【摘要】:伴隨著現(xiàn)代計(jì)算機(jī)技術(shù)、網(wǎng)絡(luò)技術(shù)以及數(shù)據(jù)庫(kù)技術(shù)的蓬勃發(fā)展,電子政務(wù)產(chǎn)業(yè)也迅速繁榮起來,而現(xiàn)代電子政務(wù)系統(tǒng)的廣泛應(yīng)用也必將在政府部門日常開支的有效縮減、政府工作的透明公開、政府決策的合理化以及政府部門工作效率的提高等方面發(fā)揮著日益重要的導(dǎo)向性作用。 目前,電子政務(wù)系統(tǒng)的研究工作存在著軟件開發(fā)效率偏低、重復(fù)開發(fā)現(xiàn)象嚴(yán)重等諸多問題。將軟件工程的開發(fā)思想運(yùn)用到電子政務(wù)軟件平臺(tái)的設(shè)計(jì)當(dāng)中,將會(huì)有效解決軟件重復(fù)開發(fā)、開發(fā)成本偏高、開發(fā)效率過低等問題,從而使電子政務(wù)系統(tǒng)軟件的開發(fā)跨上一個(gè)新的臺(tái)階。 本文充分借助于現(xiàn)代計(jì)算機(jī)網(wǎng)絡(luò)技術(shù),設(shè)計(jì)并實(shí)現(xiàn)了赤峰市人力資源和社會(huì)保障局電子政務(wù)辦公系統(tǒng)。本系統(tǒng)的開發(fā)目標(biāo)是為了服務(wù)于廣大人民群眾,簡(jiǎn)化行政辦公流程、實(shí)現(xiàn)政務(wù)公開,從而最終實(shí)現(xiàn)赤峰市人力資源和社會(huì)保障局內(nèi)部主要業(yè)務(wù)的有效執(zhí)行。 論文首先詳細(xì)闡述了電子政務(wù)的研究背景與開發(fā)意義,分析了電子政務(wù)系統(tǒng)的國(guó)內(nèi)外發(fā)展?fàn)顩r,并且依次列舉了電子政務(wù)應(yīng)用的顯著特點(diǎn)。其次,介紹了現(xiàn)代電子政務(wù)辦公系統(tǒng)實(shí)現(xiàn)過程當(dāng)中所用到的主流架構(gòu)技術(shù),繼而提出了基于Java EE平臺(tái)的現(xiàn)代電子政務(wù)辦公系統(tǒng)的設(shè)計(jì)框架,最后給出應(yīng)用軟件程序具體的實(shí)施方法。 最終采用MVC設(shè)計(jì)模型并運(yùn)用Struts應(yīng)用框架設(shè)計(jì)并開發(fā)了赤峰市人力資源和社會(huì)保障局電子政務(wù)辦公系統(tǒng)平臺(tái)。本應(yīng)用軟件采用Oracle作為后臺(tái)數(shù)據(jù)庫(kù),并且在整個(gè)應(yīng)用軟件的設(shè)計(jì)與實(shí)現(xiàn)過程中引入了軟件工程的思想對(duì)系統(tǒng)進(jìn)行詳盡的功能性需求分析。根據(jù)本系統(tǒng)所劃分出的各個(gè)子功能模塊,專門針對(duì)其所具有的功能結(jié)構(gòu)進(jìn)行了系統(tǒng)的總體設(shè)計(jì)工作。赤峰市人力資源和社會(huì)保障局電子政務(wù)辦公系統(tǒng)的主要功能模塊包括用戶桌面功能模塊、用戶登錄功能模塊、人事管理功能模塊、公文流轉(zhuǎn)功能模塊、檔案管理功能模塊、勞動(dòng)論壇功能模塊和郵件傳遞模塊。本政務(wù)辦公系統(tǒng)的體系結(jié)構(gòu)采用的是分層設(shè)計(jì)方式,這樣就使得系統(tǒng)的可移植性大大增強(qiáng)。 最后,系統(tǒng)經(jīng)歷了嚴(yán)格的功能與性能測(cè)試,測(cè)試結(jié)果證明本系統(tǒng)具有良好的功能完備性與運(yùn)行穩(wěn)定性,將其應(yīng)用到政府部門日常辦公當(dāng)中是切實(shí)可行的。然而電子政務(wù)辦公系統(tǒng)本身的研究范圍很廣,由于本人時(shí)間與精力有限,,本文所作的工作只是其中的一小部分,還有許多方面需要在未來的研究中去逐步完善,例如怎樣將已建成的電子政務(wù)辦公系統(tǒng)的功能模塊抽象提取,將其轉(zhuǎn)變?yōu)檐洏?gòu)件,并組成電子政務(wù)辦公系統(tǒng)軟構(gòu)件庫(kù);如何在電子政務(wù)辦公系統(tǒng)中引入真正意義的工作流技術(shù),提高系統(tǒng)的工作流程自定義能力,滿足各部門的網(wǎng)絡(luò)辦公之用。這些都是值得進(jìn)一步研究的內(nèi)容。
[Abstract]:With the rapid development of modern computer technology, network technology and database technology, the e-government industry is also booming rapidly. And the extensive application of the modern e-government system is bound to reduce the daily expenditure of government departments effectively and the transparency and openness of government work. The rationalization of government decisions and the improvement of the efficiency of government departments play an increasingly important guiding role. At present, there are many problems in the research of E-government system, such as low efficiency of software development, serious phenomenon of repeated development and so on. The idea of software engineering is applied to the design of software platform of e-government. It will effectively solve the problems of repeated software development, high development cost and low development efficiency, which will make the software development of e-government system step to a new level. With the help of modern computer network technology, this paper designs and implements the E-government office system of Chifeng Human Resources and Social Security Bureau. The development goal of this system is to serve the masses of the people. The administrative process is simplified and the government affairs are made public so as to realize the effective implementation of the main business within the Chifeng Bureau of Human Resources and Social Security. Firstly, the paper elaborates the research background and development significance of e-government, analyzes the development of E-government system at home and abroad, and lists the remarkable characteristics of E-government application in turn. Secondly. This paper introduces the mainstream architecture technology used in the realization of the modern e-government office system, and then puts forward the design framework of the modern e-government office system based on Java EE platform. Finally, the implementation method of the application software program is given. Finally, the design model of MVC and the application framework of Struts are used to design and develop the E-government office system platform of Chifeng Bureau of Human Resources and Social Security. The application software adopts Oracle as the platform. Background database. And in the whole application software design and implementation process, the idea of software engineering is introduced to analyze the functional requirements of the system in detail. The main function modules of the E-government office system of Chifeng Human Resources and Social Security Bureau include user desktop function module. User login function module, personnel management function module, document circulation function module, file management function module. The function module of labor forum and the mail delivery module. The system structure of this government office system adopts the hierarchical design method, which makes the system portability greatly enhanced. Finally, the system has experienced strict function and performance testing, the test results show that the system has good functional completeness and operational stability. It is feasible to apply it to the daily work of government departments. However, the research scope of E-government office system itself is very wide, because of my limited time and energy. The work done in this paper is only a small part, and many aspects need to be gradually improved in the future research, such as how to abstract the functional modules of the completed e-government office system. The software component is transformed into software component, and the software component library of e-government office system is formed. How to introduce the real workflow technology into the E-government office system, improve the workflow customization ability of the system, and meet the needs of various departments in the network office, these are worthy of further study.
