【摘要】：農(nóng)村富余勞動(dòng)力逐步轉(zhuǎn)向第二、三產(chǎn)業(yè),農(nóng)民轉(zhuǎn)變?yōu)楫a(chǎn)業(yè)工人、轉(zhuǎn)變?yōu)槌擎?zhèn)市民,是世界工業(yè)化和城市化發(fā)展的客觀規(guī)律。當(dāng)前,我國(guó)農(nóng)民工人數(shù)已達(dá)二三產(chǎn)業(yè)從業(yè)人員的一半以上,是工人階級(jí)的重要組成部分,其中上世紀(jì)8 0年代后出生的新生代農(nóng)民工已成為農(nóng)民工的主體。居住作為農(nóng)名工進(jìn)入城市的第一關(guān),是農(nóng)民工融入城市社會(huì)、完成農(nóng)民向市民轉(zhuǎn)化的關(guān)鍵一環(huán),是農(nóng)民工市民化的基礎(chǔ)性工程。但是由于我國(guó)農(nóng)民工住房保障體系的欠缺,制度性的壁壘,農(nóng)民工自身不足等因素,農(nóng)民工還普遍生活在沒(méi)有固定居所、住房簡(jiǎn)陋擁擠、治安隱患突出、公共服務(wù)提供不足等令人擔(dān)憂(yōu)的環(huán)境之下,使得關(guān)系農(nóng)民工生存的住房保障問(wèn)題凸顯,農(nóng)民工城市住房問(wèn)題逐漸成為政府關(guān)注的焦點(diǎn)。本文基于實(shí)地調(diào)研數(shù)據(jù),了解湖北省農(nóng)民工城市住房保障狀況,綜合運(yùn)用各種理論,以政府在農(nóng)民工城市住房保障中的角色定位和責(zé)任承擔(dān)為依托,在國(guó)內(nèi)外專(zhuān)家學(xué)者研究成果的基礎(chǔ)上,進(jìn)行系統(tǒng)性的探索,以期為政府解決農(nóng)民工城市住房保障問(wèn)題提供一份學(xué)術(shù)貢獻(xiàn)。本文研究依循"現(xiàn)狀的分析→問(wèn)題的提出→理論的選擇_→經(jīng)驗(yàn)借鑒_→對(duì)策的構(gòu)建"的基本思路謀篇布局。第一部分為緒論。主要內(nèi)容包括本文的選題背景和研究意義,國(guó)內(nèi)外相關(guān)研究綜述及述評(píng),本文的研究方法、結(jié)構(gòu)、創(chuàng)新與不足等。第二部分為相關(guān)概念界定與理論概述。主要內(nèi)容包括農(nóng)民工、住房保障等相關(guān)概念縷析,公民權(quán)的理論內(nèi)涵及與農(nóng)民工住房保障的相關(guān)性分析,福利多元主義和社會(huì)保障公平等基礎(chǔ)性理論。第三部分為湖北省農(nóng)民工住房保障現(xiàn)狀及存在問(wèn)題。湖北省農(nóng)民工住房保障的現(xiàn)行做法有棚戶(hù)區(qū)改造、公共租賃房供給、繳納住房公積金、實(shí)施共有產(chǎn)權(quán)房等。其存在的主要問(wèn)題體現(xiàn)在:住房保障政策宣傳不夠,普及度低;住房保障的供給模式單一,供需不對(duì)等;住房保障的建設(shè)和管理主體缺位;住房保障的監(jiān)督管理體系不完善;政府財(cái)政資金有限,投入不足;運(yùn)行機(jī)制不完善,侵蝕住房保障的公平性。第四部分為解決農(nóng)民工住房保障問(wèn)題的阻礙因素。基于第二部分的現(xiàn)狀分析和問(wèn)題發(fā)現(xiàn),追本溯源探究制約農(nóng)民工住房保障問(wèn)題解決的制度性、政策性、社會(huì)性和個(gè)體性因素,其中最重要的是"戶(hù)—權(quán)"分離的戶(hù)籍制度和城鄉(xiāng)二元的社會(huì)保障制度。第五部分為國(guó)內(nèi)外低收入群體住房保障實(shí)踐及啟示。該部分總結(jié)了國(guó)外典型國(guó)家解決低收入群體住房保障的實(shí)踐和我國(guó)典型城市的住房保障政策實(shí)踐,在此基礎(chǔ)上,歸納出上述住房保障實(shí)踐對(duì)解決當(dāng)前農(nóng)民工住房保障問(wèn)題的經(jīng)驗(yàn)啟示。第六部分為農(nóng)民工住房保障改善的公共政策支持。通過(guò)確定住房保障政策的目標(biāo)和原則,構(gòu)建了農(nóng)民工住房保障改善的政策支持體系。其主要內(nèi)容包括:加大住房保障政策的宣傳力度,提高政策透明度;發(fā)展多元化的住房保障方式,滿(mǎn)足多樣化的保障需求;成立獨(dú)立的專(zhuān)門(mén)的管理機(jī)構(gòu),落實(shí)住房保障的責(zé)任;制定有關(guān)農(nóng)民工住房保障的法律法規(guī),提高住房保障的監(jiān)督水平;拓寬保障性資金的融資渠道,發(fā)展有效的金融;優(yōu)化保障性住房運(yùn)行機(jī)制,實(shí)現(xiàn)住房保障的公平性。
[Abstract]:The rural surplus labor force gradually turned to the second, third industry, farmers into industrial workers, change into the citizen, is the objective law of world industrialization and city development. At present, more than half of the number of migrant workers in China has reached two or three employees of the industry, is an important part of the working class, one of the last century was born in 80s after the new generation of migrant workers has become the subject of migrant workers. The first living as farmers work in the city, migrant workers into the city is a key part of society, to complete the transformation from farmer to citizen, is a basic project of migrant workers' citizenization. But due to the lack of migrant workers housing security system in our country, institutional barriers, factors such as lack of migrant workers, migrant workers also generally live in no fixed residence, poor housing crowded, security risks outstanding, under the lack of public services concern environment, So the housing problem between migrant workers living prominent city housing problems of migrant workers has become the focus of attention of the government. This paper based on the field survey data, understanding of migrant workers in Hubei province city housing security situation, comprehensive use of various theories, with the government and responsible role