【摘要】：我國(guó)自改革開(kāi)放之后,經(jīng)濟(jì)呈現(xiàn)較快增速,群眾的物質(zhì)文化生活水平得到極大的提高。而面對(duì)經(jīng)濟(jì)全球化,各國(guó)的金融危機(jī)已不可能是一個(gè)國(guó)家的危機(jī)了,將關(guān)系到每個(gè)國(guó)家。為了應(yīng)對(duì)突如其來(lái)的金融危機(jī),各國(guó)必須構(gòu)建完善的經(jīng)濟(jì)體制,從而使得本國(guó)經(jīng)濟(jì)實(shí)現(xiàn)平穩(wěn)快速發(fā)展。我國(guó)一直以來(lái)是貿(mào)易的逆差國(guó),出口大于進(jìn)口,國(guó)內(nèi)居民的消費(fèi)需求明顯不足。而消費(fèi)作為拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的三大動(dòng)力之一,其在我國(guó)經(jīng)濟(jì)成長(zhǎng)中的地位已不能被忽視。對(duì)于安徽省人口截止到2015年,常住有6143.6萬(wàn),而農(nóng)村達(dá)到3041.1萬(wàn)占全省總?cè)丝跀?shù)的近50%。截止到2014年底,安徽省居民人均消費(fèi)狀況是,農(nóng)村是6994元,城鎮(zhèn)是12944元,后者是前者的2.75倍。兩者相對(duì)比,明顯看出農(nóng)村消費(fèi)需求不足,因此促進(jìn)農(nóng)村居民增加消費(fèi)支出顯得尤其重要。農(nóng)村居民消費(fèi)水平低其原因主要在于農(nóng)民增收困難、醫(yī)療等社會(huì)保障體系不完備和農(nóng)民住戶所處地理環(huán)境等。針對(duì)以上原因解決農(nóng)村居民消費(fèi)不足的方法就是完善農(nóng)村的社會(huì)保障體系、增加農(nóng)民收入和改良農(nóng)村居民所處環(huán)境,農(nóng)村的許多建設(shè)是屬于公共產(chǎn)品這都依賴財(cái)政的支持。因此,研究安徽省財(cái)政支農(nóng)支出作用于農(nóng)村居民消費(fèi)的狀況,不僅能夠檢驗(yàn)支農(nóng)財(cái)政政策效果,更能為以后財(cái)政支農(nóng)的調(diào)整提供參考,有利于充分發(fā)揮財(cái)政對(duì)農(nóng)村發(fā)展的貢獻(xiàn)率。本文首先,對(duì)海內(nèi)外的關(guān)于財(cái)政支農(nóng)對(duì)居民消費(fèi)作用的探索近況作出概括介紹;其次,論述消費(fèi)理論內(nèi)容、政府干預(yù)經(jīng)濟(jì)方面理論發(fā)展進(jìn)程、對(duì)居民消費(fèi)存在有作用的財(cái)政政策,和這些政策的作用機(jī)理和政策對(duì)農(nóng)村居民消費(fèi)的遞推過(guò)程機(jī)理;之后,對(duì)安徽省財(cái)政支農(nóng)支出現(xiàn)狀及農(nóng)村居民消費(fèi)近況介紹;然后,通過(guò)前面的理論和現(xiàn)狀的論述,本文建立多元線性回歸模型,選取1990年到2014年安徽省財(cái)政支農(nóng)支出和農(nóng)村居民消費(fèi)的數(shù)據(jù)并進(jìn)行必要的數(shù)據(jù)處理程序,再分別利用財(cái)政支農(nóng)支出總量對(duì)居住于農(nóng)村的居民消費(fèi)作用情況,及財(cái)政支農(nóng)支出構(gòu)成分項(xiàng)對(duì)其的作用情況,這兩方面進(jìn)行模型計(jì)量闡述。得出安徽省農(nóng)村居民,其收入對(duì)其消費(fèi)具有拉上作用,安徽省財(cái)政支出中用于支農(nóng)的總額,及支農(nóng)支出各構(gòu)成項(xiàng)中的農(nóng)村投資性支出項(xiàng)對(duì)安徽省其消費(fèi)均存在擠入效應(yīng);最后,通過(guò)財(cái)政支農(nóng)支出和農(nóng)村居民消費(fèi)近況分析和實(shí)證分析,發(fā)現(xiàn)關(guān)于安徽省財(cái)政在支農(nóng)支出上和安徽省農(nóng)村居民消費(fèi)方面所存在得現(xiàn)實(shí)問(wèn)題。且針對(duì)于所發(fā)現(xiàn)的問(wèn)題,本文分別從穩(wěn)定擴(kuò)展財(cái)政支農(nóng)支出范圍、提升財(cái)政支農(nóng)所用資金運(yùn)用效率、農(nóng)村居民收入穩(wěn)定增加及改善農(nóng)村群眾消費(fèi)環(huán)境等方面給予關(guān)于安徽省財(cái)政支農(nóng)支出促進(jìn)農(nóng)村居民消費(fèi)支出增長(zhǎng)的實(shí)質(zhì)性建議,從而促進(jìn)我省于農(nóng)村消費(fèi)規(guī)模不斷擴(kuò)大。
[Abstract]:Since the reform and opening up, the economy has been growing rapidly, and the material and cultural living standards of the masses have been greatly improved. However, in the face of economic globalization, the financial crisis of various countries can no longer be a national crisis. In order to deal with the sudden financial crisis, all countries must build a perfect economic system so that their economy can achieve stable and rapid development. China has always been a trade deficit country. Exports are larger than imports, and the consumption demand of domestic residents is obviously insufficient. Consumption is one of the three driving forces to stimulate economic growth. Its status in China's economic growth can no longer be ignored. As of 2015, the population of Anhui Province has a permanent residence of sixty-one million four hundred and thirty-six thousand. By end of 2014, the per capita consumption of Anhui residents was 6994 yuan in rural areas and 12944 yuan in towns. The latter is 2.75 times of the former. Therefore, it is particularly important to promote rural residents to