【摘要】：自2006年起,銀監(jiān)會(huì)調(diào)整放寬了農(nóng)村地區(qū)銀行業(yè)的金融機(jī)構(gòu)的準(zhǔn)入政策,隨后農(nóng)村金融市場(chǎng)開(kāi)始逐步開(kāi)放。西部地區(qū)農(nóng)村金融市場(chǎng)發(fā)展取得了一定成果,但是西部地區(qū)農(nóng)村金融市場(chǎng)存在供求失衡、服務(wù)不全面,缺少金融創(chuàng)新等諸多問(wèn)題。因此,在西部地區(qū)農(nóng)村金融市場(chǎng)競(jìng)爭(zhēng)加劇的情況下,如何提高西部地區(qū)農(nóng)村金融服務(wù)水平以及配置效率已經(jīng)成為農(nóng)村金融領(lǐng)域迫在眉睫的大問(wèn)題�；谏鲜霰尘�,本文以西部地區(qū)12個(gè)省域?yàn)檠芯繉?duì)象,著重運(yùn)用數(shù)據(jù)包絡(luò)分析DEA-Malmquist生產(chǎn)率指數(shù)方法以及固定效應(yīng)模型評(píng)價(jià)西部地區(qū)農(nóng)村金融市場(chǎng)12個(gè)省域配置的動(dòng)態(tài)效率并分析效率值變動(dòng)的影響因素,最后在此基礎(chǔ)上提出提升西部地區(qū)農(nóng)村金融市場(chǎng)配置效率的對(duì)策建議。第一章,導(dǎo)論。這一章節(jié)主要介紹了論文的研究背景、研究目的和研究意義、國(guó)內(nèi)外研究動(dòng)態(tài)、論文研究過(guò)程中的思路與用到的方法以及論文可能涉及的創(chuàng)新點(diǎn)。第二章,農(nóng)村金融市場(chǎng)配置效率理論基礎(chǔ)。主要對(duì)我國(guó)農(nóng)村金融市場(chǎng)及其配置效率理論基礎(chǔ)進(jìn)行了界定,分析了農(nóng)村金融市場(chǎng)配置效率的內(nèi)涵并闡述了本文使用的西部地區(qū)農(nóng)村金融市場(chǎng)12個(gè)省域配置效率評(píng)價(jià)方法及指標(biāo)體系。第三章,西部地區(qū)農(nóng)村金融市場(chǎng)發(fā)展現(xiàn)狀與存在的問(wèn)題。這一部分主要分析了我國(guó)西部地區(qū)通過(guò)農(nóng)村金融市場(chǎng)體系對(duì)金融資源進(jìn)行配置,發(fā)展農(nóng)村經(jīng)濟(jì)。新型農(nóng)村金融機(jī)構(gòu)的引入幫助緩解了西部農(nóng)村地區(qū)資金短缺的狀況,取得了一定成果。但是,西部地區(qū)農(nóng)村金融市場(chǎng)仍存在金融服務(wù)單一、信貸供給不足、與東中部地區(qū)差距明顯等問(wèn)題。第四章,西部地區(qū)農(nóng)村金融市場(chǎng)資源配置效率測(cè)度。主要對(duì)西部地區(qū)農(nóng)村金融市場(chǎng)對(duì)資源的動(dòng)態(tài)配置效率進(jìn)行了實(shí)證分析。運(yùn)用數(shù)據(jù)包絡(luò)分析DEA-Malmquist生產(chǎn)率指數(shù)方法對(duì)2007—2012年間西部地區(qū)12個(gè)省域的投入、產(chǎn)出數(shù)據(jù)進(jìn)行處理,測(cè)算和分解了西部地區(qū)農(nóng)村金融市場(chǎng)配置的全要素生產(chǎn)率指數(shù),得出了其整體的效率變化值,研究結(jié)果表明:在時(shí)間序列上,西部農(nóng)村地區(qū)金融市場(chǎng)12個(gè)省域的資源配置全要素生產(chǎn)率呈下降趨勢(shì),西部地區(qū)農(nóng)村金融市場(chǎng)資源配置效率降低,總體上是非有效的。而資源配置效率下降的原因是技術(shù)進(jìn)步率較低,技術(shù)進(jìn)步緩慢,技術(shù)進(jìn)步成為西部地區(qū)農(nóng)村金融市場(chǎng)資源配置效率高低的關(guān)鍵因素。改進(jìn)農(nóng)村金融市場(chǎng)資源配置效率應(yīng)該從技術(shù)入手,增加技術(shù)資金投入,引進(jìn)金融科技人才,創(chuàng)新產(chǎn)品品種。第五章,西部地區(qū)農(nóng)村金融市場(chǎng)配置效率影響因素分析。主要基于西部12個(gè)地區(qū)的統(tǒng)計(jì)數(shù)據(jù),運(yùn)用固定效應(yīng)模型,從金融市場(chǎng)發(fā)展規(guī)模、農(nóng)民生產(chǎn)消費(fèi)水平以及農(nóng)村社會(huì)保障三個(gè)角度選取指標(biāo)進(jìn)行面板數(shù)據(jù)回歸分析,對(duì)影響西部地區(qū)農(nóng)村金融市場(chǎng)12個(gè)省域資源配置全要素生產(chǎn)率的因素進(jìn)行了實(shí)證分析。結(jié)果表明:金融業(yè)增加值、金融業(yè)的固定資產(chǎn)投資、農(nóng)業(yè)生產(chǎn)資料指數(shù)、農(nóng)村農(nóng)戶(hù)固定資產(chǎn)投資額四個(gè)指標(biāo)具有顯著影響作用。第六章,提升西部地區(qū)農(nóng)村金融市場(chǎng)配置效率的對(duì)策建議。這一章節(jié)基于西部地區(qū)農(nóng)村金融市場(chǎng)12個(gè)省域資源配置動(dòng)態(tài)效率的測(cè)度來(lái)進(jìn)行影響因素的實(shí)證分析,提出提升西部地區(qū)農(nóng)村金融市場(chǎng)配置效率的對(duì)策建議。
[Abstract]:Since 2006, the CBRC adjustment relaxed the financial institutions of the banking industry in rural areas rural financial market access policy, then began to gradually open the market. The rural financial development of the western region has made some achievements, but there are imbalance between supply and demand of rural financial market in the west, the service is not comprehensive, lack of many problems of financial innovation and so on. Therefore, intensified the competition in western rural financial market, how to improve the rural financial service level of the western region and the allocation efficiency has become a major issue in the field of rural finance imminent. Based on the above background, this paper takes the 12 provinces in western region as the research object, the influence factors of rural financial market mainly by using data envelopment analysis method and DEA-Malmquist productivity index evaluation of the fixed effect model of western region 12 provinces allocation efficiency and dynamic efficiency analysis of the value. After on the basis put forward suggestions to enhance the western rural financial