in city housing security of migrant workers take as the basis, based on the results at home and abroad experts and scholars on the exploration system, in order to provide an academic contribution to the city government to solve the problem of migrant workers housing security. This study was based on the "analysis of the present situation, the problem and theory choice _ experience, _ - Countermeasures construction of the basic idea of the layout. The first part is the introduction. The main contents include the background and significance of this paper, review and review of related research at home and abroad, the structure of this paper, research methods, innovations and shortcomings Etc. the second part is the definition of related concepts and theories. The main contents include migrant workers, housing security and other related concepts and analysis, theoretical analysis of the connotation of citizen rights and the correlation with migrant workers housing security, social security and welfare pluralism justice theory. The third part is the Hubei province migrant workers housing security situation and existing problems of current practices. The housing security of migrant workers in Hubei province shantytowns, public rental housing, to pay housing provident fund, the implementation of the total property room. The main problems reflected in the housing security policy publicity is not enough, low popularity; single housing supply mode, supply and demand is not equal; the lack of construction and management of the main housing security housing security; supervision and management system is not perfect; the limited fund of government investment is insufficient; the operation mechanism is not perfect, the fairness of the erosion of housing security. The fourth part is the obstacles to solve the housing problems of migrant workers. It is found that the analysis of present situation and problems of the second part explores the basis based on the institutional constraints, to solve the housing problems of migrant workers in the political, social and individual factors, the most important of which is "right" separation of the household registration system in urban and rural areas two yuan society security system. The fifth part is the domestic and foreign low-income housing guarantee practice and enlightenment. This part summarizes the typical foreign countries to solve the housing security practices of low-income housing safeguard and the typical city policy practice, on this basis, summarized the experience of housing security practice to solve the current problem of migrant workers housing security public policy. The sixth part is the improvement of migrant workers housing security support. By determining the objectives and principles of housing security policy, the construction of migrant workers housing To protect and improve the policy support system. The main contents include: increase housing security policies propaganda, improve the transparency of the policy; the diversified development of housing security, to meet the diverse security needs; the establishment of independent specialized management institutions, the implementation of housing security responsibilities; formulate relevant laws and regulations of housing security of migrant workers, improve the level of supervision of housing security; security funds to broaden the financing channels, the development of effective financial optimization; affordable housing operation mechanism, realize the fairness of housing security.