increase their consumption expenditure. The main reason for the low level of rural residents' consumption lies in the difficulty of increasing farmers' income. Medical and other social security system is not complete and farmers live in the geographical environment and so on. To solve the problem of insufficient consumption of rural residents is to improve the rural social security system. To increase farmers' income and improve the environment of rural residents, many rural construction belongs to public goods which depend on the financial support. It can not only test the effect of supporting agriculture fiscal policy, but also provide a reference for the adjustment of financial support to agriculture in the future, and help to give full play to the contribution of finance to rural development. First of all, this paper. This paper gives a brief introduction to the current situation of the exploration on the role of fiscal support for agriculture to the consumption of residents at home and abroad. Secondly, it discusses the content of consumption theory, government intervention in the development of economic aspects of the process of theoretical development, consumer consumption has a role in the fiscal policy. And the function mechanism of these policies and the recursive process mechanism of the policies to rural residents' consumption; After that, the paper introduces the current situation of financial support for agriculture in Anhui Province and the current situation of rural residents' consumption. Then, through the previous theory and the current situation discussion, this paper establishes the multivariate linear regression model. From 1990 to 2014, the data of Anhui Province's fiscal support for agriculture and rural residents' consumption were selected and the necessary data processing procedures were carried out. And then the use of the total amount of financial support for agriculture to live in the rural residents of the role of consumption, and the composition of financial expenditure on the role of agriculture. It is concluded that the income of rural residents in Anhui Province plays an important role in their consumption, and the total amount of financial expenditure in Anhui Province is used to support agriculture. And the rural investment expenditure items in each component item of supporting agriculture expenditure have the crowding effect on the consumption of Anhui Province; Finally, through the financial support for agriculture expenditure and rural residents consumption situation analysis and empirical analysis. We find that there are some practical problems on the expenditure of supporting agriculture in Anhui Province and the consumption of rural residents in Anhui Province. And in view of the problems found, this paper expands the scope of expenditure of fiscal support for agriculture from a stable perspective. Improve the efficiency of the use of financial funds to support agriculture. The steady increase of rural residents' income and the improvement of the consumption environment of rural residents were given substantive suggestions on Anhui Province's fiscal expenditure to support agriculture and promote the growth of rural residents' consumption expenditure. In order to promote our province in the rural consumption scale continues to expand.
