【摘要】：隨著我國工業(yè)化與城市化腳步的加快,農(nóng)村剩余勞動力的數(shù)量逐年遞增,家庭聯(lián)產(chǎn)承包制給我國農(nóng)村經(jīng)濟發(fā)展帶來的局限性愈加明顯,小規(guī)模的經(jīng)營格局已經(jīng)無法滿足農(nóng)地資源利用效率進一步提高的要求,農(nóng)業(yè)適度規(guī)模經(jīng)營已成為農(nóng)業(yè)現(xiàn)代化發(fā)展的趨勢。因此,為了解決當前我國農(nóng)村土地耕種的困境,越來越多的農(nóng)村地區(qū)開始進行土地承包經(jīng)營權的流轉,以適應農(nóng)村生產(chǎn)力發(fā)展的要求,同時解決規(guī)模經(jīng)營對土地的需求。阿壩州汶川縣在經(jīng)歷2008年的特大地震后受到了社會各界的關注與援助,推動了當?shù)厣鐣?jīng)濟飛速發(fā)展與城鎮(zhèn)化的進程。但由于地處高原,農(nóng)地的稀缺性制約著汶川縣農(nóng)業(yè)進一步發(fā)展,因此如何更高效地利用農(nóng)地對推進當?shù)剞r(nóng)村經(jīng)濟的發(fā)展極為重要。本文從農(nóng)村土地承包經(jīng)營權流轉這一角度出發(fā),對國內外相關文獻進行梳理,對汶川縣進行實地走訪,通過收集調查問卷與實證研究,了解當?shù)剞r(nóng)村土地承包經(jīng)營權流轉主體意愿以及影響流轉的主要因素,并根據(jù)調查中發(fā)現(xiàn)的問題提出相關解決辦法。主要的研究內容和結論如下:(1)通過對問卷的數(shù)據(jù)整理發(fā)現(xiàn),農(nóng)戶以男性居多[1],文化水平多為初高中文化,大部分的農(nóng)民仍然以農(nóng)業(yè)生產(chǎn)銷售所得作為自己所有的經(jīng)濟來源。調查的農(nóng)戶中超過一半?yún)⑴c過土地承包經(jīng)營權的流轉,流轉主要發(fā)生在熟人之間,以口頭達成契約為主要形式,土地承包經(jīng)營權流轉的主要類型為耕地。近年來,汶川縣農(nóng)村土地承包經(jīng)營權流轉規(guī)模在不斷擴大。(2)對可能影響汶川縣農(nóng)村土地承包經(jīng)營權流轉的因素進行假設,并將收集的數(shù)據(jù)通過SPSS軟件進行分析,來驗證假設是否成立。得到的結論是:男性比女性更有流轉意愿;年齡越大越不愿意轉入土地;學歷越高流轉意愿越強;從事純農(nóng)業(yè)工作的農(nóng)戶流轉意愿較弱;以農(nóng)業(yè)收入為主要收入來源的農(nóng)戶流轉意愿不強烈;是否參加了社保對流轉意愿影響并不明顯;土地承包經(jīng)營權市場的發(fā)育情況影響著土地承包經(jīng)營權的流轉意愿;流轉年限越長,轉出意愿越弱;流轉是否通過有效的法律途徑對流轉意愿并沒有大的影響。(3)通過調查走訪發(fā)現(xiàn)汶川縣土地承包經(jīng)營權流轉存在流轉制度不健全,流轉市場不完善,農(nóng)戶主體地位缺失等問題。針對以上問題提出了建立健全法律法規(guī),創(chuàng)造良好的土地流轉外部環(huán)境,明確農(nóng)戶主體地位等建議。
[Abstract]:With the acceleration of industrialization and urbanization in China, the number of rural surplus labor is increasing year by year, and the limitations of household contract system on rural economic development are becoming more and more obvious. The small-scale management pattern can not meet the requirements of further improving the efficiency of agricultural land resource utilization, and the moderate scale management of agriculture has become the trend of agricultural modernization. In order to solve the current plight of rural land cultivation, more and more rural areas began to transfer the right to land contractual management to meet the needs of the development of rural productive forces. At the same time, to solve the demand for land in scale management. After the earthquake on 2008, Wenchuan County in Aba Prefecture has been paid attention and assistance from all walks of life. Promote the rapid development of local social economy and the process of urbanization, but because of the plateau, the scarcity of agricultural land restricts the further development of agriculture in Wenchuan County. Therefore, how to use agricultural land more efficiently is very important to promote the development of local rural economy. This article from the perspective of the transfer of rural land contractual management right to sort out the relevant literature at home and abroad. Through collecting questionnaire and empirical research, we can find out the main body's will and the main factors that influence the transfer of local rural land contractual management right. The main research contents and conclusions are as follows: 1) through the data analysis of the questionnaire, it is found that the majority of farmers are men. [The majority of farmers still take the income of agricultural production and sales as all their economic resources. More than half of the farmers surveyed have participated in the circulation of the right of land contract management. Circulation mainly takes place between acquaintances, mainly in the form of verbal contract, and the main type of land contractual management right transfer is cultivated land in recent years. Wenchuan County rural land contractual management right transfer scale is expanding. 2) the possible impact of Wenchuan County rural land contractual management rights transfer factors are hypothesized. The data collected was analyzed by SPSS software to verify the validity of the hypothesis. The conclusion is that men are more willing to flow than women; The older the age, the less willing to turn to land; The higher the academic background, the stronger the willingness to transfer; The peasant households engaged in pure agricultural work have weak willingness to transfer; Farmers with agricultural income as the main source of income transfer is not strong; Whether or not to participate in social security has no obvious effect on the circulation intention; The development of the land contract management right market affects the transfer intention of the land contract management right; The longer the years of circulation, the weaker the willingness to transfer; Whether the circulation through effective legal channels has no great impact on the transfer will. 3) through the investigation and visit found that Wenchuan County land contract management right transfer system is not perfect, circulation market is not perfect. In view of the above problems, the author puts forward some suggestions, such as establishing and perfecting laws and regulations, creating a good external environment for land circulation, and clarifying the principal position of farmers.
