【摘要】：“十二五”時(shí)期特別是黨的十八大以來(lái),是社會(huì)保險(xiǎn)制度改革力度最大、發(fā)展最迅速的時(shí)期。以增強(qiáng)公平性、適應(yīng)流動(dòng)性、保證可持續(xù)性為重點(diǎn),社會(huì)保險(xiǎn)制度已從城鎮(zhèn)擴(kuò)大到鄉(xiāng)村,從國(guó)有企業(yè)擴(kuò)大到各類(lèi)企業(yè),從就業(yè)群體擴(kuò)大到非就業(yè)或就業(yè)不穩(wěn)定的群體,我國(guó)已經(jīng)建立起世界上覆蓋人群最多的社會(huì)保險(xiǎn)計(jì)劃,覆蓋城鄉(xiāng)的社會(huì)保險(xiǎn)體系基本建立：社會(huì)保險(xiǎn)覆蓋范圍不斷擴(kuò)大,越來(lái)越多的群眾享有基本保障；社會(huì)保障水平穩(wěn)步提高,促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展成果共享。黨的十八大和十八屆三中全會(huì)明確提出,要推進(jìn)機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革和全面實(shí)施全民參保登記計(jì)劃。自此,我國(guó)社會(huì)保險(xiǎn)事業(yè)實(shí)現(xiàn)了從“碎片化”到“大一統(tǒng)”的跨越,社會(huì)保險(xiǎn)全覆蓋時(shí)代已經(jīng)開(kāi)啟。社會(huì)保險(xiǎn)管理服務(wù)體系(以下簡(jiǎn)稱(chēng)社保管理服務(wù)體系)是服務(wù)型政府的重要組成部分,是提供社會(huì)保險(xiǎn)公共服務(wù)的主要載體。完善社保管理服務(wù)體系建設(shè)是推進(jìn)社會(huì)保障體系建設(shè)的重要內(nèi)容,是加強(qiáng)社會(huì)管理、推進(jìn)基本公共服務(wù)均等化的客觀要求,是改善民生、提升百姓福祉的必備條件。目前,隨著社會(huì)保險(xiǎn)制度改革的推進(jìn),社保管理服務(wù)體系建設(shè)在組織體系建立、基本公共服務(wù)網(wǎng)絡(luò)建設(shè)、管理服務(wù)手段和服務(wù)保障功能方面取得了重要進(jìn)展,但與社會(huì)保障制度建設(shè)和人民群眾的需求相比還有較大的差距,同時(shí)隨著落實(shí)中央保障和改善民生要求、全面貫徹實(shí)施社會(huì)保險(xiǎn)法,社會(huì)保障事業(yè)必將加速發(fā)展,對(duì)管理服務(wù)機(jī)構(gòu)的服務(wù)理念、管理手段和管理能力提出了新的挑戰(zhàn)。當(dāng)前及今后一個(gè)時(shí)期,圍繞建立覆蓋城鄉(xiāng)居民的社會(huì)保障體系目標(biāo),不斷完善管理服務(wù)體制和機(jī)制,全面提升管理服務(wù)能力和水平,加強(qiáng)建立起適合我國(guó)國(guó)情、可持續(xù)發(fā)展的社保管理服務(wù)體系意義重大,刻不容緩。本文全面、系統(tǒng)的介紹我國(guó)社保管理服務(wù)體系的發(fā)展歷程和現(xiàn)狀,通過(guò)對(duì)國(guó)內(nèi)外社會(huì)保險(xiǎn)管理服務(wù)體系建設(shè)典型模式的分析,全面總結(jié)我國(guó)現(xiàn)行社會(huì)保險(xiǎn)管理服務(wù)體系存在的突出問(wèn)題和成因,最后提出在社會(huì)保險(xiǎn)全民覆蓋背景下我國(guó)社保管理服務(wù)體系建設(shè)的基本原則、對(duì)策建議。
[Abstract]:The period of the 12th Five-Year Plan, especially since the 18 National Congress of the Party, is the period when the reform of the social insurance system is the largest and the most rapid. The emphasis is on enhancing fairness, adapting to liquidity and ensuring sustainability. The social insurance system has been extended from towns to villages, from state-owned enterprises to various types of enterprises and from employment groups to non-employment or unstable groups. China has established a social insurance scheme covering the largest number of people in the world, and a social insurance system covering urban and rural areas has been basically established: the social insurance coverage has been continuously expanded, and more and more people enjoy basic security; The level of social security has steadily improved to promote the sharing of the fruits of economic and social development. The 18 CPC National Congress and the third Plenary session of the 18 CPC Central Committee explicitly proposed that. It is necessary to promote the reform of the old-age insurance system of government institutions and institutions and implement the registration plan for all people's participation in insurance in an all-round way. Since then, the social insurance industry in China has achieved a leap from "fragmentation" to "unification." The era of full coverage of social insurance has begun. The social insurance management service system (hereinafter referred to as the social security management service system) is an important part of the service-oriented government. Perfect the construction of social security management service system is an important content to promote the construction of social security system, is to strengthen social management. The objective requirement of promoting the equalization of basic public services is the necessary condition to improve people's livelihood and enhance the well-being of the people. At present, with the advancement of the reform of social insurance system, the construction of social security management service system is established in the organizational system. Important progress has been made in the construction of basic public service network, management service means and service security function, but compared with the construction of social security system and the needs of the people, there is still a big gap. At the same time, with the implementation of the central security and improvement of the people's livelihood requirements, the implementation of the comprehensive implementation of social insurance law, social security will accelerate the development of the service concept of management services. Management means and management ability put forward new challenges. At present and in the future, around the goal of establishing a social security system covering urban and rural residents, we constantly improve the management service system and mechanism. It is of great significance to enhance the ability and level of management services, to strengthen the establishment of a social security management service system suitable for our national conditions and sustainable development, which is of great significance and urgent. This paper systematically introduces the development course and current situation of social security management service system in China, and analyzes the typical model of social insurance management service system construction at home and abroad. This paper comprehensively summarizes the outstanding problems and causes of the current social insurance management service system in China, and finally puts forward the basic principles and countermeasures for the construction of the social security management service system under the background of universal coverage of social insurance.