market efficiency. In the first chapter, introduction. This chapter mainly introduces the research background, research purpose and research significance, research trends, research process of ideas and methods used and the possible innovations. Chapter second relates to, the rural financial market efficiency theory. Mainly on China's rural financial market and allocation efficiency theory defines the connotation of the allocation efficiency of rural financial market and expounds the rural financial market in western region, the 12 provincial allocation efficiency evaluation index system and method. In the third chapter, the current situation of the development of rural finance market in the western regions of China and the existing problems. This part mainly analyzes the western region of our country through the rural financial market system of distribution of financial resources The development of rural economy. The introduction of new rural financial institutions to help alleviate the situation of shortage of funds in western rural areas, and achieved certain results. However, the rural financial market in western region is still single financial service, credit supply, gap and the Middle East etc. significantly. The fourth chapter, the western region of rural financial market resources the main measure of dynamic allocation efficiency. The resource allocation efficiency of rural financial market in western region is analyzed. By using data envelopment analysis into the DEA-Malmquist productivity index method for 2007 - 2012 years in western regions in 12 provinces, with output data, calculation and decomposition of rural financial market in the West configuration of the total factor productivity index and obtained the overall efficiency values, the results show that: in the time series, the financial market in western rural areas in 12 provinces The resource allocation of the total factor productivity decreased, reduce the western rural financial market efficiency of resource allocation, on the whole is non effective. And the efficiency of resource allocation is the decline of the rate of technological progress is low, slow technological progress, technological progress has become a key factor in the western region of rural financial market efficiency of resource allocation to improve the allocation efficiency. The rural financial market resources should be from the technical aspect, increase technology investment, the introduction of financial talents, innovative products. In the fifth chapter, the western region of rural financial market allocation efficiency influence factor analysis. Mainly based on the statistical data of 12 in the western region, using fixed effect model, from the scale of development of the financial market, the level of consumption and production of farmers the rural social security three aspects of selection index regression analysis of panel data, the impact on rural finance in western area of 12 Province The empirical analysis on the factors influencing the domain resource allocation of total factor productivity. The results showed that the added value of the financial industry, the financial industry investment in fixed assets, agricultural production index, rural fixed assets investment four indicators have a significant impact. In the sixth chapter, suggestions to improve the western rural financial market efficiency. This the measure of rural financial market in the west section of the 12 provincial resources allocation based on the dynamic efficiency of the empirical analysis of influencing factors, put forward countermeasures to promote the western region rural financial market efficiency.
