【摘要】：在蒙古經(jīng)濟不斷的提高之下國民的思想也有了大幅度的提高,兒童在社會中的地位也隨之提高。而其中,是最脆弱、最艱苦的群體,社會福利和社會救援首要關(guān)注孤兒和殘疾兒童。所以現(xiàn)如今兒童福利制度改革是必然的,其中,深入研究兒童福利制度,創(chuàng)新兒童福利制度成為了社會保障話題中最重要的內(nèi)容之一。兒童福利的發(fā)展是世界各國都會面臨的一個問題,發(fā)展兒童社會福利需要嚴(yán)謹(jǐn)全面的理論基礎(chǔ)和實際應(yīng)用的支持。蒙古國是一個發(fā)展中國家,經(jīng)濟和其他大國比較較為落后。但是在兒童福利方面發(fā)展的比較迅速。蒙古國兒童福利政策主要是保護兒童的合法權(quán)力和身心健康,促進(jìn)兒童的正常成長與發(fā)展,使他們可以接受到良好的教育。但是在兒童福利事業(yè)的發(fā)展過程中,仍會面臨很多嚴(yán)峻的問題,只有解決了這些問題,蒙古國的兒童福利事業(yè)才能更好地發(fā)展。本篇論文從蒙古國兒童福利利益觀念開始著手,對蒙古國的兒童福利制度的發(fā)展歷史進(jìn)行了回首并梳理,并對蒙古國兒童福利制度的近況進(jìn)行剖析,結(jié)合美國、俄羅斯與中國等國兒童福利制度的經(jīng)歷和成績,比較上述各國之間兒童福利政策。并在這個基礎(chǔ)上,對蒙古國兒童福利制度的發(fā)展趨勢進(jìn)行研究,期望可以對蒙古國的兒童福利事業(yè)的發(fā)展起到一定好的作用。
[Abstract]:With the continuous improvement of Mongolian economy, the national ideology has also been greatly improved, and the status of children in society has also increased, and among them, it is the most vulnerable and the most difficult group. Social welfare and social assistance focus primarily on orphans and disabled children. Therefore, the reform of the child welfare system is inevitable, among which, in-depth study of the child welfare system. The innovation of child welfare system has become one of the most important contents in the topic of social security. The development of child welfare is a problem that every country in the world will face. The development of children's social welfare requires rigorous and comprehensive theoretical basis and practical application support. Mongolia is a developing country. Economic and other large countries are relatively backward. But the development of child welfare is relatively rapid. Mongolia's child welfare policy mainly focuses on the protection of children's legitimate rights and physical and mental health. To promote the normal growth and development of children so that they can receive a good education, but in the development of child welfare, there will still be a lot of serious problems, only to solve these problems. This paper begins with the concept of Mongolian child welfare interests and reviews the development history of Mongolian child welfare system. This paper also analyzes the recent situation of Mongolian child welfare system, and compares the child welfare policies among the countries mentioned above on the basis of the experiences and achievements of the United States, Russia and China. The research on the development trend of Mongolian child welfare system is expected to play a good role in the development of Mongolian child welfare.
