzes the problems existing in the process of the development and assessment of the industrial park in Kunming, in the light of the present situation of the development and assessment of the industrial park. Based on the experience of assessment and evaluation of industrial parks at home and abroad, the evaluation index system of Kunming industrial park is systematically constructed, and the evaluation index is scientifically empowered by using the analytic hierarchy process (AHP), and the scoring method is determined. Finally, the paper puts forward the countermeasures and suggestions for the implementation of the assessment and evaluation. Its research is aimed at correctly guiding the development direction of the industrial park and scientifically evaluating the development level of the industrial park. It is of guiding significance for managers to study and formulate the development strategy and policy measures of Kunming Industrial Park and to promote the transformation and upgrading of the Industrial Park.
